Declaration of Quorum
With a quorum present, Chairman Shumaker called the meeting to order at 7:11 p.m.
APPROVAL OF MEETING MINUTES of May 18, June 15, July 20 and September 21, 2010
and January 17, February 21, March 20, May 15 and June 19, 2012
This item was discussed later in the meeting at which time G. Shumaker said add to the
June 19, 2012 minutes, under Staff Reports, that at the June 4, 2012 City Council Rules
Committee meeting, members of the committee recognized and expressed their
appreciation for the Preservation Commission's work. It was motioned (S. Farrand)
and seconded (K. Hartzell) to approve the minutes of June 19, 2012 as amended. The
motion passed. Vote: 8 ayes, 0 nays.
COMMITTEE REPORTS
A. Survey Sub -Committee - Phase II Update
This item was discussed later in the meeting at which time Carlos Ruiz reported
about a meeting with Lara Ramsey, Mary McWilliams, Anne Earle (who completed
the review of the survey forms) and himself. He said the survey sheets are almost if
not already completed. The grant and the final report are due September 30, 2012.
STAFF REPORTS
A. 2012 Preservation and Design Awards — Update
This item was discussed later in the meeting at which time Carlos Ruiz reported that
the Preservation Awards presentation will take place on Monday, July 23, 2012 at
City Council. He said the Jurors were Mary McWilliams, Gwen Sommers-Yant and

Catherine Quinn, architect. There were 15 nominations and the Jury selected 13
recipients.

NEW BUSINESS
A. 1490 Chicago Avenue (L/LSHD) — Replace 15 double hung wood windows with
divided lights on the upper sash on the rear west elevation with new wood aluminum
clad windows to match the style and light configuration. [Alteration]
Francek Sterlek and Dave Barzen of Four Seasons Home Services presented the
project to replace 15 double hung wood windows with 3 divided lights on the upper
sash on the rear west elevation of the building at 1490 Chicago Avenue with 15
double hung wood -aluminum clad windows to match the existing 3 divided lights on
the upper sash as the existing (except for one window that has a vent on the upper
sash). A leaded glass window remains; the new storm window has low-E glass.
The Commission asked the applicants to submit the drawings with the installation
details, to show what the brick mold is, how is going to be panned, and document
the profile and the detail of the storm window for the leaded glass window.
It was motioned (S. Farrand) and seconded (T. Hagensick) to issue the COA for
1490 Chicago Avenue to replace 15 double hung wood windows with 3 divided lights
on the upper sash on the rear west elevation of the building with wood aluminum -
clad windows to match the style and light configuration, because it meets standards
1-7 9 and 10 for alteration. It was motioned (S. Farrand) and seconded (T.
Hagensick) to amend the original motion adding that the applicants submit to staff
the installation detail drawings. The motion passed as amended. Vote: 7 ayes, 1
nay.
B. 490 Sheridan Road (L) — Replace 3 double hung wood windows with divided lights
on the upper sash on the rear south elevation with new vinyl windows to match the
style and light configuration. [Alteration]
Michael Wonderlich, owner, presented the project to replace 3 wood windows at the
rear south elevation at 490 Sheridan Road. M. Wonderlich said the reason for the
window replacement was because energy efficiency and the ease of cleaning. The
cost is $750 per window; the glass area will be reduced by 1/8".
The interior of the new windows is wood and the exterior is vinyl. The dimensions of
the cross bars will match the existing. M. Wonderlich said he is a current board
member of the condo association and former president. He said at least 30 units out
of 44 units have changed the windows (at the rear).

The Commission strongly recommended the condo association to adopt a master
plan for the storm windows and the restoration of the wood window on the primary
elevation. Also a master plan for the rear elevation because the concern is that
without a master plan windows will not match.
It was motioned (S. Utter) and seconded (S. Farrand) to approve the COA for 490
Sheridan Road for the replacement of three wood windows at the rear fagade with
clad windows on the basis that standards for alteration 1-7, 9 and 10 have been met.
The motion passed. Vote: 6 ayes, 2 nays.
C. 1742 Asbury (L/RHD) — Demolition of exterior wood stairs and concrete slab on rear
west elevation. Construction of new terraced rear patio and hot tub. [Construction/
Demolition]
Michael Mohr, architect presented the project to remove the old stair (12 steps) and
construct terraced patios stepping down to the finished grade at 1742 Asbury
Avenue. A retaining wall flares out to match existing on the west elevation. A hot
tub will be provided underneath. The railing detailing at the top will remain. From
the top one steps down to another terrace with seating and a set of stairs with a
walkway to the driveway to the north. Landscaping will be installed around the
terraces, ground cover and small trees and some seating. The retaining wall will
resemble the existing rough red stone.
The Commission recommended incorporating a landscaping plan that restores the
density and the height of what is there now so the retaining wall is hidden. In terms
of the railing, if the plan examiner has issues with it, the Commission would like to
see the revised design.
It was motioned (K. Armstrong -Matz) and seconded (A. Riseborough) to approve
the COA for the construction of the rear patio and landscaping for 1742 Asbury in
that standards 1, 5, 7, 9, 10, 12-15 for construction are met. The motion passed.
Vote: 7 ayes, 1 nay.
It was motioned (A. Riseborough) and seconded (T. Hagensick) to approve the
COA for the demolition of the stairway and concrete slab at 1742 Asbury Avenue as
meeting standards for demolition 1-5. The motion passed. Vote 7 ayes, 1 nay.
D. 1204 Asbury Avenue (RHD) — Demolish existing garage and construct a new 3-car
garage with gable roof, two dormer style windows facing east. Exterior materials:
Pre-treated wood siding and shingle roof. [Construction/Demolition]
Paul and Sylvia Bateman, owners, presented the project at 1204 Asbury Avenue to
demolish the existing garage and construct a 3-car garage with gable roof, two
dormers with windows on the east elevation. The new garage is consistent with the
style of the house; and it emulates the windows on the house. The garage height is
compatible with the house. The existing house has exterior cedar siding finish, the

garage exterior material is a pre -painted wood material. The garage roof is asphalt
shingles, similar in color to the cedar shakes on the house roof. The wood windows
are double hung. Neighbors within 250 feet of the property have been notified about
the project. The two aluminum garage doors have windows across the top.
The Commission noted that it would be desirable to better understand the window
fenestration. P. Bateman said the new windows are meant to look as the windows
on the house.
It was motioned (T. Hagensick ) and seconded (K. Hartzell) to approve the COA
for 1204 Asbury for the construction of a 3-car garage with a gable roof and dormers
facing east, based on standards of construction 1-5, 7, 8, 10-13 and 16. The motion
passed. Vote: 8 ayes, 0 nays
It was motioned (A. Riseborough) and seconded (K. Hartzell) to approve the COA
for the demolition of the existing garage at 1204 Asbury, as standards for demolition
1-5 are met. The motion passed. Vote: 8 ayes, 0 nays.
E. 1005 Sheridan Road (L/LSHD) — East rear elevation: Replace 3 louvered windows
and 3 fixed transom windows, remove 1 wood casement window and replace
aluminum windows and door with transom and casement wood windows and French
door and infill window openings. South elevation: Remove glass greenhouse;
replace 2 louvered windows and 2 fixed transom windows with casement and
transom wood windows. North elevation: Remove 32 fixed aluminum windows and
2 clad casement windows. Adjust window openings and install 3 new wood
casement windows. All new windows, transoms and door have divided lights.
[Alteration/Demolition]
Doug Reynolds, architect, presented the project at 1005 Sheridan to restore two
sides of the house as part of the interior remodeling of the kitchen and reconfiguring
some of the windows on the north side. The French doors and Palladian windows
on the front elevation are not being modified. On the south elevation the glass
conservatory (not original) will be removed. Replace the first floor the jalousie
windows on the south and east elevations with casement windows. The existing
transoms will be replaced with the French doors and casement windows. On the
rear elevation there was an open porch filled in at some point with a storefront
assembly (part of the new kitchen). The project calls for new casement windows in
the new kitchen. On the north elevation a new window is being proposed. All the
windows will have a brick mold that will match what they believe is part the house
(now covered).
Commission members were concerned with the alignment of the sills on the rear
elevation and the datum between the transoms and the French doors. D. Reynolds
said the kitchen ceiling is lower, other windows are in stairwells. G. Shumaker
suggested keeping the sink window transom and the alignment datum. He noted
that the symmetry in the house is important. Another suggestion was stretching the

kitchen windows taller and align them. G. Shumaker noted that the head of the
windows on the north elevation are a foot higher than anywhere else in the house.
S. Utter was concerned with changing the double hung windows with the casement
windows on the south elevation. D. Reynolds believed that originally, there were
screens not double hung windows.
Kristen Armstrong recommended confirming whether the kitchen ceiling does not
allow the alignment of the windows, or raise the ceiling height to allow that, or re -
proportion the windows, or add transoms. D. Reynolds agreed to submit the revised
elevations addressing the Commission's concerns.
It was motioned (G. Shumaker) and seconded (K. Armstrong -Matz) to table the
project until next meeting. The motion passed. Vote: 8 ayes, 0 nays.
F. 1231 Asbury Avenue (L/RHD) — Reconfiguration of windows on the north (secondary
Fagade) and east (tertiary fagade at rear) to accommodate the new layout of the
kitchen as well as expanding the mudroom on the north elevation. Phase two of the
project will be to repair and restore the exterior. [Alteration/Construction/Demolition]
Michael Girard, architect, presented the project at 1231 Asbury Avenue to renovate
the kitchen that impacts the windows on the rear fagade and expand the mudroom
on the north fagade. The house has had a number of additions over the years with a
collection of windows on the rear fagade. The mudroom window is being scaled
down. The two tall kitchen windows are being replaced. The new proposed
windows are Marvin wood windows. The same window will be used on the north
fagade.
The new work includes a foundation under the mudroom. The wall extension for the
mudroom has the same exterior materials as the existing.
Commission members were concerned with losing the proportion of the windows on
the rear fagade. S. Utter said the windows surround on what appears the addition
don't match. The new windows appear too wide and squat, and the trim is
excessive. The replication of Italianate windows is not appropriate.
The Commission asked the applicant to further study the proportions of the windows
and changing the trim. See the new windows in context with the rest of the house.
On the rear east elevation and in regard of the 3 windows, the concern is with the
proportionality and the ratio of width to height. A recommendation was to remove
the hooded detail. Also, the window in the mudroom should be put it in context with
the house.
It was motioned (A. Riseborough) and seconded (K. Hartzell) to table the project to
the next meeting. The motion passed. Vote: 78 ayes, 0 nays.

COMMUNICATIONS
The Commission discussed sending a letter to the Condo Association for the building at
490 Sheridan to encourage them to adopt a master plan for replacement of storm
windows on the front elevation, future restoration work of the windows on the front
elevation and replacement windows on the rear elevation.
ADJOURNMENT
The meeting was moved and seconded to adjourn the meeting. A voice vote was
taken and the motion was approved at 9:50 p.m., June 19, 2012.
