A RESOLUTION
Authorizing the City Manager to Execute Change Order No. 02 to the
Agreement with Millennium Contracting Co. (5933 N. Knox Avenue,
Chicago, IL 60646) for the 2025 Prioritized Water Main and Lead Water
Service Line Replacement Project (Bid 25-10)
WHEREAS, the Evanston City Council believes approving Change Order No. 02 to the
Agreement with Millennium Contracting Co. is in the best interests of the citizens of
Evanston; and
WHEREAS, the City executed the Construction Services Agreement with Millennium
Contracting Co. on July 18, 2025, and construction commenced on August 11, 2025;
and
WHEREAS, the Project experienced delays associated with execution of the Illinois
Environmental Protection Agency State Revolving Fund loan agreement, winter
shutdown conditions, and lower-than-anticipated resident participation and outreach
response rates associated with private-side lead water service line replacement
activities; and
WHEREAS, Change Order No. 02 extends the current contract completion date from
May 31, 2026, to July 24, 2026, an extension of fifty-four (54) calendar days, with no
increase to the current contract amount of $5,205,749.27,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Manager is hereby authorized and directed to sign, and the
City Clerk is hereby authorized and directed to attest on behalf of the City of Evanston,
Change Order No. 02 to the Agreement with Millennium Contracting Co. for the 2025
Prioritized Water Main and Lead Water Service Line Replacement Project (Bid 25-10).
SECTION 2: That the City Manager is hereby authorized and directed to negotiate any
terms of Change Order No. 02 as may be determined to be in the best interests of the
City.
SECTION 3: That this Resolution shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.

The following changes are hereby made to the AGREEMENT:
Modifications to the contract to address changes during construction summarized below and
detailed in the attached document.
1.Final Completion Date: The Final Completion Date shall be revised from May 31, 2026
to July 24, 2026, as requested by Millennium Contracting Co. and outlined in the
attached memorandum dated March 13, 2026 due to lower-than-anticipated resident
participation and customer outreach response, which resulted in an insufficient number
of confirmed service replacements to support planned production rates. As a result,
construction progress slowed, extending the time required to complete the work,
restoration, and project closeout activities. The Final Completion date has been
extended by 54 days.

WATERMAIN AND LEAD WATER SERVICE LINE REPLACEMENT PROJECT
Date: May 13, 2026
Overview
This memorandum provides an updated construction and restoration schedule for 2025
PRIORITIZED WATERMAIN AND LEAD WATER SERVICE LINE REPLACEMENT PROJECT and
outlines the factors that contributed to the project extending beyond the Final May 31st
completion target.
The initial deadline was not met due to insufficient customer outreach response, which
resulted in too few confirmed services to support the deployment of two construction
crews. Because the number of residents responding and authorizing service replacements
fell short of the required volume, installation progress slowed significantly. This reduced
efficiency extended the overall construction timeline.
