Declaration of Quorum
With a quorum present, Chairman Shumaker called the meeting to order at 7:05 p.m.
APPROVAL OF MEETING MINUTES
No minutes were approved.
COMMITTEE REPORTS
A. Survey Sub -Committee - Phase II Update
This item was discussed later in the meeting, at which time G. Shumaker said the
consultant completed the photography. The research by Anne Earle and Mary
McWilliams is being typed. A. Earle said a concern is buildings on corners that have
changed their address and do not show as landmarks, i.e.1800 Sheridan, now 405
Clark. These buildings have the designations on one street and the current address
on another street. Other examples are 516 Church permit 1620 Hinman, 405
Church at Judson.
Similar concern is with apartment buildings with multiple PINs, i.e. 904 Forest at
Main and Montessori School at 425 Dempster. Future goal should include all the
addresses to identify all landmarks; it may need City Council approval. Park
buildings should be also accounted.

A. 2012 Preservation and Design Awards - Update
The Commission discussed the potential nomination of Harris Hall at Northwestern
University. G. Shumaker and K. Hartzell will meet to add more nominees.

B. Rules Committee meeting on June 4, 2012. The Commission is to present a two
year plan with goals and objectives. As an example, use the survey to rectify
address in phases, this is an ongoing process. Community outreach (window
seminar and the window case study). Also, continuing the survey with Ridge
Historic District.
C. Sustainability meeting is April 28, 2012 at 9:00 a.m.

NEW BUSINESS
A. 720 Central Street (L) - Demolition of existing garage and surrounding concrete.
Construction of a new wood frame detached 3-car garage 40' length x 23' depth x
17'-6" height (mean) and setback 3' from the south and east property lines. Required
setback for each of the two dormers from the exterior wall on the front elevation = 8'.
Proposed setback = 5 '- 7.5". Minor zoning variance required.
[Construction/Demolition/Zoning Variance]
Bill and Kate McDonald, owners presented the project. B. McDonald said the
proposed garage matched the materials of the existing house. Revised elevations
include removal of a window on the central dormer and replaced by a louver to avoid
zoning issues. One window was removed to emphasize verticality, reveal added
and the rear elevation.
Scale of the garage, details of the eaves overhung, overall size of the house was a
concern. Any consideration to minimize the scale of the garage. This is and
overwhelming garage. Tried not to make it look like a warehouse. Have 3 cars and
no place to park on the street. Have letters of support of neighbors. The variation is
for the dormers only (windows on dormers would have trigger a major zoning
variance).
R&TA recommended standards for construction: 1-8, and 10-13 and 16 as
applicable. It was moved (J. Weiss) and seconded (D. Keehan) to issue the COA
for the construction of the 3-car garage at 720 Central in that it meets standards of
construction 1-8, and 10-13 and 16. The motion passed. Vote: 6 ayes, 2 nays.
R&TA recommended standards for demolition 1-5 as applicable. It was moved (D.
Keehan) and seconded (J. Weiss) to approve the COA for the demolition of the
existing garage and surrounding concrete and to move the existing chain link fence
in that it meets standards of demolition 1-5. The motion passed. Vote: 7 ayes, 1
nay.
R&TA recommended standards for zoning variance A and C. It was moved (J.
Weiss) and seconded (K. Armstrong -Matz) to recommend the approval of the
proposed zoning variance for the two dormers with a proposed setback = 5 '- 7.5" as

it meets standards: A) Is necessary and/or appropriate in the interest of historic
conservation so as not to adversely affect the historical architecture or aesthetic
integrity of the landmark, and C) Will not be materially detrimental to the public
health, safety and welfare or injurious to property in the district or vicinity where the
property is located. The motion passed. Vote: 8 ayes, 0 nays.
B. 1940 Orrington Avenue - Demolish existing 1-car detached garage; construct new 2-
car detached wood frame (22' x 20') garage.
Josh Barney, owner presented the project. J. Barney said the existing garage is
deteriorated and is beyond repair and is not compatible with the house. The new 2-
car detached garage is compatible with the house. The roof line and the new cedar
siding is 3" exposure to match the house. The proposed windows are vinyl windows.
The new garage door is metal.
R&TA recommended standards 1-8, 10-13 and 16 as applicable. It was moved (K.
Armstrong -Matz) and seconded (D. Keehan) to approve the new garage at 1940 in
that standards of construction 1-8, 10-13 and 16 have been met with the following
conditions: That the eaves, slope of the roof line profile of the windows and the
corner boards match that of the house. The motion passed. Vote: 8 ayes, 0 nays.
R&TA recommended standards for demolition 1-5 as applicable. It was moved (K.
Hartzell) and seconded (A. McGuire) to approve the demolition of the existing
garage at 1940 Orrington in that standards of demolition 1-5 are met. The motion
passed. Vote: 8 ayes, 0 nays.
C. 630 Dartmouth Place — Repoint brick, remove and reinstall slate roof, remove all
slate at west elevation dormers and replace with new copper flashing, replace flat
roofs at bay window in copper, replace wood trim in kind to match. Replace second
floor window to the fire escape with casement sash. Replaced third floor casement
sash (not original or in poor condition) with metal clad wood casement. Place new
storm windows on the double hung windows. Repair front door, screen door, rear
French doors and wood side door.
Anne McGuire, architect and Robert Wikstrom of Northwestern University presented
the project. Scope of work roofing repair on the sloped areas with gutters,
decorative scuppers being retained. Flat roof areas are being replaced. Flat roof
areas will remain with copper roofs. There are few peaked gables masonry re -
pointed, lintel repair, cleaning of stained limestone.
Windows double hung with casements on the 3rd floor. Some casements were
retrofitted for AC units. Two windows on the front fagade and one facing east will
have storm windows. On the rear and on the west side windows to be replaced. A
fire escape 2/4 double hung to be replaced with a casement window (aluminum clad)
for egress. The windows on the front elevation have been already restored. Adding
storm doors to the French doors at the rear and repair the front door screen. Also
replace the concrete stoop off the kitchen.
R&TA recommended standards alteration 1-10 as applicable. It was moved (A.
Riseborough) and seconded (K. Hartzell) to issue a COA for the property at for the

replacement of windows, roof repair, replace copper flashing, storm windows, install
casement window on top of fire escape for egress, replace the existing door at the
balcony with, tuckpointing and the repair of the lintels, and the stoop, replacement of
gutters, because it meets standards of alteration 1-10. The motion passed. Vote: 7
ayes, 1 abstained.
D. 614 Clark Street - Rebuild a 3-story rear porch and stairs. Enclose stairway and
finish it with exterior siding. Replace the existing decorative columns on the 3rd floor
with classic style columns. Rebuild the 1st & 2nd floor piers; restore cornice.
Nate Kipnis, architect presented the project. N. Kipnis said the building at 614 Clark
is a multi -unit apartment building. On the south side there is a 3-story open porch.
Clean up minor structural issues, deferred maintenance issues and code issues.
The project calls for an enclosed porch on the center section, provide new railing
system and new screens. Keep the existing roof. The building is a landmark and
listed in the National Register of Historic Places (Myron Hunt, architect).
To enclose the center section, materials: wood cladding on the main columns on
either outer corner, new Doric columns above that, center section will be clad with a
vertically batten cement fiber board, Marvin divided windows, bring brick back in all
the way in to that center section. New structure for the screens, railings are pre -
finish metal and the horizontal members at each deck are "C" channel, the same
color as all other trim. Stairs going to the basement and the roof will remain, interior
doors will stay. The Corinthian columns are in disrepair, could try to save them. The
new columns are Doric columns.
Treated as an infill, board and batten in the back, don't belong to the building. Mary
McWilliams, Associate member, said that the rear of the building is very visible. K.
Armstrong -Matz noted that the scale is changing and is not helping the infill. Could
the stair be enclosed and make it transparent, inset the stairs inside those porches,
that might help the scale. Is there room to pull the stair in?
Could the rhythm of the pilasters on the original elevation be incorporated on the
new porch, defining the solid and the voids. Recess the center portion to redefine it
in that rhythm. Recess the center section to create a similar pilaster width from what
was existing and potentially replicate the pilaster.
Windows do not seem to have the same proportion with the rest of the building.
Another fenestration to be used? Is there more opened fenestration that could be
used? A checker board of fenestration would have to be related to the building.
Consider a new and unique approach to the building as opposed to taking pieces.
An all glass enclosure would be expensive and complicated. Come back with a
different strategy (use cost effective materials, fenestration) enclosing the stairs is a
big change to the building. Figure a way to set in the stair, so it's replicable and the
patterning of the screen and the scale of the fagade does not change as drastically,
the infill becomes secondary as the rest remains in the foreground. Whatever this
alteration is, it becomes a contributing part of the structure.
Nate Kipnis agreed to come back with a revised elevation.

E. 1217 Hinman - Remove existing wood stairs on the rear east elevation and construct
new wood open porch with stairs. Also replace aluminum siding at rear of home with
stucco; replace 18 steel casement windows with aluminum clad windows; remove
existing front door and replace it with new window, remove front stairs, relocating
entry to existing porch on south elevation; add new front door on south porch.
Kim Tulsky, owner and David Roberts, architect presented the project. K. Tulsky
said they believe the front door was on the side of the house as being proposed now
and they would like to replace the existing front door with a window. Also, remove
the aluminum sun room and leave the concrete porch. Remove the aluminum siding
on the back of the house and construct a wood porch. D. Roberts said there are
leaded glass wood windows that they believe are the original windows, not the steel
windows. They believe that the steel windows were installed on what it was an open
porch.
G. Shumaker noted that changes that occur over time could acquire significance as
the steel windows might have. D. Roberts said based on his experience distributing
the notices about the meeting, he found that it is not unusual to have the front door
off the front fagade.
Regarding the proposed new windows they are Marvin replacement windows (the
frame and the sash are flushed at the front like the steel windows. The jams and the
widths are not too different. The stucco comes out 2" and the window is caulk.
R&TA recommended standards of alteration 1-10 as applicable. I was moved (D.
Keehan) and seconded (J. Weiss) to approve a COA for alteration at 1217 Hinman
for the replacement of steel casement windows with aluminum clad windows, to
remove front door and replace it with a window and infill, relocate the front stair and
entry and main entry door to the south side, the rear porch and stair and skylight in
that it meets standards for review of alteration 1-10. The motion passed. Vote: 7
ayes, 1 nay.
R&TA recommended standards of demolition 1- 5 as applicable. It was moved (K.
Armstrong -Matz) and seconded (K. Hartzell) to approve the demolition of the rear
porch, front porch and the door at 1217 Hinman in that standards 1-5 apply. The
motion passed. Vote: 8 ayes, 0 nays.
F. 726 University Place - Rehab for existing 3-story dormitory building at 726 University
Place. Addition of accessible patio and ramp at north fagade; addition of exit stairs
at the east and west facades; removal of east fire escape; installation of bike rack
and paving at south fagade
Pete Landon, architect and Steven Matz of Northwestern University presented the
project. The building is a Colonial or Georgian Revival building. P. Landon said the
original drawings show a balustrade in top of the entry which will be put back. The
new ramp. The windows on the east fagade by the fire escape and new window in
place of the door. The non -original double hung aluminum clad windows will be
replaced.

It was moved (A. Riseborough) and seconded (K. Hartzell) to issue a COA at for the
rehab of the dorm, the addition of the patio and ramp on the north fagade, the
addition of the stairs on the east and west fagade, removal of the fire escape,
installation of bike rack and paving on the south fagade, replacement of windows as
noted, the addition doors of the balustrade to the front entrance. The motion
passed. Vote: 6 ayes, 2 abstentions.
R&TA recommended standards of construction 1, 2, 4-7, 9-14 and 16 as applicable.
It was moved (J. Weiss) and seconded (D. Keehan) to issue a COA for the ramp at
726 University Place as standards 1, 2, 4-7, 9-14 and 16 apply. The motion passed.
Vote: 6 ayes, 2 abstentions.
It was moved (K. Hartzell) and seconded (A. Riseborough) to approve the
demolition of exterior stairs, fire escapes, accessible ramp on the east end of the
building, citing standards 1-5. The motion passed. Vote: 6 ayes, 2 abstentions.
G. 1139 Ridge - Construct a 2-level wood frame deck at the rear east elevation of the
house.
Patty and John Coghlan, owners and Sidney Feldman, contractor, presented the
project. The existing dilapidated deck will be removed and replaced with a similar
new deck, 33" wider, and construct a lower level over an existing concrete patio. S.
Feldman said the concrete slab next to the garage will be removed. The project
cannot be seen from the street, is partially visible from the alley. There are no
zoning issues. The deck will be stained. The spiral stair will remain. All the
concrete not covered by the lower deck will be removed.
R&TA recommended standards of construction 1, 5, 6, 7, 10, 12, 13, 14, and 15 as
applicable. It was moved (D. Keehan) and seconded (J. Weiss) to approve the
COA for construction at 1139 Ridge to build the 2 level wood deck at the rear of the
house in that it meets standards for construction 1, 5, 6, 7, 10, 12, 13, 14, and 15.
The motion passed. Vote: 8 ayes, 0 nays.
It was moved (K. Hartzell) and seconded (A. Riseborough) to approve the
demolition for the existing wood deck at 1139 Ridge in that standards for demolition
apply. The motion passed. Vote: 8 ayes, 0 nays.
H. 1012 Lake Street - Construction of an accessible wood ramp (approximately 38 feet
long) on the west elevation of the building at 1012 Lake Street. The project calls for
removing an existing window and installing in the same opening an entrance door for
the ramp.
James O'Mallry representing St. Mary's Church and Doug Davidson representing
Mr. O'Mallry presented the project. J. O'Mallry said the Parish Center at 1012 Lake
is 2.5 story brick building. They proposed building an accessible ramp on the west
elevation. An existing window will be removed and a new door to the ramp will be
installed. The new door is a replica of the front door. The wood ramp is very basic.
Shrubs will cover the base of the ramp. The sidewalk will be relocated.
It was moved (T. Hagensick) and seconded (J. Weiss)to issue a COA for 1012
Lake for the construction of the wood ramp and the replacement of the window on

the west elevation with a door. Landscape to be used to mask the ramp and that the
ramp be pulled away from the building based on 1-5, 7-10. The motion passed.
Vote: 8 ayes, 0 nays.

The meeting was moved and seconded to adjourn. A voice vote was taken and the
motion was approved at 10:10 p.m., April 17, 2012
