A RESOLUTION
Authorizing the City Manager to Execute a Single-Source Contract with Altorfer
Incorporated for the Rental of a 200-Kilowatt Standby Generator for an Eleven-
Month Term (Sourcewell Contract No. 040924-CAT)
WHEREAS, the Evanston Water Treatment Plant requires reliable backup power to
maintain continuous operations and ensure the delivery of safe drinking water; and
WHEREAS, the City is currently undertaking the Water Plant 4160-Volt Electrical
System Reliability Project, which includes the replacement of aging generators and
electrical infrastructure; and
WHEREAS, during construction, Both the 500 kW and 250 kW generators have been
decommissioned and replaced with a temporary 750 kW generator; and
WHEREAS, In the event of a ComEd power outage and a failure of the temporary 750
kW generator to start, a 200-kW generator located within the filtration plant can energize
the full 480-volt electrical system, providing power to critical equipment; and
WHEREAS, the rental of a 200-kilowatt standby generator will provide critical backup
power to energize essential systems within the filtration plant; and
WHEREAS, Altorfer Incorporated is an authorized vendor under Sourcewell
Cooperative Contract No. 040924-CAT, which has been competitively solicited and
awarded in compliance with public procurement requirements; and
WHEREAS, the use of the Sourcewell cooperative purchasing program allows the City
to procure necessary equipment in a cost-effective and efficient manner; and
WHEREAS, the Evanston City Council finds that entering into a single-source contract
with Altorfer Incorporated for an eleven-month generator rental is in the best interests of
the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Manager is hereby authorized and directed to execute, and
the City Clerk is hereby authorized and directed to attest on behalf of the City of
Evanston, a single-source contract with Altorfer Incorporated for the rental of a 200

kilowatt standby generator for a period of eleven (11) months through Sourcewell
Cooperative Contract No. 040924-CAT.
SECTION 2: That the City Manager is hereby authorized to negotiate and execute any
additional documents or agreements as may be necessary and in the best interests of
the City.
SECTION 3: That this Resolution shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
