APPLICATION FOR WINDOW REPLACEMENT
Thank you for submitting your COA application for window replacement. This application is required for exterior work
affecting Evanston landmarks and properties within local Evanston historic districts. To process your application, submit
one complete electronic copy (PDF) and one hard copy of the application and attachments; not to exceed 11″ x 17″
paper size by 5pm on the first Tuesday of the month. The electronic copy and hard copy must include the plat of survey
showing the location of the existing windows and photos or elevation drawings showing the location of windows. Refer to the
Supplemental Information section (page 4) for guidance.
Incomplete applications will not be accepted.
Applications can be submitted in person or by email (as a PDF) to the Preservation Coordinator, City of Evanston,
Community Development Department, Planning & Zoning Division, Lorraine H. Morton Civic Center, 2100 Ridge Avenue,
Room 3201, Evanston, Illinois 60201. Completed applications must be submitted at least 10 business days prior to the
scheduled meeting date.
The Preservation Commission meets on the third Tuesday of the month (check with staff for last minute changes).
Applicants are asked to present at the scheduled meeting a brief overview of the project and provide additional information
(e.g., photos, letters of support, a sample of the proposed window, samples of proposed materials seeking to replicate
existing materials, etc.).

THE REHABILITATION OF 2881 SHERIDAN PLACE, EVANSTON, IL
HISTORY
The Tudor Revival House located at 2881 Sheridan Place was designed by James Roy
Allen for Howard F. Bishop in 1923. The house was registered as a local landmark in
1982, and is located in the Northeast Evanston Historic District.
James Roy Allen was known primarily for his tudor inspired residential designs built in
and around Chicago early in the 20th century. His best-known work is the Riviera on
the Lake Ballroom, located on the shores of Lake Geneva, WI built in 1932. Born in
Illinois in 1883, he graduated from the Univ. of Illinois School of Architecture. He resided
in Lake Geneva for the the last 35 years of his life and died on May 11, 1965 at the
Walworth County Home.
Little is known about the owner, Howard F. Bishop. It is believed he worked as an
attorney.
SCOPE OF WORK
Exterior alterations planned for the Bishop House are relatively minor in scope. The
most notable alteration is the planned garage addition, located on the western edge of
the property which is required as the house today does not have a garage. The
original garage doors faced the rear (north) of the property and were accessed by

means of an east-west drive from Sheridan Road. The property to the west was sold,
and access to the old garage was no longer possible. The original garage is now used
as a family room.
The new proposed garage is setback approximately 20 feet back from the front facade
of the building and will be accessed by modifying the current drive to curve around the
western corner of the house. This offset in the drive provides for landscaping to mask
the garage doors which face the street. The garage will also include a storage area at
the rear for bicycle and lawn equipment storage. The garage will be flat-roofed to
reduce the bulk and profile of the addition, and will be clad in brick to match the
house.
The other planned alterations include the rearrangement of windows in the kitchen on
the rear facade, the elimination of a door in the kitchen and the relocation of windows
at the second floor bathroom, also located on the rear facade of the house. French
doors will replace sliding glass doors at the old garage door openings at the rear.
The slate roof will be inspected and repaired, as will the copper gutters and
downspouts. All materials will be replaced in kind if required. The original steel
casement windows will be retained, cleaned and repainted, as will the wooden trim.
Minor brick repointing will also be accomplished, and care will be take to use matching
historical mortar.
Finally, the existing front door and surround is not original to the house. We propose
on moving the door currently located at the entry foyer (which was once open to the
elements) and relocating the door to the front entry.
LANDSCAPING
The existing concrete driveway paving will be removed and replaced with an exposed
aggregate concrete drive. The front entry walk will be enlarged and paved in bluestone.
A rear terrace will be added adjacent to the family room. Plantings will be added at
the front of the house and rear property line.
Selective tree removal will thin the existing overhead canopy to provide light, air and
partial view of the home. We take out some damaged, misshapen, hazardous and
diseased trees.
Route alignment of the driveway and placement of the garage have followed the natural
gradient to minimize disturbance to the existing trees but will require a few removals.
We will protect the majority of the mature tree canopy and native plantings around the
perimeter of the property.

EVANSTON PRESERVATION COMMISSION

CALL TO ORDER / DECLARATION OF QUORUM
With a quorum present Chair Williams called the meeting to order at 7:02 p.m.
OLD BUSINESS
A. 917 Edgemere Court (LSHD) Construction of a new 2-story, brick and stucco
single-family residence with an attached 1-story, 3-car garage in front.
Chair Williams said the applicants for 917 Edgemere requested to continue the item to
the September meeting. Commissioner Dudnik made a motion to continue the case to
September 20, 2016, seconded by Commissioner Weiss. Motion passed unanimously.
B. 703 Forest Avenue (L/LSHD) 2-story frame addition - with screen porch with roof
top deck and reworked existing decks.
Chair Williams said the applicants for 703 Forest asked to continue the item to the
September meeting. Commissioner Vogel made a motion to continue the case to
September 20, 2016, seconded by Commissioner Schmitt. Motion passed unanimously.

NEW BUSINESS
A. 1030 Lake Shore Blvd (LSHD) – Alterations to east front elevation, including
windows and adding entry foyer. Add stairs to existing wood deck, remove a door
and three windows at rear west elevation, replace glass block with aluminum clad
windows on north side elevation, and remove glass block, infill with brick and install
aluminum clad window.
Thomas Ahleman, architect, said the project includes adding a small foyer on the front
of the house and extend the balcony over it, and replace the existing non-original front
windows (including the Palladian window). At the rear, a window is being moved and
stairs added to the second story rear deck. Also, the glass block windows for the stairs
on the north elevation, and the 2nd-story bathroom glass block will be replaced with fixed
pane windows.
Commissioner Weiss made a motion to approve a COA for alteration as it meets
standards 1-7, 9 and 10, seconded by Commissioner Vogel. Motion passed
unanimously.
Commissioner Weiss made a motion to approve a COA for construction, as it meets
standards 1-15, seconded by Commissioner Vogel. Motion passed unanimously.
APPROVAL OF MEETING MINUTES of July 19, 2016
Commissioner Weiss made a motion to approve the July 19, 2016 minutes as
amended, seconded by Commissioner Itle. Motion passed unanimously.
COMMITTEE REPORTS (Working Groups)
Preservation Ordinance Review Subcommittee - Update.
Chair Williams said the Preservation Ordinance Review Sub-Committee met on July 13,
2016 and completed the review of Section 2-8-3. There are other sections in the
Ordinance that no one had a comment on. Chair Williams announced that the next Sub-
Committee meeting is scheduled on Tuesday, August 23, 2016 at 8 am.
VOLUNTEER REPORTS
Design Guidelines Volunteers – Update
Commissioner Hacker said the volunteers decided not to do drawings in the guidelines.
Chair Williams said the key is consistency with the standards and guidelines. The
standards are meant to inform the guidelines.
The design guidelines are meant to be an educational piece to understand what needs
to be done from a design perspective. Also, the design guidelines aim to help applicants
understand how they could and should meet the standards.

STAFF REPORTS
Chair Williams said she attended the August 11th Environmental Board meeting where
they discussed lighting, sustainability and environmental justice. The Environmental and
Utility Boards are preparing a letter to City Council requesting funding for a
comprehensive lighting study, to update lighting throughout the community, including
the Tallmadge light poles. The letter includes language indicating that they will consult
with the Preservation Commission.
Commissioners agreed that the Tallmadge lights are unique and a very special aspect
of Evanston and that they are an important character given of the community. The
Commission agreed that a contingency plan should be in place if the Tallmadge lights
were to be faced out.
Chair Williams announced the Chicago Preservation Alliance is having a meeting on
September 17th in Villa Park from 9 am to 12 noon. Also a Historic Preservation
Symposium on October 8th from 9 am to 4 pm at the Glassner House in Chicago,
sponsored by Landmarks Illinois. Commissioner Weiss said that Open House Chicago
is October 15th and 16th Both Evanston’s B&Bs and St. Luke’s Church will be open.
Carlos Ruiz informed the Commission regarding the Clarke Mansion packet for the
September 12th City Council meeting. There were around 120 people taking the tour of
the house during the open house event.
DISCUSSION (No vote will be taken)
Chair Williams said she is preparing talking points for the Council meeting on
September 12th for the 2623 Lincoln St. application for rescission of landmark
designation.
ADJOURNMENT
Commissioner Dudnik made a motion to adjourn the meeting at 8:10 pm, seconded by
Commissioner Riseborough. The motion passed unanimously.
