Attached please find the investment report as of March 31, 2013.
A comparison between the 2012 fourth quarter investment report and 2013 first quarter
indicates an increase in combined cash & investments of $12,136,099 from
$65,258,025 to $77,394,124. Cash and investment changes from the previous period
are summarized below:

The net increase of $12.1M in cash and investments was primarily due to the Property
Tax receipts during the first quarter. The City received $18.5M in Property Tax
disbursements from Cook County towards 2012 Tax levy including TIF payments.
These receipts were partially offset by IEPA Sewer loan repayments, Debt Service
payments, and Capital outlay resulting in net increase of $12.1M.
As of March 31, 2013, ledger balances showed the highest percentage of total deposits
was held by First Bank and Trust at approximately $38.7M, or 50% of the City’s $77.4M
in cash and investments followed by IMET with $16.5M or 21% of the total. The
remaining funds were invested with Chase Bank and Illinois Funds. This is in
compliance with the City’s investment policy to ensure no financial institution should
have greater than 50% of the city’s total deposits. The Finance Staff will continue to
monitor the balances to have a suitable investment mix in compliance of the City
Investment policy to maximize returns on investments.
