HomeMy WebLinkAboutResolution 75-R-26 Community Development Block Grant funds for Public Services.docx 04/27/2026 75-R-26 A RESOLUTION FY 2026 Community Development Block Grant funds for Public Services WHEREAS, the Congress of the United States did pass Public Law 93-383, Title I of the Housing and Community Development Act of 1974 (which established the Community Development Block Grant {CDBG} Program); and WHEREAS, the City of Evanston is an “Entitlement City” by definition in said Acts and, as such, is eligible to make application to the United States Department of Housing and Urban Development (HUD) for said grant programs; and WHEREAS, HUD informed the City of Evanston that its 2026 CDBG entitlement allocation will be one million, six hundred ninety-five thousand, six hundred seventy-nine dollars ($1,695,679.00); and WHEREAS, HUD allows the City to use up 15% of the annual CDBG award for Public Services (CDBG-PS) to support nonprofit organizations providing programs that serve primarily low- to moderate-income Evanston residents; and WHEREAS, use of CDBG-PS funds is detailed in the 2025-2029 Consolidated Plan which was approved by City Council on July 14, 2025, and approved by to HUD; and WHEREAS, the Social Services Committee (“SSC”), charged with oversight of the City’s CDBG-PS program or CDBG funds for Public Services, approved the FY2026 awards for Case Management and Safety Net Service Providers on February 12, 2026; and WHEREAS, the City Council approved FY2026 awards for Case Page 1 of 2 75-R-26 Management and Safety Net Service Providers on February 23, 2026; and WHEREAS, the Social Services Committee approved recommending use of up to $254,350 in CDBG-PS funds for FY2026 approved case management and safety net services, also known as Public Services, to City Council on March 12, 2026; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That up to two hundred fifty thousand three hundred fifty dollars ($254,350) of the City of Evanston’s FY2026 Community Development Block Grant for public services (CDBG-PS) can be applied to FY26 programs that serve primarily low- and moderate-income Evanston residents, is hereby approved.
