A RESOLUTION
Authorizing the Continuance of the City of Evanston’s Guaranteed
Income Program
WHEREAS, Guaranteed Income programs provide direct payments to families
and individuals without limitations on how the money is used; and
WHEREAS, the City of Evanston has successfully designed and implemented two
rounds of Guaranteed Income, serving almost 200 individuals and families so far; and
WHEREAS, the Evanston City Council has already budgeted American Rescue
Plan Act (ARPA) dollars to be used to support an additional 51 individuals or families; and
WHEREAS, the criteria set forth in the second round of Evanston’s Guaranteed
Income program only enrolled 99 families instead of the 150 that was budgeted; and
WHEREAS, the eligibility requirements for the most recent round of Guaranteed
Income are a family with children in second grade or younger with a household income
of 185% of the Federal Poverty Line living in Census Tract 8092; and
WHEREAS, the Evanston City Council is committed to finishing the program for
the remaining 51 families,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That staff is hereby directed to enroll the final 102 families into the
Guaranteed Income program using funds previously allocated.

SECTION 2: That the criteria for the remainder of the program maintain all of the
previous enrollment requirements aside from the census tract restriction, plus anyone 55
and older who also live in Evanston and have a household income at or below 185% of
the Federal Poverty Line.
SECTION 4: That staff will enroll 102 families and disburse $500 per month for six
months.
SECTION 3: That this Resolution shall be in full force and effect from and after
its passage, approval, and publication in the manner provided by law.
