MEETING MINUTES
EVANSTON PRESERVATION COMMISSION
Tuesday, September 20, 2016
Lorraine H. Morton Civic Center, 2100 Ridge Avenue, Room 2404
7:00 P.M.
Members Present: Robert Bady, Elliott Dudnik, Julie Hacker, Ken Itle, Amy
Riseborough, Tim Schmitt, Karl Vogel, Jack Weiss, and Diane
Williams.
Members Absent: Sally Riessen Hunt

CALL TO ORDER / DECLARATION OF QUORUM
With a quorum present Chair Williams called the meeting to order at 7:02 p.m.
OLD BUSINESS
A. 917 Edgemere Court (LSHD) Construction of a new 2-story, brick and stucco
single-family residence with an attached 1-story, 3-car garage in front.
Chair Williams said the applicants for 917 Edgemere requested to continue the item to
the September meeting. Commissioner Dudnik made a motion to continue the case to
September 20, 2016, seconded by Commissioner Bady. Motion passed unanimously.
B. 703 Forest Avenue (L/LSHD) 2-story frame addition - with screen porch with roof
top deck and reworked existing decks.
Chair Williams said the applicants for 703 Forest asked to continue the item to the
September meeting. Commissioner Dudnik made a motion to continue the case to
September 20, 2016, seconded by Commissioner Riseborough. Motion passed
unanimously.

NEW BUSINESS
A. 651 Forest Av. (LSHD) Construction of 1-story frame/stucco addition (8’-0” x 10’-
10”), at rear of existing 1 ½ story frame/stucco single f amily residence.
DonnaLee Floeter, architect, said the proposed 8’ x 11’ one-story rear addition is for a
sitting room attached to the kitchen. The exposed rafter and roof slope of the existing
addition will be continued on the new addition. The color and trim of the addition will
match the existing.
Commissioner Dudnik made a motion to approve a COA for construction as it meets
standards 1-15, with the suggestion that the rake would a single plane and not two
separate boards, seconded by Commissioner W eiss. Motion passed unanimously.
B. 1333 Greenwood St. (L) Demolish existing garage, construct 1-car detached
garage incorporating details of the existing garage.
Joshua Melson, owner, said the existing garage cannot be salvaged. The new garage is
very similar to the existing garage. J. Nelson said the house was moved in the 1940s
and he showed a picture where the original garage was. Their architect replicated what
the original garage was.
Commissioner Schmitt made a motion to approve a COA for the co nstruction of the
garage as it meets standards 1-15, seconded by Commissioner Riseborough. Motion
passed unanimously.
Commissioner Schmitt made a motion to approve a COA for the demolition of the
existing garage as it meets standards 1-5, seconded by Commissioner Riseborough.
Motion passed unanimously.
C. 1134 Hinman Av. (LSHD) Demolish existing garage and construct new 2-car
detached garage that will harmonize with the house.
Amy Reichert, architect, said the proposal is to demolish the existing garage and
construct a new 1.5 story, 2-car detached garage with a dormer that would be more in
keeping with the style of the house. The materials are Hardi cement board non texture
siding, wood windows and trim and color will echo the house.
Commissioner Vogel made a motion to approve a COA for the construction of the
garage as it meets standards 1-15, seconded by Commissioner Bady. Motion passed
unanimously.

D. 1018 Michigan Av. (LSHD) Remove front porch windows, door and trim; demolish
concrete porch base and construct new covered porch on existing footprint. Restore
original size/ configuration of porch.
Commissioner Vogel abstained because he is the owner of the house. Todd Israel.
Architect, said the plan is to replace the front open porch with a covered . As evidence
he said one can see on the stucco of the front façade where the roof line of the former
porch was. T. Israel showed photos of other similar homes with front covered porch
within the neighborhood.
Commissioner Weiss made a motion to approve a COA for the construction of the front
covered porch as it meets standards of alteration 1-10, seconded by Commissioner
Schmitt. Motion passed: 8 ayes, 1 abstention (Commissioner Vogel).
Commissioner Weiss made a motion to approve a COA for the demolition of the existing
front open porch as it meets standards 1-5, seconded by Commissioner Dudnik. Motion
passed: 8 ayes, 1 abstention (Commissioner Vogel).
E. 2738 Euclid Park Pl. (L) Replacement of select non-original windows and doors on
east and west elevations with new wood windows to match original windows based
on historic photographs of house.
Alex Krikhaar, architect, said the project is to remove some additions from the 1980s,
and replacing some windows and French doors, also dated from the 1980s. The new
windows are more appropriate. A French door and casement window face the street. A
casement window (south elevation) is obscured by a non-original greenhouse. The
French doors are obscured by a screened porch. A non -original bay window on the
garden side (west elevation) will be removed and a new window assembly will be
installed.
Alex Krikhaar showed historic photos and articles of the house to illustrate that the
proposed work is compatible with the original appearance of the house. The new
windows and French doors are wood and have simulated divided lights. They are using
the two remaining original windows on the house to emulate the muntins and the casing
inside.
Commissioner Dudnik made a motion to approve a COA for the replacement of selected
non original windows and doors on the east and west elevations, with new wind ows to
match the original windows based on photos of the house as it meets standards of
alteration 1-10, seconded by Commissioner Itle. Motion passed unanimously.
F. 2881 Sheridan Pl. (L) Rehabilitation of house, construction of 2-car attached
garage. New windows in family room and kitchen. Relocate entry vestibule door to
front elevation.

Chair Williams and Commissioner Riseborough recused themselves for potential
conflict of interest with Teska and Associates. Jack Weiss, Vice Chair, presided the
meeting.
Scott Hargadon and James Kastenholz, business partners; John Eifler, architect and
Nick Patera (Teska and Associates), landscape architect, presented the project. J.
Kastenholtz said aside from the lack of a garage, the house is in wonderful conditio n.
Nick Patera said the front, side and rear yards are overgrown. The proposed new
gravel driveway to the garage is in an angle; the new landscape will make the front door
more visible with a direct walkway. Some trees will be removed to get to the new
garage. The materials for the new back patio are blue stone slate.
John Eifler said the house has great spaces, except for the kitchen. The proposed plan
makes the house flow better. The original front door will be moved to the front of the
building. The 1-story attached garage has a flat roof to avoid blocking the casement
windows on the second floor library on the west elevation. Commissioner Itle wondered
if there was a way to shifting the volume of the garage further back to put a gable roof
on it.
Commissioner Vogel made a motion to approve a COA for alteration as it meets
standards 1-10, seconded by Commissioner Weiss. Motion passed: 6 ayes, 1 nay, and
2 abstentions (Chair Williams and Commissioner Riseborough).
Commissioner Vogel made a motion to approve a COA for construction of the attached
garage as it meets standards 1-15, seconded by Commissioner Weiss. Motion passed:
5 ayes, 2 nays, and 2 abstentions (Chair Williams and Commissioner Riseborough).
APPROVAL OF MEETING MINUTES of August 16, 2016
Commissioner Bady made a motion to approve the August 16, 2016 minutes as
amended, seconded by Commissioner Weiss. Motion passed unanimously.
COMMITTEE REPORTS (Working Groups)
Preservation Ordinance Review Subcommittee - Update.
Diane Williams informed the Commission that the Subcommittee September 22 , 2016
meeting has been cancelled. The meeting was rescheduled to October 6, 2016 at 8
a.m.
VOLUNTEER REPORTS
Design Guidelines Volunteers – Update
Julie Hacker and Jack Weiss informed the Commission that the Design Guidelines
volunteers have looked at how information regarding Preservation is available on the
City’s website. They would like to make eventually some suggestions to City staff web
master to improve access to historic preservation information.

STAFF REPORTS
Carlos Ruiz informed the Commission the Damir Latinovic (Planning and Zoning
Administrator) has accepted a similar position in Elgin, IL. His last day with the City of
Evanston was September 16, 2016.
ADJOURNMENT
Commissioner Vogel made a motion to adjourn the meeting at 8:55 pm, seconded by
Commissioner Bady. The motion passed unanimously.
