Morton Civic Center, 2100 Ridge Avenue, Room 2200 Members Present: Suzanne Farrand, Kris Hartzell, Dian Keehan, Andres Lombana, Jon Pohl, Amy Riseborough, Garry Shumaker, Scott Utter, Jack Weiss, and Jon Willarson Members Absent: Anne McGuire, Staff Present: Carlos Ruiz and Susan Guderley Presiding Member: Jon Willarson and Garry Shumaker Declaration of Quorum With a quorum present, Vice-Chair Willarson called the meeting to order at 7:05 p.m. Garry Shumaker arrived later. APPROVAL OF MEETING MINUTES of March 15, 2011 No minutes were approved. COMMITTEE REPORTS This item was discussed later in the meeting. STAFF REPORTS No staff reports. UNFINISHED BUSINESS No unfinished business NEW BUSINESS A. 531 Lincoln Street (L) - Replace anodized aluminum windows and replace one window with glass block. Laura Biggs, Assistant Superintendent, Construction and Build Services of Evanston Water Utilities presented the project. L. Biggs said in 2009 a contractor executed a tuck pointing work and applied an acid wash on the building without any protection for the windows. The existing south and west face anodized aluminum windows with glass of the pumping station are damaged. Five windows at the main entrance double doors to the pumping Page 1 of 6 Preservation Commission APPROVED station and two windows on the west side, and five windows with louvers along the south windows would be replaced. On the west side the lower window would be replaced with glass block for security reasons and it would match the existing glass block windows. The goal is to match the existing windows as much as possible. 531 Lincoln is to the east of 2421 Sheridan Road (the actual landmark). The City did not payout $62,000 of the contract which will cover the cost of the window replacement. The repair of other minor damage will be done in house. The Commission’s review is advisory to the City Council. R&TA recommended standards for review of alteration 1- 7, 9 and 10 as applicable. It was moved (J. Pohl) and seconded (A. Riseborough) to recommend City Council approval of the proposed alterations are appropriate based on the applicable standards for alterations 1-7, 9 and 10. The motion passed. Vote: 10 ayes, 0 nays. B. 818 Colfax (NEHD) – Remove existing second story rear addition and construct new second story addition over existing one story John Hiatt, architect presented the project. The project consists of part removal of an existing addition to the original structure and replacement with a new addition in the style of the existing house. The exterior materials are brick and stucco. The dormers have windows with divided lights; the gable ends have casement windows. On the addition the gable end windows will be casement windows. On the addition double hung windows and the bay window will also match an existing double hung windows and bay window. The new roofing material is fiber glass shingle to match the existing. (At this time Carlos Ruiz left the meeting to attend the Zoning Board of Appeals meeting for another case. Susan Guderley staffed the meeting). R&TA recommended standards for review of alteration 1- 6, 9 and 10 as applicable. It was moved (S. Farrand) and seconded (D. Keehan) to grant the COA for 818 Colfax to alter to the existing 1-story addition and the construction of a second-story as meeting the applicable standards of alteration 1-6, 9 and 10. The motion passed. Vote: 10 ayes, 0 nays. R&TA recommended standards for demolition 1-5 as applicable. It was moved (J. Willarson) and seconded (D. Keehan) to grant the Certificate of Appropriateness for 818 Colfax for the demolition of the existing rear addition in that it meets standards for demolition 1-5. The motion passed. Vote: 10 ayes, 0 nays. Page 2 of 6 Preservation Commission APPROVED C. 214 Greenwood (L/LSHD) – Relocate of one window opening on west façade. Enlarge window opening on south façade. Replace windows and doors on first floor rear sun porch (3 sides). Replace windows on second floor rear sun porch (3 sides). Refinish stucco and wood trim and rework brick openings as needed. (this item was discussed later in the meeting) D. 2519 Orrington (L) - Second floor bedroom addition over existing first floor family room. The exterior stucco finish will match the existing, and the windows and trim will match those of the family room below. Non-historic third floor windows will be replaced to be more consistent with the style of the house. Jennifer Linzer, owner and Marian Tweedie, architect, presented the project. In 2003 a screened porch and a one-story family room was added. The project consists of an addition on top of the family room, extension of one bedroom, redo of the bathroom, add one room, and redo bathroom on the third floor. M. Tweedie said there would be a laundry room on the second floor, wood windows on the second floor, an overhang roof, and the exterior finish is stucco. Roof shingles will be used for a steep roof on the addition, if not it will be a roofing membrane. They looked at extending the third floor out, but the Linzers do not need that much space. Commissioners agreed that the proposed lower roof looks truncated. However, a full addition may have an impact on the next door neighbor. A 3 and 12 pitch is okay for a shingle roof. M. Tweedie said the gable end windows will be replaced with three casement windows. R&TA recommended standards for review of alteration 1-7, 9 and 10 as applicable. It was moved (J. Willarson) and seconded (K. Hartzell) to grant a Certificate of Appropriateness for the second story additions at 2519 Orrington as meeting the applicable standards of alteration 1-7, 9 and 10. The motion passed. Vote: 8 ayes, 2 nays (Shumaker and Riseborough) R&TA recommended standards for review of demolition 1-5 as applicable. It was motioned (S. Utter) and seconded (D. Keehan) to grant a Certificate of Appropriateness for demolition of the roof of the rear addition at 2519 Orrington as it meets the applicable standards of demolition 1-5. The motion passed. Vote: 8 ayes, 2 nays. The Commission agreed that revised drawings for the full addition would be approved administratively. E. 214 Greenwood (L/LSHD) – Relocate of one window opening on west façade. Sam Thomas, contractor and Melisa Clary, owner, presented the project. 214 Greenwood was originally a Victorian house converted to a Tudor style house (1920s) when the front and the rear porches were added. S. Thomas said one of the challenges is how to get a functional door system into the existing narrow window frame of the first floor. There are two existing 20-inch doors. The heads level would be moved up to be in line with the rest of the first floor. The vertical lines on the first floor are broken up. They don’t allow for a normal door size and maintain the vertical lines. The second floor historical windows will be replaced with new windows with divided lights (third floor and sun porch). The double hung windows on the first floor are probably from the 1980s. D. Keehan liked bringing the window heads higher. The fenestration between the timbers, marry the first floor with the look of the second floor. Garry Shumaker said the Commission is considering the repair, or restoration or similar window replacement in kind. The Commission asked the applicant to submit detail drawings of the existing windows and photographs of the conditions being replicated and show the proposed new version, head and sill sections of the windows. The Commission tabled this item until the applicant submits the required information. F. 806 Clinton Place (L) – On east elevation of existing sun porch addition: Replace four aluminum windows of sun room. Remove four aluminum windows and infill openings with panels with stucco exterior finish to match with the stucco on the south rear elevation of sun porch. Dorothy and John Lloydstill, owners, and Jeff Brown, contractor presented the project. D. Lloydstill said they bought the house in1975. The sun porch was added in 1984 comprise of Pella modular units. The 10-12 windows began to rot. The windows are now inoperable. The project is to replace 8 windows with four costume windows to be identical to the existing windows. The exterior finish will be stucco finish to match the stucco on the rest of the sun porch. The proposed windows are fiber glass frame windows. The contractor will install a water diverter and copper drip instead of gutters. Eight windows will be removed and replaced with stucco panels and four windows. S. Utter suggested putting a sill at each window. J. Brown said that instead of installing sills, they are putting a copper drip. Otherwise the project is identical to the existing sun porch except for the four stucco panels. An aesthetic mullion between the stucco panel and the window frame will be installed. S. Utter suggested the applicants to consider eliminating the continuous sill with a sill under each window. The Review and Technical Assistance Committee recommended standards for review of alteration 1-7, 9 and 10 as applicable. It was motioned (S. Utter) and seconded (K. Hartzell) to approve the Certificate of Appropriateness for the replacement of 8 windows of the sun porch with four fiber windows and infill stucco panels at 806 Clinton Place in that it meets standards of alteration1-7, 9 and 10. The motion passed. Vote: 10 ayes, 0 nays. It was motioned (A. Riseborough) and seconded (S. Farrand) for approval of the Certificate of Appropriateness for demolition to remove 8 windows of the sun porch at 806 Clinton Place in that they meet standards of demolition 1-5. The motion passed. Vote: 10 ayes, 0 nays. COMMITTEE REPORTS Survey Sub-Committee: Mary McWilliams said that they are done with the permits research. They are now researching new papers. Lara Ramsey is transmitting the data to Mark Varner (GIS Specialist). Garry Shumaker suggested the Sub-Committee to discuss the findings at a meeting. He said the consultant is expected to transmit the information to the Sub-Committee in May 2011. M. McWilliams said that Edgemere Court and Lakeshore Blvd will be the samples for the survey forms. Preservation and Design Awards: It was announced that the Preservation Awards presentation has been scheduled tentatively on Monday, May 21, 2011. Preservation Workshop Committee: Scott Utter said that Preservation Technology will sponsor the window workshop and it will be promoted to their members. The workshop is tentatively scheduled on the first Saturday of October, 2011. It is being planned half day presentation by architects, second half with craftsmen and restoration contractors. Susan Guderley said the IAPA is having its conference in Evanston 6-8 in October, 2011. Window Sub-Committee: Page 5 of 6 Preservation Commission APPROVED Kris Hartzell reported that Anne McGuire prepared guidelines for window restoration and replacement. Garry Shumaker said a sample of the guidelines showing the details of windows is being developed. This information will be available through the Preservation Coordinator, the City’s website as a PDF. Possible allow administrative review if they meet the standards. Jon Pohl announced the Illinois Statewide Preservation Conference in Godfrey, IL from June 2-4, 2011. Commission members are invited to attend. Carlos Ruiz is trying to get this conference back in Evanston in the future. COMMUNICATIONS No communications.
