Declaration of Quorum With a quorum present, Chairman Shumaker called the meeting to order at 7:20 p.m. 2. APPROVAL OF MEETING MINUTES of April 19, May 17 and June 21, 2011 No minutes approved. 3. COMMITTEE REPORTS A. Survey Sub-Committee – Update This item was discussed later in the meeting at which time Carlos Ruiz informed the Commission that the deadline for the survey is September 30, 2011. The GIS portion is not a pressing issue. He said he had distributed three books of the survey forms to Andrew McGonigle, Garry Shumaker and Jon Pohl. Vicki Granacki, the consultant, would like to meet with the Commission after the review is completed. Mark Varner of GIS still needs to perform a dry run of the GIS with the survey data. 4. STAFF REPORTS A. Lakeshore Historic District Phase 1 Update Jon Pohl announced he is moving to Florida for his retirement. He said he will review the survey form books before leaving to Florida. The Commission thanked J. Pohl for his service to the community. 5. UNFINISHED BUSINESS A. 829 Reba Place (L) - Replacement of wood casement windows with wood with aluminum clad casement windows APPROVED Jim Winkler, owner presented the project. The proposed new windows are Marvin Ultimate aluminum wood clad casement replacement windows. G. Shumaker and C. Ruiz met the owner at the house to look at the windows fenestration. The owner will use the Evanston Lumber replacement version of the Marvin casement window which is designed with a shorter sill. The spacer detail “mullion” standard is 3/8”, with new painted wood spacer (1”) to replicate existing assembly. The glass area on the existing window is 16 ¼” x 52 1/8”, the glass area on the proposed window is 15” x 52” with aluminum clad exterior. The proposed mullion profile mirrors the window by 1”; it keeps the same profile of the casement panels and the mullions on the same location. The visual depth of the contemporary Ultimate casement window is within 1” of the existing window – the replacement version of this window is a more proper installation. G. Shumaker said the standards for review of alteration 1-6, 9 and 10 are applicable. It was moved (Farrand) and seconded (Riseborough) to approve a COA for 829 Reba Place for the replacement of wood casement windows with wood aluminum clad casement windows (Marvin Ultimate replacement casement) with a 2” mullion between the windows, because standards 1-6, 9 and 10 are met. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. 6. NEW BUSINESS A. 1125 Judson Avenue (LSHD) – From existing one-story east rear addition(s) convert screened porch into framed family room with new double hung windows and exterior wood siding finish. Also, remove framed walls from family room and rebuild that room as a screen porch with centered wood stairs. Remove concrete steps form south elevation. First floor east elevation: remove kitchen window and install new wood door on same opening and build new wood stairs. On the north first floor elevation remove two windows and install new double hung windows with divided lights on the upper sash. [Alteration/Demolition] Ann Stockard of Normandy Builders and Tim Gilroy & Jim Matesic presented the project. The existing screen room will become the new family room and the existing family will become the new screen room on the south and east elevations. The existing exterior is 6” reveal lap wood siding; the screen room is 5” reveal lap wood siding. The proposed exterior is hardi board. The proposed new windows are Pella architectural series wood windows within 1/8” of the existing. The stairs will be relocated to meet up with the screen room. The proposed east elevation has a new door to the kitchen, replacing an existing window (architect series door). The applicant proposed composite material such as Trex for the exterior stairs as opposed to the existing wood and concrete stairs. Hardi board would be painted white on 6” or 5” reveal. The new deck and railing material is Trex. The windows on the original house are wood windows. Standards for review of alteration 1-5, 7, 9 and 10 apply. APPROVED It was moved (Pohl) and seconded (Hartzell) to issue a COA for the improvements at 1125 Judson at the back of the house to reverse the functionality of the family room and the screen porch with painted wood siding, Trex for the deck and stairs, wood rails and wood windows, because standards 1-5, 7, 9 and 10 are met. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. B. 1021 Forest Avenue (L/LSHD) – From front west elevation: remove existing brick to access concrete stair for demolition. Remove existing concrete stair and walk. Rebuild stair in kind (same size, and location) match ex-concrete (texture and color). Rebuild masonry piers/knee walls to match existing (use existing bricks). Replace existing concrete walks (same size and location). [Alteration/Demolition] Kindon Mills, architect presented the project. The existing concrete stairs are deteriorated and will be replaced in kind. The brick knee walls will be rebuilt, matching the mortar joints. The concrete color and aggregate will also be matched. The deck is also reinforced concrete. The front concrete walk will also be replaced and the urns will be reinstalled. There is no railing on the stairs G. Shumaker said standards for review of alteration 1- 10 are applicable. It was moved (Riseborough) and seconded (Hartzell) to approve a COA for the removal and replacement of the concrete stairs, the concrete knee walls and caps, and the concrete walk to match improvements at 1021 Forest because the application meets standards of alteration 1 - 10 are met. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. It was moved (Farrand) and seconded (Riseborough) to issue a COA for demolition of the concrete stairs and walk at 1021 Forest because standards for review of demolition 1-5 are met. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. C. 2135 Orrington Avenue (C/NEHD) – Demolish existing detached garage and construct in its place two parking spaces. [Construction/Demolition] Hallie Kowal of Barker Nestor Architects and Dan Hohmeier of Northwestern University presented the project. H. Kowal said the garage is deteriorated and the concrete slab slope drains water towards property. The project includes two paved parking spaces on its place. The house is listed as contributing, but not the garage. G. Shumaker was concerned with the additional parking spaces to the existing four parking spaces. He said the Commission’s charge is to preserve the integrity of the structures and the historic district. He was concerned with the visibility of six parking spaces. H. Kowal said zoning staff reviewed the application and there are no issues with the parking spaces. The parking area is visible; the existing 5.5 high wood fence will be along the retaining wall as part of a different project. G. Shumaker asked if the applicant would be interested in reducing the parking spaces and add more APPROVED landscaping. S. Farrand said she had no issue with the demolition of the garage. G. Shumaker said he would recommend approval the demo of the garage, but would hold the approval of the parking spaces until a landscaping plan and fence is submitted. Hallie Kowal said she submitted separately a permit application for a proposed 5.5 ‘tall wood fence with lattice at the top and located on both side yards, at the back of the porch area and setback 3’ on the other side of the property and going back to the back property along the retaining wall and returning to the other side. At the request from G. Shumaker, H. Kowal amended the application to include the location of the fence. G. Shumaker said the applicable standards for review of construction are 1, 5, 7, 9, 10, 12, 13 and 15 (fence and parking pad). It was moved (Pohl) and seconded (Riseborough) to issue a COA for construction of concrete parking pad and fence at 2135 Orrington, the fence to be located on the north and south side of the property closest to the house as meeting standards 1, 5, 7, 9, 10, 12, 13 and 15. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. It was moved (Farrand) and seconded (Hartzell) to issue a COA for demolition of the garage at 2135 Orrington because it meets standards for review of demolition 1-5. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. D. 2244 Orrington Avenue (C/NEHD) – Construct a one-story mudroom addition on the north elevation of house matching materials and style of house. [Construction] Nate Kipnis, architect presented the project. He proposed a mudroom and stairs addition on the north side of this Spanish Colonial house. The addition has stucco finish and Spanish tile roof to match the existing. Also, a third half round French door on the back of the house would complete the two existing half round French doors. The deck reorganizes the back yard deck system with three different areas. The existing projection is a niche for the dining room. The proposed addition is 5’ setback from the front elevation. Jon Pohl noted the distinctive profile elevation being curvilinear; and the hip roof of the addition. G. Shumaker noted the addition on the east elevation, where the eave and gutter align with the top of the arch on the front. On the north and east elevations the eave and gutter are much lower. He suggested taller arch windows to bring the eave up. Garry Shumaker said the proportions of the roof line don’t do the house justice, he wished the eaves would come up and the clay roof be more in keeping with the lower roof. He said standards for construction 1-8, 10-16 are applicable. It was moved (Hartzell) and seconded (Farrand) to approve a COA for 2244 Orrington in regard to the one-story mudroom addition on the north and the window APPROVED relocation (rear elevation) and the arch door and the window replacement on the east elevation (second floor) in that it meets standards 1-8, 10-16 of construction, subject to submission of revised elevations affecting the roof – not including the new deck. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. E. 414 Greenleaf (L/LSHD) – Remove the existing front stoop, steps and walkway. The existing wing walls and railings to remain. Install new mortared front walkway and stoop with similar brick that will be dry laid in the same configuration as existing. Mortared brick steps to be replaced with solid Indiana limestone steps. [Alteration/Demolition] This item was discussed later in the meeting. The Commission authorized then staff to approve the proposed work administratively as described above. F. 1705 Lincoln Street (L) – Revisions to previously approved exterior alterations in 1994 and subsequently in 2003. New alterations include: second dormer on west elevation, five skylights on the east elevation, enclosure of vestibule on front porch, removal of windows at the back of the existing porch, removal of side porch and covering on the northwest side of the building (side porch scheduled to be rebuilt next Spring). [Alteration] James Cox, owner, presented the project. J. Cox said he bought the house in 1975. He later learned that the house was an Evanston Landmark. He said he obtain approval from the Commission to rebuild the garage and to fix the side porch which is not done yet and build an addition at the rear that was never built. The garage was approved with hardi-board siding. He has added an extra dormer on the west side of the roof. He took two windows from the front porch. The roof on the porch has been replaced. James Cox said that the siding is being delivered tomorrow for installation. He said he replaced 51 double hung Marvin windows. Someone had installed cedar shakes on the house which were removed and he found horizontal siding under the wood shakes. He took the structure off the side porch. He will come back to the Commission in the spring to replace that structure. J. Cox said he added the dormer, started enclosing the front porch and added skylights on the east side. Jon Pohl asked J. Cox what he was asking the Commission for. J. Cox said he is asking for approval of the additional dormer (west), and the skylights on the east side (after the fact), and the enclosure of the front porch. The hardi-board siding was approved previously. Corner boards and pilasters were rebuilt with the same profile. Kris Hartzell said she has observed the house for the last twenty years and it has been altered beyond recognition. Garry Shumaker said the Commission would like to see drawings for the front and side porches. J. Cox said he will come back for that. He said that four windows are not done yet (not part of the application). J. Cox APPROVED said he will come back to the Commission with elevation drawings for the remaining four windows that will include a bathroom. Carlos Ruiz said that J. Cox has to appear in front of the Administrative Adjudication Judge for installing the siding and the approval of the alterations already completed. Kris Hartzell said that the hardi-board approval was over six months ago. J. Cox said he had a building permit to start with, but now he is applying for the building permit to put up the siding and the completed work. Carlos Ruiz said J. Cox submitted the 2003 drawings now showing what was approved and the work that was performed that he is asking approval for. The drawings showed 5-¼” horizontal lap siding to match existing which is wood. The color of the siding is grey/blue. Suzanne Farrand said the Commission is being asked to re-approve the hardi-board installation that was approved in 2003, also the roof dormers and skylights. James Cox said the windows are wood, same profile as the former windows. The new windows are Marvin windows with special jam extensions. Garry Shumaker said the completion of the dormer on the south side facing Lincoln with windows and siding installation to be completed are now included as part of the application. He said the entry porch and northwest corner porch are to be left as is (no demolition, no alteration, and no removals) until revised drawings and details are submitted. Carlos Ruiz said that standards for review of alteration 1-7, and 10 are applicable. This includes the two dormers, skylights, and siding. It was moved (Jon Pohl) and seconded (Amy Riseborough) to issue a Certificate of Appropriateness for the south dormer (to be completed) and west dormer (completed), the skylights and siding (hardi-board) as standards for review of alteration 1-7, 9 and 10 are met. Enclosure of the front porch and the removal of the northwest corner porch are not included. The motion passed. Vote: 6 ayes, 0 nays. James Cox said his deadline for the siding and the dormer (south) is September 2, 2011. He expects to come back to the Commission for the front porch and the side porch in the winter. G. 635 Michigan Avenue (LSHD) – Construct a one-story screen porch at the rear east elevation of existing house. Remove existing rear wood deck. Construct a detached 2-car frame garage and demolish existing 2-car garage. [Construction/Demolition] Michael Malloy of Lynch Construction presented the project. The project is to remove the existing dilapidated garage, construct a new 2-ar garage and remove the existing wood deck and build a screen porch. The roof on the garage is bowing. The foundation is not stable. Fixing the existing garage would not be feasible. The house was moved from another lot in the 1940’s and there were two other garages on the property. APPROVED The new 2-car garage has a hip roof and dormers as the house roof. The exterior is cedar siding of the same exposure to match the lower portion of the house. The garage on the alley side has custom garage wood doors. The screen porch has exterior cedar siding. G. Shumaker said he would like the dormers on the garage look more than the dormers on the house. Garry Shumaker said standards of construction 1-5, 7, 8 and 10-16 are applicable. It was moved (Farrand) and seconded (Hartzell) to approve the COA for 635 Michigan, for the construction of a screen porch at the rear of the house and the construction of detached 2-story frame garage because they are consistent with the standards for construction 1-5, 7, 8 and 10-16... A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. It was moved (Pohl) and seconded (Hartzell) approval of the COA for the demolition of the existing garage at 635 Michigan Avenue as meeting standards of demolition 1-5. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. H. 739 Forest Avenue (LSHD) – Construct a two-story addition at the rear east elevation of existing house. Demolish existing one-story back entrance, laundry room, back porch and steps to grade. The project requires zoning variations for the proposed 31.1% building lot coverage; maximum allowed = 30% and the proposed 6.5’ setback from the north property line; minimum required = 10’. [Construction/ Demolition/Zoning Variance] Steve Engelman, attorney, Tom Clancy and Dana Green, owners, and Dave Peterson, contractor presented the project. The project calls for the demolition of and existing one-story addition and the construction of a two-story addition requiring a minor variance. D. Peterson said the dentil detail on the main house would be replicated on the addition. The addition has wood siding, windows, deck and fascia. They added the upper muntins to all the rear windows on the addition. The existing addition has many variations of windows. The project extends the kitchen, adds a master bedroom and bathroom suite on the second floor. On the third floor it mirrors the dormer on a smaller scale on the other side. Steve Engelman went over the lot coverage. He said at the rear of the there is a chicken coop that dates to 1916 to store chairs and tables. If the structure were to ne tore down, they could do the addition without the variation. They want to keep the structure. Also, the new condenser is being relocated to avoid another variation. D. Peterson said they are adding windows on the north wall as well. Amy Riseborough said there is little continuity with the fenestration. Dave Peterson said the 5-foot window is consistent with the majority of the existing windows. The windows height aligns with the rest of the windows. G. Shumaker said the window heads should align and the horizontal muntin fenestration of the new windows should match the fenestration of the existing windows. APPROVED Dave Peterson said the kitchen ceiling is lower than everywhere else in the house. The window’s head heights in the sun room first floor area do align. The second floor can’t be matched because the eave drops down. G. Shumaker said the existing awning windows have a nine light pattern that should be matched by the new awning windows. G. Shumaker said standards of construction 1, 3, 5, 7, 8, 10, and 12-15 apply. It was moved (Riseborough) and seconded (Hartzell) to approve the 2-story addition at the rear of the existing house at 739 Forest because the plans as presented meet construction standards 1, 3, 5, 7, 8, 10, and 12-15. A voice vote was taken, the motion passed: Vote: 5 ayes, 1 nay. Riseborough amended her motion that the Commission needs to see amended drawings as discussed tonight. K. Hartzell seconded the amendment. The motion passed. Vote: 5 ayes, 1 nay. It was moved (Riseborough) and seconded (Hartzell) to recommend the minor variance for the lot coverage of 1.1% at 739 Forest as it meets standards for variation A and C. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. It was moved (Lombana) and seconded (Hartzell) to approve the demolition of the existing 1-story back entrance at 639 Forest Avenue because it meets standards for demolition 1-5. A voice vote was taken, the motion passed: Vote: 6 ayes, 0 nays. 7. COMMUNICATIONS Tom Hagensick, Master degree in Architecture and Historic Preservation, lived in Evanston before for six years. Historic preservation project State and Division in Chicago Avenue (N/E corner) restoration project. Walter Burley Griffin Society, Board of Directors. T. Hagensick said he applied on line for appointment to the Preservation Commission. 8. ADJOURNMENT The meeting was moved and seconded to adjourn.
