Morton Civic Center, 2100 Ridge Avenue, Room 2404 7:00 P.M. Members Present: Robert Bady, Elliott Dudnik, Julie Hacker, Ken Itle, Tim Schmitt, Karl Vogel, and Diane Williams. Members Absent: Sally Riessen Hunt Staff Present: Carlos Ruiz, Senior Planner/Preservation Coordinator Presiding Member: Diane Williams, Chair CALL TO ORDER / DECLARATION OF QUORUM With a quorum present Chair Williams called the meeting to order at 7:04 p.m. OLD BUSINESS A. 917 Edgemere Court (LSHD) –Construction of a new 2-story, brick and stucco single-family residence with an attached 1-story, 3-car garage in front. Chair Williams said the applicants for 917 Edgemere Ct. requested to continue the case to the December meeting. Commissioner Itle made a motion to continue the case to December 20, 2016, seconded by Commissioner Schmitt .Motion passed unanimously. B. 703 Forest Avenue (L/LSHD) –2 story frame addition - with screen porch with roof top deck and reworked existing decks. Chair Williams said the applicants withdrew the application. PUBLIC HEARING 2771 Crawford Av. – Christopher Enck, applicant/owner. Nomination application for landmark designation of the house at 2771 Crawford Av. APPROVED Christopher Enck, owner, presented his application nominating the building at 2771 Av. for landmark designation. C. Enck said John S. Van Bergen, architect, designed the Prairie School house, built in 1928 and originally located at 1318 Isabella St., Wilmette, IL, also known as the John S. Irving house. Threatened with demolition, the house was split in three sections. It was moved to a temporary location in Evanston in 2014, and then moved to its current location at 2771 Crawford Av. Evanston, IL in 2015. Christopher Enck said the Irving house meets criterion 2-8-4 (A) 3, because it is an excellent representative of the Prairie School with its low projecting hipped roofs, wide projecting eaves, exterior stucco finish, bands of painted wood trim, and bands of casement windows. The house was carefully reassembled on a new foundation, retaining its quality design and restoring the interior and exterior, with new plumbing and electrical service. Christopher Enck said the house meets, criterion 2-8-4 (A) 4. John S. Van Bergen, architect (1885-1969), was hired in 1909 at the Frank Lloyd Wright’s Oak Park studio. Van Bergen worked in many of Wright’s high-profile commissions. He later established his own practice, designing 32 projects from his studio in Oak Park from 1911 to 1920. John Van Bergen was credited with over 160 designs until his death in 1969. Van Bergen is recognized as one of the most prominent architects that developed the Prairie School architecture. The Chicago Architectural Foundation, in an exhibit researched and organized by Martin Hackl, celebrated Van Bergen’s contribution to design and construction in the Chicago area and nationwide in October 2012 with “John Van Bergen Month.” Christopher Enck noted two Evanston landmarks that Van Bergen designed; the George Ballard residence (1914) at 1026 Michigan Av., and the Harold White Residence #1 (914) at 741 Sheridan Road. Commissioner Itle made a motion directing staff preparing the findings of fact for 2771 Crawford Av. for designation as a local landmark, in that criteria 2-8-4 (A) 3 and 4 apply; and that the Commission recommends that City Council designates the house as a landmark, seconded by Commissioner Dudnik. Motion passed unanimously. Commissioner Itle made a motion to continue the hearing to the November 29, 2016, seconded by Commissioner Hacker. Motion passed unanimously. NEW BUSINESS A. 2603 Sheridan Rd. (L) – New door for accessible exit on the first floor of the east elevation and new sloped walk and walk with crash stone to front of building. Also modification to existing ramp in the front. Applicant had requested rescheduling the Commission’s review to the November 29, 2016 meeting. APPROVED B. 1317 Rosalie St. (L) – Remove first floor bathroom double hung wood window from side west elevation. Reduce window opening and install new single sash window (Fibrex by Andersen) matching existing first floor wood windows on either side of fireplace (also on the west side elevation). Nate Rosalie proposed to replace the existing rotted bathroom double hung wood window with a smaller and higher window due to a proposed bathroom remodeling. The proposed replacement window is Fibrex, a water resistant material. Commissioner Itle said since Fibrex is water resistant the replacement window should remain a double hung window. Commissioner Itle made a motion to approve a COA for replacement of the 1st floor bathroom window with a fiber glass double hung window; matching the size and details of the existing, and to be reviewed by staff. The applicable standards of alteration are 1- 7, 9 and 10, seconded by Commissioner Bady. Motion passed 4 ayes, 3 nays. C. 1317 Rosalie St. (L) – Replace existing 3 tab asphalt shingles on house and garage roofs with metal S style roof system. George Rudder presented the proposed replacement of the existing asphalt roof shingles with a metal roof system (S tile), considered longer lasting than the asphalt shingles. Commissioners concluded that the metal roofing material is a change of material and scale to a very important element of the house (the massing and complexity of the roof shapes is an important part of the character of the house). Commissioner Schmitt made a motion to continue the application until November 29, 2016 (to give time to the applicant to explore a compatible roofing material), seconded by Commissioner Vogel. Motion passed unanimously. D. 2241 Sherman Av. (NEHD) – Construct a 2-car detached garage at in the same architectural style as the house. James McGuire presented the proposed construction of a 2-car detached garage with stucco exterior finish and asphalt shingle roof with dormers to match the house. The windows are double hung wood windows, similar to the house. Commissioner Schmitt made a motion to issue a COA for 2241 Sherman Avenue, for the construction of a 2-car detached garage, in that the standards for construction, 1-5, 7, 8, 10-13 and 16 apply, seconded by Commissioner Itle. Motion passed unanimously. E. 1327 Hinman Av. (LSHD) –Demolish existing 3-car detached garage, construct new 3-car detached wood frame garage. Stuart Opdycke presented the application for the construction of a 3-car detached garage with double hung wood windows and aluminum garage door, the roof pitch is APPROVED approximately the same as the house with asphalt shingles, the exterior is 5” lap exposure (smart lap siding) in color to match the house. Commissioner Vogel made a motion to issue a COA for the construction of a 3-car detached garage, as construction standard 1-5, 7, 8, 10-13 and 16 apply, seconded by Commissioner Bady. Motion passed unanimously. Commissioner Vogel made a motion to issue a COA for demolition of the existing 3-car garage as standards 1-5 apply, seconded by Commissioner Dudnik. Motion passed unanimously. F. 614 Clark St. (L) –Replacement of existing double hung and fixed wood windows (with interior grills) with Wood-Ultrex insert windows. Nate Kipnis, architect, presented the application to replace windows at the 6-unit apartment building. The replacement windows are Marvin Integrity windows. The windows with leaded glass will be replaced with surface applied lead to match the existing. Regarding the arched top windows, the arch and the Gothic arches will not be replaced, nor the basement windows. The same occurs on the other three sides. Nate Kipnis said Section 2 shows casement windows that look like double hung windows (which are not made in that size). Section 2 shows double hung and fixed, replaced with a fixed and a fixed. Section 3 shows fixed and a double hung, replaced with a fixed and a double hung, and Section 4 shows is a double hung, replaced with a casement. Commissioner Hacker asked if the muntins on the replacement windows will match with the existing. Nate Kipnis said, yes. Commissioner Schmitt made a motion to issue a COA for the window replacement of all rectangular openings (with the exception of the Palladian and leaded glass windows) in that meet standards for alteration 1-7, 9 and 10. Also, mechanical restoration for the Palladian windows, and submission of side by side detailed elevation drawings, for administrative approval, seconded by Commissioner Vogel. Motion passed unanimously. G. 811 Clinton Pl. (L) – Second story addition at rear north elevation over existing foot print; replace 8 double hung windows on second floor; restore 11 casement windows in first floor sunroom; demolish existing detached garage and construct 2-car detached garage; replace existing poured concrete patio with brick pavers. Wendy Vasquez, owner, presented the application for an addition over an existing 1980 addition. The second story double hung windows on the front south elevation will be replaced in kind. The first floor sunroom windows will be restored. On the east side elevation the floor plate of the addition will be raised to be at the same floor level of the house. The sliding doors will be replaced with the same bands of casement windows. A master suite will be added on top with the same hipped roof and stucco finish and APPROVED replicated braces on the large roof overhang, and the smaller brace details from the first floor to the second floor. The proposed new garage is 19’x24’. The current lot coverage is legal non-conforming. The pour concrete patio will be replaced with a brick paver. Commissioner Dudnik made a motion to issue a COA for the proposed second story addition at the rear, over the existing foot print, replacing the double hung windows on the second floor, restoring the casement windows in the first floor sunroom. Standards 1, 3, 5, 7 and 10 apply, seconded by Commissioner Bady. Motion passed unanimously. Commissioner Dudnik made a motion to issue a COA for the construction of a second story addition at the rear and the construction of the 2-car detached garage, and the replacement of the concrete patio with pavers, Standards of construction 1, 3, 5, 7-10, and 12-15 apply, seconded by Commissioner Hacker. The motion passed unanimously. Commissioner Dudnik made a motion for a COA for demolition for portions of the existing sunroom, the existing detached garage, and removal to the existing concrete patio. Standard of demolition 1-5 apply, seconded by Commissioner Vogel. Motion passed unanimously. Commissioner Dudnik made a motion to Zoning to allow the increase of lot coverage. Standards A, B and C apply, seconded by Commissioner Schmitt. Motion passed unanimously. H. 618 Colfax St. (NEHD) – Construct 2-story addition (glass moment) on the rear south façade, new back entry and extend existing shared garage for 2-cars. Rebecca Shields of Northwestern University (NU) introduced both projects at 618 and 628 Colfax as part of an initiative to modernize and preserve the historic legacy of Evanston. Celeste Robbins, architect, said these are extensive renovations with clean and organized interior spaces within the existing shell of the buildings. In regard to 618 Colfax, the roof over the proposed addition at the rear elevation mimics the roof on the front elevation, as well as the proportion of the windows and trim details. The new windows in the back will copy the details of the existing windows. The existing windows glass will be replaced with low E glass. The existing 2-car garage will be increased to a 3-car garage with exterior wood siding. The installation of a new wood fence is also proposed. Commissioner Bady made a motion to approve a COA for a 2-story addition at the rear south facade, rear entry and addition to the shared garage for two cars, according to standards of alteration 1-3, 5, 6 and 8, seconded by Commissioner Dudnik. Motion passed unanimously. APPROVED Commissioner Bady made a motion to approve a COA for the construction of a 2-story addition at the rear back façade and back entry, shared garage for two cars, and fence, as standard of construction 1, 3, 5, 7, 10 and 12- 15 apply, seconded by Commissioner Dudnik. Motion passed unanimously. I. 628 Colfax St. (NEHD) – One story addition at the rear south elevation. New canopy at the east side entry and window well added at the west side. New fence at the back of the property. Requires zoning variance for side yard setback (required 10 ft. – proposed 8.5 ft.) Celeste Robbins said the proposed work includes a larger kitchen and steps to the outside at the rear. The proposed rear elevation is more symmetrical by adding another bay and a window. It also provides a location to a rear entry. The existing windows in the bay are triple hung; the proposed windows are double hung with a panel below for a kitchen counter. Three windows were added to the master bathroom on the second story. On the east side elevation, a new covered entry is proposed, and the partially brick infilled window above the entry will be reopened with a recycled double hung window. Also, the installation of a new fence at the rear is proposed. Commissioner Vogel made a motion to approve a COA for the one story addition on the south rear elevation, based on standards of alteration 1, 2, 3, 5, 6, and 8, with or without the east entry canopy to be determined by staff, seconded by Commissioner Dudnik. The Motion passed unanimously. Commissioner Vogel made a motion to approve a COA for construction based on standards 1, 3, 5, 7-10, and 12-15 for the one-story addition at rear south elevation, seconded by Commissioner Dudnik. Motion passed unanimously. Commissioner Vogel made a motion to recommend to Zoning for side yard setback (required 10 ft. – proposed 8.5 ft.), seconded by Commissioner Schmitt. Motion passed unanimously. APPROVAL OF MEETING MINUTES of September 20, 2016. Commissioner Dudnik made a motion to approve the minutes of September 20, 2016, seconded by Commissioner Bady. Motion passed 6 ayes, 0 nays (Commissioner Vogel was momentarily not present). COMMITTEE REPORTS (Working Groups) A. Preservation Ordinance Review Subcommittee - Update. Chair Williams said the subcommittee met on October 6, 2016 and continues its review of the Preservation Ordinance. The next subcommittee is scheduled on November 3, 2016 at 8 am. APPROVED VOLUNTEER REPORTS A. Design Guidelines Volunteers – Update Commissioner Hacker said the volunteers are nearing the completion of their work. The most significant aspect of their work focuses how the information is presented to the public on line. STAFF REPORTS Carlos Ruiz said the next Preservation Commission meeting originally scheduled on November 15 has been rescheduled to November 29, 2016.
