EVANSTON PRESERVATION COMMISSION

1. CALL TO ORDER / DECLARATION OF QUORUM
With a quorum present, Chairman Shumaker called the meeting to order at 7:05 p.m.
2. APPROVAL OF MEETING MINUTES of April 19 and May 17, 2011
3. COMMITTEE REPORTS
The items below were deferred until after New Business on the agenda.
A. Survey Sub-Committee – Update
Garry Shumaker said one of the goals of the survey is to have the historic
information on line. The survey forms are cut sheets. A set of the hard copy will go
to the IHPA. Mark Varner is beginning to integrate that information. Some data
collection issues such as typos are being sorted now. The project is on schedule.
The Sub-Committee will start the review of the cut sheets soon.
Dian Keehan noted that the architect information appears on the second page. G.
Shumaker said the data will be integrated and it would not necessarily appear the
same on line. The Committee will meet at the next Commission meeting in July.
B. 2011 Preservation Workshop Committee – Update
Scott Utter said the window workshop is scheduled on October 1, 2011 in the
parasol room of the Civic Center. The workshop will have a demonstration on
window restoration. There will be home owners, and architects groups. The
workshop will offer points for continuing education.
Some of the speakers are Neil Vogel, Mike Jackson of the IHPA or a representative,
Tim Murphy of TCM Windows and Susan Turner. J. Pohl suggested Paul Kruty of U
of I in Champaign as a speaker for window hardware. S. Utter mentioned Hopes
Windows and a storm window company from Iowa as possibly being part of the
workshop. The workshop will be announced in the City’s website.
Anne McGuire announced that she is developing documentation requirements for
window replacement in accordance to the National Park Service standards.
4. STAFF REPORTS
The items below were deferred until after New Business on the agenda.
A. Citizen’s Advisory Committee on Public Place Names
Appointment of Preservation Commission member to the Citizen’s Advisory
Committee on Public Place Names
The Commission appointed Kris Hartzell to the Citizen’s Advisory Committee on
Public Place Names.
C. 904 Hinman (L) – Window replacement update
Carlos Ruiz reported that the new aluminum casement windows have been installed
replacing the double hung aluminum windows on the landmark building at 904
Hinman Avenue.
5. UNFINISHED BUSINESS
A. 729 Sheridan Road (LSHD) – Consolidate Lot 2 and Lot 3 to their original state as
one parcel - Consideration of approval of Commission’s findings on the proposed
consolidation.
Joan Cherry and John Cara, owners were present. It was moved and seconded a
motion approving a report recommending the consolidation of lots 2 and 3 at 729
Sheridan Road. The report concluded with the following text: “The Preservation
Commission recommends to the City Council approval of the consolidation of lot 3
and lot 2 at 729 Sheridan Road, in that the Commission’s findings support that the
proposed consolidation of lot 2 and lot 3 will result in no change to the property or to
the structures on it and will preserve open space. Also, any new construction on lot
3 will require the Preservation Commission’s review in accordance to Preservation
Ordinance Subsection 2-9-9 Certificate of Appropriateness.” The motion passed.
Vote: 8 ayes, 0 nays.
B. 214 Greenwood (L/LSHD) – Relocate of one window opening on west façade.
Enlarge window opening on south façade. Replace windows and doors on first floor
rear sun porch (3 sides). Replace windows on second floor rear sun porch (3 sides).
Refinish stucco and wood trim and rework brick openings as needed.
Sam Thomas, contractor and Melissa Clary, owner presented revised plans for
alterations to the rear porch, including the removal of three window openings and the
installation of two doors. All new windows on the first floor will be wood. The window
on the south elevation is of counter top height. The revised plans bring back the
original windows height and provide a heavier frame on the new doors.
Anne McGuire mentioned Landmarks Illinois approval of the alterations because the
façade easement. Melissa Cleary said the easement is for three elevations only not
the rear elevation. The Commission agreed the revisions were a great improvement
Jack Weiss said R&TA recommends standards 1-7, 9 and 10 of alteration as
applicable. It was moved (Anne McGuire) and seconded (Jack Weis) to approve the
COA for 214 Greenwood for the proposed alterations in that they meet criteria for
alteration 1-7, 9 and 10. The motion passed. Vote: 8 ayes, 0 nays.
The Commission requested the revised elevations with the correct dimensions for the
record.
C. 829 Reba Place (L) - Replacement of wood casement windows with wood with
aluminum clad casement windows
Joseph Mierkiewicz, contractor and James Winkler, owner presented the project. J.
Mierkiewicz said that the replacement Marvin casement windows with aluminum clad
exterior have exactly the same glass size, dividers, sill, and frame. All the details and
measurements have been revised from the previous presentation.
Jon Pohl asked if the mullions on the new windows are 2-3/4” in width as the existing.
J. Mierkiewicz said the mullions will be exactly the same because the new windows
are costume made. The new frame is 1-1/8” the new windows will be inside the
existing brick mold.
Garry Shumaker noted that if the intension is to install the new windows within the
existing brick mold, then in effect the new windows will be smaller. J. Mierkiewicz
said the casing inside could be moved to gain ½” all the way around. The glass size,
the mullions size and the frame size will be almost the same sizes as the existing.
Jon Pohl discussed the three windows on the front elevation, being the center one
fixed, the side ones operable. He said the visual integrity of the existing windows is
being altered dramatically. The existing mullion is not flat as the proposed.
Garry Shumaker requested from Mr. Winkler submitting from the Marvin Window
catalog the joining detail to see how wide the new mullion is (it could be as much as
1-1/4” wider). Also, show the relationship of the jamb of the new window with the
existing brick mold, and whether the face of the casement is going to be in the same
place. He noted the dimensions of the mullion should be similar and suggested
measuring the brick mold and putting it in context with the jamb. Also, measure the
depth in relation to the windows.
Garry Shumaker said the Commission had no problem with the new window, but it
was concerned with the type of installation. The replacement of the front storm door
was found acceptable.
Carlos Ruiz asked the Commission for direction to allow staff to approve the
information that substantiates the claim that the replacement windows are similar in
terms of overall dimension in width and the relationship of the operable frame and fix
frame to the face of the mullion, front to back as being the same. A straw poll was
taken. The result: five in favor and three not in favor of the above mentioned
conditions. The Commission maintained that the vertical mullion depth should remain
the same; the width could slightly vary. Mr. Winkler agreed to work with staff.
6. NEW BUSINESS
A. 2106 Orrington Avenue (NEHD/C) - On west rear elevation - First floor: remove
sliding doors and two single panel windows and install three double hung windows,
remove one double hung window and replace it with a wood door with glass; build
new stairs - Second floor: remove one door and one double hung window. Install
two double hung windows; enlarge deck over first floor entry door to provide a
covered porch. North elevation - First floor: remove existing window - Second floor:
remove window. South elevation - First floor: remove door - Second floor: remove
double hung window. Infill all exposed openings with wood siding to match existing.
Jeanie Petrick, architect presented the project. The changes to the floor plan affect
the rear of the house and include: relocating a door, a new mud room, reducing the
size of a window on the south elevation, removing a window and relocating a
window on the north elevation. On the second floor: the existing windows will
remain, except for removing a closet window. On the west elevation: installing a
new window where there was a door and smaller window.
Jack Weiss said R&TA recommends standards for review of demolition 1-5 as
applicable for removing a shed, windows, installing doors, rear deck.
Alterations include replacing the windows that will be removed, installing siding in all
sides. The standards for review of alteration 1 to 10 are applicable.
It was moved (S. Utter) and seconded (Kris Hartzell) approve COA for removal of
the siding, removal and relocation of windows, rebuilding the rear porch,
reconfiguration of shed roof, based on standards for alteration 1-10. Motion passed.
Vote: 8 ayes, 0 nays
It was moved (D. Keehan) and seconded (A. McGuire) to approve the COA for
demolition at 2106 Orrington as previously discussed at it meets standards for
review demolition 1 to 5. The motion passed. Vote: 8 ayes, 0 nays.
B. 904 Oakton Street #3 (L) – North front elevation – Third floor: Replace two double
hung wood windows with 8/3 true divided lights with two double hung aluminum clad
wood windows to match the original style and number of divided lights. Other
windows not visible from the public way: 6 double hung windows on the rear south
elevation (4 windows with 8/3 divided lights) and one double hung window on the
east elevation.
Mr. and Mrs. Siegfried Wuensch, owners and Bob Willis, contractor presented the
project. S. Wuensch said they had replaced eleven double hung windows. Two of
the windows, visible from the public way, were double hung wood windows with 8/3
divided lights that were replaced with two double hung aluminum clad wood windows
with the same light configuration. The Commission asked the contractor to panning
the sill but reveal the brick mold. The applicant was asked to submit a revised
drawing to show the alterations as requested.
The standards for review of alteration 1-7, 9 and 10 apply. It was moved (A.
McGuire) and seconded (D. Keehan) to approve COA for the replacement of wood
windows at 904 Oakton, Unit 3, with aluminum clad with muntin patterns to match
the existing wood windows with the understanding that the metal panning over the
brick mold will be removed and the original brick mold would be retained in that
standards 1-7, 9 and 10 are complied. The motion passed. Vote: 8 ayes, 0 nays.
C. 300 Church Street (L/LSHD) - Special use for a five guest room bed and breakfast
establishment. Replace basement windows; add new basement windows with
limestone wells. Replace kitchen windows. Replace one existing second floor
window with new double-hung window; and remove bulk head upgrades to a limited
number of exterior windows. Construct a new ramp along the north elevation.
Install two AC units along the west side of house. Coach house: replace garage
doors with carriage overhead doors; remove two coach house doors and replace
them with limestone and stucco; and replace one missing window from second floor
bath.
Paul Janicki, architect presented the project. Andrew Scott, attorney was also
present. The Queen-Shingle style house was altered in 1939 to the Tudor style.
East elevation changes a light well and a French casement window, A5 a new wheel
chair ramp with railing, new light well, kitchen window to be removed and replace
with a casement windows to match the house. Existing bulkhead to be removed and
add a light well, add a 6/1 double hung window. A7 match railings. A8 carriage
house door walled up behind. Replicate the door and three sections of overhead
door. Replace the aluminum overhead door. A9 carriage house second story there
was a window that was removed, install new window. A10 South elevation, no
changes. North elevation door to the boiler room, remove door and infill opening.
Dian Keehan asked about the terrace. P. Janicki said it will be reassembled same
as the slate roof. Carriage house new double doors should be shifted to the right
below the Juliet balcony to be symmetrical to the center line. S. Utter asked about
the carriage doors. P. Janicki said he would retain the carriage doors if he could. A.
Earle said the stone on the ramp is a hazard. D. Keehan suggested the reuse of the
walkway with cut stone as oppose to split stone. S. Utter suggested a ramp with a
1:20 slope then hand rail not needed.
Garry Shumaker was concerned with the removal of the garage door and hinges and
where the doors are being located. P. Janicki said he was concerned with swinging
the door when there will be 1.5’ of snow.
Andrew Scott, the applicant’s counsel said the zoning relief is only for the special
use for the bed and breakfast establishment only.
Not replacing all the windows only the ones shown on the elevation drawings, the
stucco finish will be restored, the light wells are at grade or below grade, slate roof,
copper gutters, flashing if replaced would be to match existing. Andrew Scott said
they received a number of letters in support of the bed and breakfast. A letter
questioned if the owner will be able to meet the occupancy requirement.
It was moved (J. Weiss) and seconded (K. Hartzell) to issue a COA for removal and
replacement of windows, addition of light wells and accessible ramp, and
replacement of garage doors as standards for review of alteration 1 - 10 apply. J.
Weiss amended his motion to include that the south garage door is not to be
removed. Kris Hartzell seconded the amendment. Vote: 8 ayes, 1 nay.
In regard to the standards for special use A, B and C applied. Andrew Scott said the
acquisition of the house is a business investment. In order to recoup the acquisition
of the property and the cost to renovate the entire home, it is necessary to have
some means of cash flow to recoup a return on the investment. It was moved (A.
McGuire) and seconded (K. Hartzell) to recommendation to the ZBA for the special
use variation for 300 Church Street, in that: A) is necessary and appropriate in the
interest of historic conservation, B) is necessary to provide the owner a recoverable
rate of return and C) it will not be materially be detrimental to the public health,
safety and welfare. The motion passed. Vote: 8 ayes, 0 nays.
D. PLAQUE PROGRAM
Discussion on establishing a plaque program for Evanston Landmark buildings.
Kris Hartzell and Susan Rundle offered to help. K. Hartzell will ask the Preservation
League to approve the supplier. Joint effort
