A RESOLUTION
Authorizing the City Manager to
Execute Change Order No. 1 to the Agreement with Bolder
Contractors, LLC (316 Cary Point Drive, Cary, IL 60013) for
2026 Water Main Improvements and Street Resurfacing (Bid No. 26-09)
WHEREAS, the Evanston City Council believes entering into an Agreement with
Bolder Contractors, LLC is in the best interests of the citizens of Evanston,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Manager is hereby authorized and directed to sign, and
the City Clerk is hereby authorized and directed to attest on behalf of the City of Evanston,
an Agreement between the City and Bolder Contractors, LLC.
SECTION 2: That the City Manager is hereby authorized and directed to negotiate
any terms of an Agreement as may be determined to be in the best interests of the City.
SECTION 3: That this Resolution shall be in full force and effect from and after
its passage, approval, and publication in the manner provided by law.

Re: Lump Sum Proposal – James Park Water Main Improvements, City of Evanston, Illinois
Dear Ms. Nash:
Bolder Contractors is pleased to submit this lump sum proposal for water main work in the City of
Evanston related to James Park Water Main Improvement project. Our price includes all labor, materials,
and equipment necessary to deliver a complete, tested, and restored system per City of Evanston
standards, IDOT (as applicable), and AWWA specifications.
Scope of Work (included in Lump Sum price):
• Installation of 40 linear feet of 16" zinc-coated ductile iron water main (DIWM) inclusive of
appropriate concrete MJ Adapters for both LCP and ECP
• Installation of 120 linear feet of 6” DIP CL54-Zinc water main pipe
• Abandonment of 60 linear feet of existing 6" water service (WS)
• Furnish and install 6" auxiliary valve in valve box
• Retap existing B-box
• Remove and replace existing fire hydrant (assembly, lead, and appurtenances)
• Exploratory excavation (potholing/utility verification)
• Connection to existing water main, including fittings, restraints, and tie-ins
• Special non-hazardous waste removal and disposal (excavation, stockpiling, loading, trucking,
disposal)
• Trench excavation, bedding, backfill (intent to re-use existing spoil to maximum extent possible),
compaction
• Disinfection (swabbing and chlorination)
• Utility coordination and JULIE locate compliance
Price:
• Total Lump Sum: $215,000

Schedule:
• Anticipated start: Week of June 22nd, 2026; substantial completion within 5 calendar days, subject
to permitting and utility clearances. Work hours per City ordinance.
• Please be advised that our material supplier’s inventory of required items is limited. As of
05/08/2026, the necessary materials are available and can be reserved for Bolder’s use.
However, any delay in the notice of award may result in depletion of the supplier’s current
stock, which could cause procurement lead times of up to fourteen (14) weeks prior to
project commencement.
Qualifications/Assumptions:
• Prevailing Wage Act compliance; certified payrolls.
• Insurance and bonding per City requirements
• Outages coordinated with the City and customers to maintain service
• Unforeseen conditions (e.g., rock, contaminated soils beyond special non-hazard, unknown
utilities) handled via change order
Exclusions:
• Design/engineering beyond construction means/methods
• Traffic control/MOT per MUTCD and City requirements
• Erosion/sediment control and environmental compliance
• Surface restoration (pavement, curb, sidewalk, parkway/landscaping)
• As-built documentation and closeout
Proposal Validity:
• Valid for 30 days from the date above.
