Morton Civic Center, 2100 Ridge Avenue, Room 2200 Members Present: Suzanne Farrand, Kris Hartzell, Dian Keehan, Jon Pohl, Anne McGuire, Amy Riseborough, Garry Shumaker, Scott Utter and Jack Weiss Members Absent: Andres Lombana and Jon Willarson Staff Present: Catherine Hurley and Carlos Ruiz Presiding Member: Garry Shumaker Declaration of Quorum With a quorum present, Chairman Shumaker called the meeting to order at 7:03 p.m. NEW BUSINESS A) Introduction of Catherine Hurley, Sustainable Programs Coordinator, City of Evanston Catherine Hurley, Sustainable Programs Coordinator for the City of Evanston was introduced to the Commission. C. Hurley expressed her desire to work with the Preservation Commission and staff regarding common and beneficial issues related to sustainability and historic preservation. B) Review & Technical Assistance Committee (R&TA) 1. 2249 Sherman Avenue (NEHD/C) – Demolition of rear existing 1-story addition, porch, deck and ramp, removal of attic window (east elevation). Construction of 2- story addition and wooden deck at rear of house (east elevation). New 3’ high fence of composite material to screen A/C on the south side yard. Connector section north and south elevations: replace existing cedar siding in kind between the existing house and the new 2-story addition; remove windows and add new wood aluminum clad windows; add two skylights on the roof facing south; install new metal door at grade level on north elevation. All new windows on the 2-story addition are wood aluminum clad windows. Project requires minor zoning variances for proposed 3’ setback from the north property line, required = 5’ and the proposed 8” eave projection (yard obstruction), maximum allowed = 6” [Alteration/ Construction/ Demolition/Zoning Variance]. Brian Zucker and Tamara Marz, owners, and Chad Harrell, architected presented the project. The applicants distributed revised drawings of the project. The project is a two-story rear addition to the house and removing an existing addition of an enclosed porch and ramp. There are six skylights on the addition’s gable roofs. The APPROVED Page 2 of 4 Preservation Commission addition design respects the architecture of the existing building and it is finished with cedar shingle siding as the existing cross gables. With the addition there are two new punched windows on the rear elevation and change of the existing punched windows on either side with double hung windows. The project requires minor variances for the north side yard for the 3-foot setback, and the 8-inch encroachment of the eave into the side yard. The outdoor sitting area is in the south side yard with blue stone paver material at grade. The roof on the addition matches the slope on the existing two-story roof on all three gables. The main roof is the same roof front to back. The rear gable does not match the front. The smaller gables have a steeper pitch. The footprint of the basement is masonry foundation. The shingles in the back of the house will match the gables. The weathered shingle addition was a concern, making the addition look bigger. Amy Riseborough had an issue with the gables, she rather see the side gables match what is in front. Because the mass of the addition is visually equivalent to the mass of the front of the house, the new windows should have more relationship with the windows on the front of the house, rather than the rear of the house. Chad Harrell said on the first floor there is a fireplace and a chimney, they are working with single light of glass (punched openings) and double hung windows. If the comment is relative to the punched openings or the one over one double hung windows then the removal of muntins would be easily adjusted. G. Shumaker said the rhythm of windows is important. Since the head height of windows align, then the sill of the north elevation double hung windows should be lowered to pick up the height of the existing windows. The Commission asked the architect to consider a single awning window rather the double awning in the kitchen. A. Riseborough preferred on the south facade 2 sets of 3 windows instead of 3 sets of 2 windows. Wider single awning would be more sympathetic. Dian Keehan wondered about the detail for the covered patio with awnings. The columns are square, simplistic brackets, tongue and grove ceiling to match the eaves. Look at the proportion of the column. Painting the shingles now with opaque stain all six surfaces matching the dark shingle, the gables could not be altered, First floor north side lower sill height and head align, remove all muntins from windows, look at south side of kitchen with horizontal awning windows, the underside as long material (brackets), is the same at covered porch they are okay, and revisit the proportion of the columns. Applicant will send Carlos Ruiz an updated set of drawings to be forwarded to the Commission. R&TA recommended standards for review of alteration1-5, 9 and 10 as applicable. It was moved (A. McGuire) and seconded (D. Keehan) to approve the Certificate of Appropriateness for 2249 Sherman Avenue for new skylights and window modifications (eliminate mullions) as meeting standards for alteration 1-5, 9 and 10. The motion passed. Vote: 9 ayes, 0 nays. APPROVED Page 3 of 4 Preservation Commission R&TA recommended standards 1-8 and 10-16 as applicable. It was moved (D. Keehan) and seconded to approve the Certificate of Appropriateness for 2249 Sherman for the screen for the AC unit on the south side, the 2-story addition, rear deck and window modifications (sill height and head to align) as meeting standards for construction 1-8 and 10-16. The motion passed. Vote: 9 ayes, 0 nays. R&TA recommended standards for review of demolition1-5 as applicable. It was moved (D. Keehan) and seconded (J. Weiss) to approve the Certificate of Appropriateness for 2249 Sherman Avenue for demolition of the existing rear porch and ramp as meeting standards for demolition 1-5. The motion passed. Vote: 9 ayes, 0 nays. R&TA recommended standards for review of zoning variation A and C as applicable. It was moved (J. Weiss) and seconded (A. McGuire) to recommend the zoning variations for 2249 Sherman Avenue for the 3’ north side yard setback and the 8” eave overhang as meeting standards for zoning variation A and C. The motion passed. Vote: 9 ayes, 0 nays. C) Appointment of Associate Members for 2011 It was moved (J. Weiss) and seconded (S. Utter) that Emily Guthrie’s application for appointment as Associate Member be accepted and approved. The motion passed: Vote: 9 ayes, 0 nays. APPROVAL OF MEETING MINUTES of December 21, 2010 Garry Shumaker moved and Jack Weiss seconded that the minutes of the June 30, August 17 and December 21, 2010 meetings be approved. A voice vote was taken and the minutes were approved with the following typo corrections: June 30, p.2, 1st paragraph: ‘raided’ changed to ‘raised’. August 17, p1, 3rd paragraph: ‘multiply’ changed to ‘multiplied’. December 21, p.3, 4th paragraph: ‘flaking’ changed to ‘flanking’. COMMITTEE REPORTS Anne Earle, Mary McWilliams, Kris Hartzell and Jon Pohl met at the Evanston History Center and received from Lara Ramsey some training how to use Access software. Anne and Mary have been at the History Center doing research. G. Shumaker would talk to Mark Varner to discuss how this technology would be integrated with the GIS system. The Preservation League (Emily Guthrie) would like to help with the input of the research. Anne and Mary McWilliams took each a street block to start the historic research. Suzanne Farrand expressed concern about not increasing the capacity of resources, especially if the goal is to increase the community’s involvement. Kris Hartzell said staff at the History Center can only absorb certain capacity of people at the Center. Increase education and awareness. UNFINISHED BUSINESS APPROVED Page 4 of 4 Preservation Commission 904 Hinman still remains unfinished. Phil Couri, attorney informed Carlos Ruiz via email that he is leaving to California for a case and that Ramo Perocevic, owner, will have elevation drawings for the meeting in February. Garry Shumaker said if the applicant does not show at the February meeting, the Commission will take action and send the matter to City Council. D) Miscellaneous 1. Jack Weiss asked those present, as Evanston citizens their endorsement of his 4 page statement regarding the annulment of a RFP for a signage package for the West End Business District (not including the shopping center). The signs were designed by City staff, the RFP is a design build RFP to develop a signage program to identify and brand that part of the City. The enhancement signs are on Dempster Street, 20-feet high and 11-feet high signs (20 signs total). Carlos Ruiz said the item should have been on the Commission’s agenda for an open discussion. Also, the proposed signage is not within a historic district or affecting a landmark. The Commission agreed and stopped further discussion. 2. Anne McGuire mentioned Geneva’s window and siding policy. She proposed developing a window policy statement that would meet the Ordinance. A. McGuire, Garry Shumaker and Kris Hartzell volunteered to a subcommittee to develop a policy “like the Preservation Briefs.” COMMUNICATIONS No Communications reported. ADJOURNMENT The meeting was moved and seconded to adjourn. A voice vote was taken and the motion was approved at 8:46 p.m., January 18, 2011.
