Morton Civic Center, 2100 Ridge Avenue, Room 2200 Members Present: Suzanne Farrand, Thomas Hagensick, Amy Riseborough, Garry Shumaker, Scott Utter and Jack Weiss Members Absent: Kris Hartzell, Dian Keehan, Andres Lombana and Anne McGuire, Staff Present: Carlos Ruiz Presiding Member: Garry Shumaker, Chair Declaration of Quorum With a quorum present, Chairman Shumaker called the meeting to order at 7:05 p.m. APPROVAL OF MEETING MINUTES of June 21 and September 20, 2011 This item was discussed at the end of the meeting at which time it was moved (S. Farrand) and seconded (A. Riseborough) to approve the September 20, 2011 minutes as corrected (A. Riseborough and T. Hagensick voted against approval of the Certificate of Appropriateness for 1045 Sherman Avenue). The motion passed. Vote: 5 ayes, 1 abstention. COMMITTEE REPORTS The following items were discussed before the end of the meeting. A. Survey Sub -Committee Update Carlos Ruiz reported that the Granacki Historic Consultants (GHC) sent the complete Survey, Phase 1 to the Illinois Historic Preservation Agency, except for the Summary Report. C. Ruiz said he received from the Survey Sub -Committee members the time sheets spent on the survey. He thanked A. Earle and M. McWilliams for their work on the survey. The number of hours they worked exceeds what is required for the grant as in kind work. G. Shumaker and A. McGuire also submitted their time sheets. The contract for Phase 2 needs to be prepared before Thanksgiving. Also, C. Ruiz will consult with Purchasing Department to determine if GHC can be retained for Phase 2. The Survey Sub -Committee tentatively scheduled to meet on November 8, 2011 at 7:30 p.m. to work on the contract for Phase 2. Page 1 of 5 Preservation Commission APPROVED Lara Ramsey of GHC has already sent the survey data to Mark Varner, the City's GIS Specialist. G. Shumaker noted that the searchable fields are: architect, type of house, dates and builder. B. Window Workshop recap Scott Utter reported that the window workshop On October 1, 2011 was a success. He was surprised that the Illinois Historic Preservation Agency is now accepting aluminum clad replacement windows. Vinyl windows were mentioned, but not sure if they are acceptable. STAFF REPORTS Matt Marchione, volunteer, reported that he will begin his work on documenting the restoration of windows. The report will include building and window history, window preservation techniques and testing energy performance. The Commission commented on the goal of the booklet. Suggestions: show the variety of windows and develop a technical guide to repair windows. The long term goal could include bridging the windows older than 50 years with windows that are less than 50 years old. Other suggestion called for giving examples of tests that show certain improvements when replacing windows vs. restoration. Include reference material. The final product should include case studies. UNFINISHED BUSINESS No unfinished business. NEW BUSINESS A. 1897 Sheridan Road (L) — Install 6' high x 500' long wrought iron fence facing Sheridan Road to match existing fence to the north and south ends of proposed location. Requires zoning fence variance: "No fence shall be permitted in any street side yard of a corner lot, and fences located in a street side yard of a corner lot shall not exceed four feet (4') in height." [Construction] Rick Nemec of Northwestern University's Facilities Management and Valentin Isasi of Estructuras presented the application to put back a pre-existing wrought iron fence along Sheridan Road to replace an existing chain link fence. The fence is 500 feet long and 4 feet high with terminal point posts (5-9" high with newel posts) -from Emerson Street to Foster Street. It was moved (S. Farrand) and seconded (T. Hagensick ) to issue a Certificate of Appropriateness for 1897 Sheridan Road for the construction of a 6 feet high and 500 long wrought iron fence, because it meets the standards of construction 1, 5, 7, 9-13 and 16. The motion passed. Vote: 6 ayes, 0 nays. Page 2 of 5 Preservation Commission APPROVED It was moved (A. Riseborough) and seconded (J. Weiss) to recommend approval for zoning fence variance for 1897 Sheridan Road as meeting standards A and C. The motion passed. Vote: 6 ayes, 0 nays. B. 2231 Asbury Avenue (L) — Remove metal awning at rear entry to house; construct a roof with columns over rear entry door. Replace eight wood windows on the attic level with new wood windows to match style. [Alteration] Greg Moon and Bohdan Kaminski, architects and John Bausch, owner presented the project. The project includes on the east elevation, the replacement of the fiber glass and steel awning with a new gable roof with asphalt shingles with wood post to be stained to match the existing trim. Also, replace five sets of existing windows on the third floor with new wood Marvin windows to match the existing true divided light with the same grill pattern with insulated glass. Greg Moon said because the frames are damaged they cannot just replace the sash. S Utter said he was concerned with the change of appearance with new windows compared to the existing restored wood windows. G. Shumaker said the on the north and south side tall casement windows appeared to be recessed. Garry Shumaker expressed concern with the proportion and the gable roof over the entry door. The proposed gable does not pick up on any of the clues on the symmetrical house. G. Moon said they could propose a hip roof and revisit the scale of the structure and the size of the columns. Carlos Ruiz recommended standards for review of alteration 1-7, 9 and 10 as applicable. It was moved (S. Farrand) and seconded (J. Weiss) to issue a COA to the property at 2231 Asbury to replace 8 wood windows in the attic with new wood windows to match the style because it meets the standards for review of alteration 1-7, 9 and 10. The motion passed. Vote: 5 ayes, 1 nay. Greg Moon said they he will resubmit drawings for the rear entry proposed roof. C. 812 Colfax Street (NEHD) - Remove concrete stairs at rear of house, and construct a one-story, 70 square feet mudroom and powder room, open wood stairs and covered porch. Remove second floor window on front elevation, relocate window opening and install new window [Alteration/Demolition/Construction] Douglas Halverson, owner, presented the project. It consists of constructing a 70 square feet mudroom addition that will match the style, roof, exterior finish (stucco) details of the railing and lattice and windows with those on the house. The concrete stoop will be demolished. The mudroom has additional windows on the west elevation. Three new windows are on the front elevation. One window opening is relocated with one window to match the existing. The existing windows are not original. The porch columns on the front porch are tapered. The columns on the Page 3 of 5 Preservation Commission APPROVED mudroom are straight and not visible from the street. The new windows have a 4 over 1 muntin pattern. Carlos Ruiz recommended standards for review of construction tan 1, 3, 6-8, 10, 12-16 applicable. It was moved (A. Riseborough) and seconded (S. Utter) to construct a 70 foot mudroom and power room because it meets standards 1, 3, 6-8, 10, 12-16 applicable. The motion passed. Vote: 6 ayes, 0 nays. Carlos Ruiz recommended standards for review of alteration 1-7, 9 and 10 as applicable. It was moved (S. Utter) and seconded (J. Weiss) for the relocation and replacement of one front window based on the standards of alteration 1-7, 9 and 10. The motion passed. Vote: 6 ayes, 0 nays. D. 641 Judson Avenue (LSHD) — Demolish existing (24.5' x 20.20') detached garage and construct a new 2-car detached garage (30' x 22'). [Demo[ition/Construction] Dan Brauner and Kate Friedman, owners, presented the project. The project includes tearing down the existing garage and building a 2-car garage. The proposed exterior materials are: composite siding, metal garage door, double hung vinyl windows facing the house, a flush metal man door. The trim around the windows, man door and garage door is also the composite siding. The Commission suggested aluminum clad wood windows and panelized man door. Also match the trim detail and eaves overhung on the house. Reduce the siding exposure and emphasize the trim to reduce the scale. The siding and the trim should be painted smooth surface. Carlos Ruiz recommended standards for review of construction 1-5, 7, 8, 10-13 and 16 as applicable. It was moved (S. Utter) and seconded (T. Hagensick) to approve the Certificate of Appropriateness for the construction of a garage at 641 Judson, based on standards for review of construction 1-5, 7, 8, 10-13 and 16. The motion passed. Vote: 6 ayes, 0 nays. It was moved (A. Riseborough) and seconded (J. Weiss) to approve the Certificate of Appropriateness for demolition of the garage at 641 Judson Avenue as meeting standards for review of demolition 1-5. The motion passed. Vote: 6 ayes, 0 nays. E. 1400 Wesley Avenue (L) — Remove rear shed and front wood stairs to the second story front porch, rebuild balustrade of second story porch, remove three columns of 2-story front porch and install four new columns. [Alteration] David Reid, contractor, presented the project. The house has been vacant for 3 to 4 years. The 25 feet wide and 45 feet deep house is being rehab the in the inside. The front porch is being rebuilt with 4"x4" posts, stairs, shed as an entryway in front of the original front door. The front stair going the second floor has been removed. The three posts will be removed and replaced four evenly spaced posts. The railings Page 4 of 5 Preservation Commission APPROVED and balustrade will be rebuilt. The four 6"x6" columns on the bottom will be redone. The rear shed and stairs that went to the second floor were removed. The rear door will be removed and the opening will be in filled with siding. The Commission asked D. Reid to rebuild the front stairs as they are a very significant original feature of the house. (M. McWilliams). The Commission noted that the proposed alterations require more drawings to accurately show the fenestration, because the location, the door and window heights need to be shown on the elevation drawings. The nature of these houses place places more significance to the front stairs. The detail of the porch could be simpler than what is being proposed. Scott Utter questioned the turn aspect of the columns (not time appropriate). He suggested a simpler solution. The addition of a fourth column is okay. The Commission asked for more detailed and assembled elevations with key notes. Looking closely to the stairs and showing details of the front door. David Reid said the original windows and trim are being restored, the roof is okay. The new floor plans allow keeping the existing windows. He said they are considering building a garage on the corner lot. It will require a new curb cut. David Reid agreed to come back with more complete elevation drawings. COMMUNICATIONS No communications. ADJOURNMENT The meeting was moved and seconded to adjourn. A voice vote was taken and the motion was approved at 9:40 p.m. October 18, 2011.
