Morton Civic Center, 2100 Ridge Avenue, Room 2404 7:00 P.M. Members Present: Robert Bady, Elliott Dudnik, Julie Hacker, Sally Riessen Hunt, Ken Itle, Tim Schmitt, Mark Simon, and Diane Williams. Members Absent: Karl Vogel Staff Present: Scott Mangum, Planning and Zoning Administrator, Division Manager Carlos Ruiz, Senior Planner/Preservation Coordinator Presiding Member: Diane Williams, Chair CALL TO ORDER / DECLARATION OF QUORUM With a quorum present Chair Williams called the meeting to order at 7:07 p.m. OLD BUSINESS A. 917 Edgemere Court (LSHD) – Elliot Flaws, applicant. Construction of a new 2- story, brick and stucco single-family residence with an attached 1-story, 3-car garage in front. Applicable standards: [Construction] 1- 13, and 16. At the request of the applicant Commissioner Riessen Hunt made a motion to continue 917 Edgemere Ct. to February 21, 2017, seconded by Commissioner Dudnik. The motion passed unanimously. B. 1045 Sherman Av. (L) – Greg Borkowski, applicant. Raising a portion of the existing south side addition to allow for more habitab le area on the home’s second level. The addition will be recessed from the front of the house, not protruding past the existing second floor structure and thus maintaining the original farm house character. Applicable standards: [Construction] 1- 5, 7-10, 12, 14 and 15; [Demolition] 1-5. Garry Shumaker, consultant and Greg Borkowski, owner presented the application. G. Shumaker said they turned the gable of the second story addition perpendicular to the APPROVED Page 2 of 8 Preservation Commission existing house gable and matched the ridge heights; settling the wall back in line with the existing foundation below under the house. The south and rear east elevations will have all wood windows. Most of the existing wood windows and those on the north facade will be restored. The front stairs will be re built to match the existing. The rear gable is extended towards the back over the existing one story. Commissioner Itle made a motion to issue a COA for 1045 Sherman Avenue, construction of the proposed second floor addition, in that standards of construc tion 1-5, 5-10, 12, 14 and 15 apply, seconded by Commissioner Dudnik. The motion passed . Vote: 7 ayes, 1 abstention (Commissioner Hacker). Commissioner Itle made a motion to issue a COA for 1045 Sherman Avenue, for the minor demolition (roof on existing one-story), in that standards of demolition 1-5 apply, seconded by Commissioner Bady. The motion passed. Vote: 7 ayes, 1 abstention (Commissioner Hacker). NEW BUSINESS A. 1865 Sherman Av. (Landmark lot of record) – Dan Weese, applicant. New masonry addition at east side of building; new masonry accessible ramp and stairs at the main entrance of the building from grade to 1st floor at southeast corner of building; reworked and expanded doorway at fire exit at north elevation of courtyard; taller windows at west elevation of courtyard; new masonry exterior entry stairs to first floor apartment and basement apartment. Reworked door and window location at west elevation; new lannon stone area wells at various locations to replace existing; and new aluminum windows to replace existing glass block at basement. Applicable standards: [Alteration] 1-7, 9 and 10; [Construction] 1, 2, 6- 8, 10, and 12- 16; [Demolition] 1-5. Dan Weese, architect presented the application. D. Weese said the proposal is for exterior additions at the east end of the building, and reworking an entry in the courtyard. The basement glass block windows will be replaced with new steel casement windows to match windows the Commission approved four years ago. Also locating a new entry on the south of the building and moving the existing accessible ramp. In the court yard the new windows are taller to reflect the double height space behind. New doors are replicas of the existing doors. The new east addition has an entry to the south. In the courtyard south elevation, there is a new entry, accessible ramp, and the one-story infill addition. Commissioner Dudnik made a motion to issue a COA for alterations at 1865 Sherman for the accessible ramp and stairs at main entry, fire exit at the courtyard, taller windows on the west elevation of the courtyard, new exterior entry stairs and windows on the west side, area wells and replacing glass block windows with steel casement windows, as standards of alteration 1-7, 9 and 10 apply, seconded by Commissioner Itle. The motion passed unanimously. APPROVED Page 3 of 8 Preservation Commission Commissioner Dudnik made a motion to issue a COA for 1865 Sherman for new masonry addition on the east side of the building, adding the new accessible stairs, new area wells in various locations, and casement windows replacing existing glass block windows. Construction standards 1, 2, 6-8, 10, and 12-16 apply, seconded by Commissioner Itle. The motion passed unanimously. Commissioner Dudnik made a motion to issue a COA for demolition at 1865 Sherman for any of the associated demolition that applies to the previous motions, for either the alterations or construction. Demolitions standards 1-5 apply, seconded by Commissioner Itle. The motion passed unanimously. B. 2350 Orrington Av. (NEHD) – North Shore Builders, Inc., applicant. Construction of single family dwelling with attached 2-car garage. Applicable standards: [Construction] 1-13 and 16. At the request of the applicants Commissioner Schmitt made a motion to table 2350 Orrington Avenue to the January 2017 Preservation Commission meeting, seconded by Commissioner Bady. The motion passed unanimously. C. 640 Lincoln St./640 Colfax St. (L/NEHD) – Amy Gauen, applicant. Exterior restoration of facade, including: (a) repair and repainting of stucco (b) repair or replace in-kind wood half- timbering, moldings, frieze boards and paint (c) paint removal from brick at first story (d) masonry repairs and repointing (e) restore wood windows and install replica sash at openings that have been modified with a/c units or non-matching replacement windows and paint (f) install new aluminum framed window screens at all openings (g) underpin and stabilize southeast corner of porch foundation walls. Applicable standards: [Alteration] 1- 7, 9 and 10; [Demolition] 1-5. Amy Gauen presented the application for the house at 640 Lincoln at Colfax. A. Gauen said that C. Ruiz issued a COA for the repair of the painted stucco, repair of the half timbering, removal of paint from the brick on the first floor, and windows restoration. A. Gauen said they are seeking approval for the replacement of thirteen (13) non-original window units with window replicas, masonry repairs to four lintels; stabilize the porch on the front façade, and masonry repairs. Commissioner Itle made a motion to issue a COA for the house at 640 Linc oln/640 Colfax for exterior restoration of façade, repair stucco, half timbering, and paint removal from brick on first floor, masonry repairs and repointing, wood window restoration and replacement of window sash at previously modified window, installatio n of new window screens, and stabilization of porch foundation. Alteration standards 1-7, 9 and 10 apply, and seconded by Commissioner Dudnik. The motion passed unanimously. Commissioner Itle made a motion to issue a COA for 640 Lincoln /640 Colfax for demolition of non-original windows and as needed for porch stabilization in that standards for demolition 1-5 apply, seconded by Commissioner Dudnik. The motion passed unanimously. APPROVED Page 4 of 8 Preservation Commission D. 1900 Orrington Av. (NEHD) – Kaufman O’Neil Architecture, applicant. Window restoration on primary facades, window replacement on secondary facades, select modifications to existing masonry openings and masonry repair. New accessible ramp on the West side of the building, and a new enclosed vertical platform in the rear court. The existing wood exterior and decks in the rear court will be demolished and rebuilt in new configuration to accommodate the platform lift. Applicable standards: [Alteration] 1-7, 9 and 10; [Construction] 1, 7, 8, 10, and 12-15; [Demolition] 1-5. Tim O’Neal and Jim Kaufman presented the application for 1900 Orrington Avenue, a four story building. J. Kaufman said all windows and doors on the two primary elevations (Orrington Avenue and Emerson Street) will be restored, including masonry repointing, and storm windows removal. A new accessible lift is in the back courtyard. A new ramp from Emerson Street will access the lift. The south elevation glass block windows will be redone with wood windows to match. The existing wood deck and stair in the courtyard will be replaced with a new steel stair. The visible roofs will be replaced with asphalt shingles in kind. The existing patio doors will be restored. Six leaded glass windows on the south elevation will be cleaned and wood storms added. The east elevation will be restored, and wood doors will be re-stained. J. Kaufman said the north side secondary elevation is common brick and with different window styles. These windows will be replaced with aluminum clad double hung wood windows and windows with infill brick in the kitchens. Extruded vinyl windows at bathroom shower locations on the south elevation. New fixed windows have the horizontal mullion to simulate the appearance of the double hung windows. Chair Williams expressed concern with the north elevation kitchen windows. Did they consider other options? Commissioner Dudnik asked about removing the storm windows on the primary elevation, he was concerned with energy efficiency. Commissioner Itle made a motion to issue a COA for 1900 Orrington Avenue for the window restoration on primary facades, window replacements in the secondary facades, some modifications to masonry openings, accessible ramp, the new lift and stairwell in that applicable standards for alteration 1- 7, 9 and 10 apply, seconded by Commissioner Bady. The motion passed unanimously. Commissioner Itle made a motion to issue a COA for 1900 Orrington Avenue for the project as previously discussed in that standards for construction 1, 7, 8, 10, and 12-15 apply, seconded by Commissioner Bady. The motion passed unanimously. Commissioner Itle moved to issue a COA for 1900 Orrington Avenue for demolition of the existing stairwells and items related to the proposed project in that standards for demolition 1-5 apply, seconded by Commissioner Dudnik. The motion passed unanimously. APPROVED Page 5 of 8 Preservation Commission E. 2135 Orrington Av. (L/NEHD) – Celeste Robbins, applicant. Replace the existing aluminum replacement windows with wood double-hung windows. Modify a few of the window sizes on the sides of the house and add new windows facing the backyard from the Dining Room. Restore the existing wood windows and doors of the Sunroom. Replace the basement windows with awning windows. Add an egress window well from the basement. Build a new four-car garage off the alley. New walkways, patio and landscaping. Applicable standards: [Alteration] 1-7, 9 and 10; [Construction] 1-5; 7, 8, 10-13, and 16; [Demolition] 1-5. Celeste Robbins presented the application. C. Robins said in addition to the restoration of the house they proposed a new four-car detached garage. The project includes the repair of the foundation wall, and adding windows to the first floor kitchen area (east elevation). The front porch (west elevation) has wood windows, the rest of the windows are non-original aluminum clad windows to be replaced with all wood Marvin windows. Also, the porch will be restored, including the front door. At the rear east elevation a shed will be removed. Also, the second story door to the balcony and the door to the kitchen will be replaced. C. Robbins said the second story bay high window on the south elevation will be replaced with a double hung window to match the existing bay windows. Two first story window sills on the north elevation will be lowered back down and new double hung windows will be installed, and a high window on the bay will be replaced with a double hung window to match the existing. The basement windows will be replaced. The four — car garage will match the brick and roof on the house. C. Robbins said they would like to restore the front porch; however the brick foundation needs to be replaced. Chair Williams said the rebuilding of the porch will require the applicant to come back to the Commission for review. Commissioner Hacker made a motion to issue a COA for 2135 Orrington for alteration as standards 1-7, 9 and 10 apply, which includes replacing existing windows with aluminum clad double hung wood windows with wood brick mold, modifying a few windows on the north and south sides of the house, adding new windows in the dining room (east elevation), replacing the basement windows with clad awning windows, and adding egress window to basement, seconded by Commissioner Bady. The motion passed unanimously. Commissioner Hacker made a motion to issue a COA for 2135 Orrington for the construction of the four-car garage, walkway, patio, and landscaping as standards for construction 1-5; 7, 8, 10-13, and 16 apply, seconded by Commissioner Bady. The motion passed unanimously. Commissioner Hacker made a motion to issue a COA for 2135 Orrington for the demolition of the shed at the rear and chimney as standards for demolition 1 -5 apply, seconded by Commissioner Bady. The motion passed unanimously. APPROVED Page 6 of 8 Preservation Commission F. Lot 1 - 919 Edgemere Ct. (L/LSHD) & Lot 2 - 917 Edgemere Ct. (LSHD) – Harry Lowrance and Adam and Adam & Sue Sabow, applicants. Plat of re-subdivision of 919 Edgemere Ct. (existing SFR) and 917 Edgemere Ct. (vacant lot). Moving lot line between properties approximately 10’ to the north. Applicable standards: 2 -8-12 (B) 1. (a)–(e). Harry Lowrance of 919 Edgemere Ct. and Sue Sabow, owner of 917 Edgemere Ct. presented an application for resubdivision of Lot 1 (919 Edgemere Ct.) and Lot 2 (917 Edgemere Ct.) Harry Lowrance said there are three wide lots on Edgemere Ct. (929, 925, and 919), the rest of the lots are 55’ to 65’ wide. H. Lowrance said he decided to transfer approximately 10’ of his lot to the Sabows to the south, making their lot more consistent with the rest of the block. Sue Sabow said they have been challenged because their lot (917 Edgemere Ct.) is very deep and relatively narrow. The proposed resubdivision is a concrete solution to reaching their main objective (building a new house). They have not gone back to the revisions of their current application, because they wanted to know what the y are working with, before they commit more time and effort into the design. They hope to come back to the Commission with a design. H.Lowrance said that bump out at the fire place on the resubdivision maintains the 10’ required side yard setback. Commissioner Dudnik made a motion recommending to City Council the resubdivision of Lot 1 (919 Edgemere Ct.) and Lot 2 (917 Edgemere Ct.), relocating the lot line of 917 Edgemere Ct. approximately 10’ north, which will result in two lots of approximately 60’ in width. The applicable standards [in the City Code are] are 2-8-12 (B) 1. (a) – (e), seconded by Commissioner Riessen Hunt. The motion passed unanimously. Vote: 8 ayes, 0 nays. G. 115 Dempster St. (L/LSHD) - Paul Janicki, applicant. Replace roof dormers on front and rear roofs, add to existing garage footprint, add new room above existing garage, add new 2nd story passageway, add new breakfast bay, remove miscellaneous windows and replace with new windows expand light wells. Applicable standards: [Alteration] 1-7, 9 and 10; [Construction] 1- 16; [Demolition] 1- 5. Major Variance: 6-8-2-8-A-4; 6-8-2-8-A-3; 6-8-1-8-C; max peak height of all dormers shall not exceed 35’ measured from established grade (average at front property line). Applicable standards 6-15-11-15: A, B and C. Isn’t it just A,B, and C? Paul Janicki, architect, presented the application. P. Janicki said the house has an attached garage on the east side. The project is adding double window dormers to the third floor on the front façade, and changing the dormers in the back of the third floor. The current are single window dormers. The proposed dormers exceed the 30 percent of the front façade, and the distance from the edge of the building , which both require a zoning variance. The existing attached garage and house are not compliant with the APPROVED Page 7 of 8 Preservation Commission required rear and side yard setbacks. The project is to extend the current garage for two cars. There is a bay window on the first floor and light wells on the north elevation. On top of the new garage there will be a study. The new garage’s south elevation has three windows, stone balusters above and the studio on top. The studio has double hung windows with a transom above, and French doors and a flat roof with a detailed entablature. On the west elevation the garage has carriage doors, stone balusters above and the studio with the double hung windows and French door. The north side has a passage way on the second story, relocated larger dormers and an eyebrow window on the third story. On the east eleva tion, third floor, the non-original French doors and sidelights will be replaced with a single door and a pair of double hung windows on either side. Above the garage is the study and pas sage way. The aluminum siding on the first floor of the garage will b e replaced with brick to match the house. Diarmaid Collins of 133 Dempster said their property line abuts the western side of the existing garage. He opposes the studio above the garage and the proposed zoning variances. Their living space is on the east and north side of their home. The studio is facing directly to their recreation area. The studio windows are floor to ceiling in height. The south windows face their front garden. The proposed studio above the garage infringes in their privacy and the integrity of their property. Paul Janicki pointed out that there are seven existing windows facing the pool next door to the west. David Abraham, owner of 100 Greenwood (a vacant lot to the north) said the proposed garage is essentially on top of the privacy wall to the north. Potentially may block views , and from a privacy perspective, it adds a lot of height on top of a feature that is already on the property line. Commissioner Itle made a motion to table the application for 115 Dempster Stree t and asked the applicant to study further the size, location, design and even if it is feasible the proposed study addition in particular. As well as looking more closely at the design of the third floor and the alterations to the dormers, and the various requirements such as egress, and provide more information on the site plan/plat of survey with current and proposed impacts for zoning, seconded by Commissioner Bady. The motion passed unanimously. H. 470 Sheridan Rd. Unit 2 (L) - Joe DiNatale, applicant. Replace ten 2nd-story double hung wood windows (6/1 divided lights) - four at rear court facing west and garage; and six at rear south facing cemetery, with double hung vinyl clad wood windows (6/1 divided lights) grids between panes of glass. Applicable standards: [Alteration] 1-7, 9 and 10. At the request of the applicant, Commissioner Simon made a motion that 470 Sheridan Road be continued to the January 2017 meeting, seconded by Commissioner Itle . The motion passed unanimously. APPROVED Page 8 of 8 Preservation Commission APPROVAL OF MEETING MINUTES of November 29, 2016. Commissioner Dudnik made a motion for approval of the November 29, 2016 minutes, subject to any editorial additions to be submitted to C. Ruiz by Wednesday, December 21, 2016, seconded by Commissioner Bady. The motion passed unanimously. COMMITTEE REPORTS (Working Groups) A. Preservation Ordinance Review Subcommittee - Update. Chair Williams said the Subcommittee met on December 1, 2016 and continues with its work. The next schedule meeting is January 5, 2017. VOLUNTEER REPORTS A. Design Guidelines Volunteers – Update Commissioner Hacker said that the volunteers completed the Design Guidelines draft, to be presented to the Preservation Commission at a date yet to be determined. STAFF REPORTS A. Adoption of 2017 schedule of EPC meetings The Commission adopted the schedule of the Commission’s meetings in 2017 (third Tuesday of the month), except January 24 and November 14, 2017. DISCUSSION (No vote will be taken) A. Discussion on nomination of 2017 Preservation Commission Officers The Commission discussed the nomination of Commissioners Diane Williams as Chair, Ken Itle as Vice-Chair and Karl Vogel as Secretary (Tim Schmitt as alternate).
