Morton Civic Center, 2100 Ridge Avenue, Room 2200 Members Present: Suzanne Farrand, Kris Hartzell, Andres Lombana, Jon Pohl, Amy Riseborough, Garry Shumaker, Jack Weiss and Jon Willarson Members Absent: Dian Keehan, Anne McGuire and Scott Utter Staff Present: Carlos Ruiz and Steve Griffin Presiding Member: Garry Shumaker, Chair Declaration of Quorum With a quorum present, Chairman Shumaker called the meeting to order at 7:05 p.m. Chairman Shumaker welcomed Steve Griffin, Director, Community and Economic Development Department. APPROVAL OF MEETING MINUTES It was moved (J. Pohl) and seconded (S. Farrand) that the minutes of the April 20, October 19 and November 16, 2010 meetings be approved. A voice vote was taken and the minutes were approved as written. Vote: 8 ayes, 0 nays. COMMITTEE REPORTS Survey Sub-Committee Report The Commission discussed the invoice from Granacki Historic Consultants in the amount of $1,180.00. The invoice included the kickoff meeting on November 9, work session 1 on November 18, 2010, and preparation of database. The design of the survey form has been completed and tested. Field work is scheduled to begin in February 2011. The Survey Sub-Committee scheduled a meeting on Tuesday, February 1, 2011 at 7:30 p.m. The purpose of the meeting is to evaluate the progress of the survey work. STAFF REPORTS Appointment of Associate Members for 2011 Carlos Ruiz said he received applications from Mary McWilliams and Anne Earle for reappointment as Associate Commission members. It was moved (K. Hartzell) and seconded (J. Weiss) to reappoint Mary McWilliams and Anne Earle as Associate members for 2011. The motion passed. Vote: 8 ayes, 0 nays. APPROVED Page 2 of 3 Preservation Commission UNFINISHED BUSINESS 1501 Ridge Avenue (RHD) – Remove 21 steel casement windows and replace with new aluminum casement windows to match existing window light configuration. Bob Easton of St. Mark’s Church presented the project. St. Mark’s received approval in 2002 of new replacement windows to be used in the rectory, the parish house and the choir house. The current application is for approval of the continuation of the project for the rectory building at 1501 Ridge only. The other buildings will be left for the time being until funds can be raised. The existing steel casement windows at 1501 Ridge are deteriorated. The proposed new windows are aluminum casement windows. The two windows at the front door are stained glass and will remain. The windows in the church and the choir house were reconditioned in 1995. The thickest window member is 2” (meeting rail) and the thin member is ½” (mullion). The window patterns will be replicated on the new windows. The Commission raised concerns with the possible requirement of an egress window that may change the proposed 3 3/8” meeting rail, the existing is 2”. The Commission asked the applicant to submit revisions as required by the building department. B. Easton said they were requesting approval of master plan for all buildings. They will come back for the remaining buildings since the Certificate of Appropriateness is good for six months. R&TA recommended standards 1-3, 5-7, 9 and 10 as applicable. It was moved (J. Weiss) and seconded (S. Farrand) to approve the Certificate of Appropriateness for 1501 Ridge Avenue to replace 21 steel casement windows with aluminum casement windows to match the window configuration as it meets standards for alteration 1, 2, 3, 5, 6, 7, 9 and 10. He motion passed. Vote: 8 ayes, 0 nays. NEW BUSINESS A. Review & Technical Assistance Committee (R&TA) 1. 1125 Sheridan Road (LSHD) - Demolition of existing wood deck at the rear of the house. Construct new covered porch. Beth DeBaker, architect, presented the project. The new covered porch has a larger foot print than the deck. It emulates what is happening on the south side of the house (column and trim details). The flat roof is extended, keeping the same railing detail around the covered porch. The grill is in the covered outdoor area. There would be a hood over the grill. The Commission expressed concern with the appearance of the stainless steel hood and vent over the grill. The Commission asked B. DeBaker to integrate the grill, hood APPROVED Page 3 of 3 Preservation Commission and vent with the design of the covered porch and provide staff with an update of how the hood is integrated in the design. R&TA recommended standards of review of construction 1, 6-8, and 12-16 as applicable. It was moved (J. Willarson) and seconded (A. Riseborough) to approve the Certificate of Appropriateness for 1125 Sheridan Road to construct a new covered porch (excluding the attached hood over the grill) as it meets standards of construction 1, 6-8 and 12-16. The motion passed. Vote: 8 ayes, 0 nays. R&TA recommended standards for review of demolition 1-5 as applicable. It was moved (S. Farrand) and seconded (K. Hartzell) to issue the COA for the demolition of the existing deck at the rear of the house at 1125 Sheridan, as it meets standards of demolition 1-5. The motion passed. Vote: 8 ayes, 0 nays. 2. 2728 Harrison Street (L) - Demolition of existing two-car detached garage. Construct new 2 ½ car detached garage. Nate Kipnis, architect, presented the project. The new 2 1/2 garage will relate to the main Prairie style house. The north side facing the house is symmetrically laid out. It has the characteristics of the house, a horizontal band under the windows, double hung windows, door that relates to the front, brackets that match the existing home, the stucco and color also match the house color. There is a covered overhang and flanking lights around the door, and a single window on the west side. The existing addition was done two years ago. R&TA recommended standards for review of construction 1-5, 7, 8, 10-13 and 16 as applicable. It was moved (S. Farrand) and seconded (K. Hartzell) to approve the Certificate of Appropriateness for 2728 Harrison Street to construct a new 2 ½ car detached garage as it meets standards of construction 1-5, 7, 8, 10-13 and 16. The motion passed. Vote: 8 ayes, 0 nays. R&TA recommended standards for review of demolition 1-5 as applicable. It was moved (A. Riseborough) and seconded (S. Farrand) to approve the COA for the demolition of the existing garage at 2728 Harrison Street, as it meets standards of demolition 1-5. The motion passed. Vote: 8 ayes, 0 nays. COMMUNICATIONS None. ADJOURNMENT The meeting was moved (K. Hartzell) and seconded (A. Riseborough) to adjourn. A voice vote was taken and the motion was approved at 8:40 p.m., December 21, 2010.
