(8623 West Bryn Mawr Avenue, Suite 501, Chicago, Illinois 60631) of amount thein 25-11) (Bid Project PhaseExpansion Park Beck the for 1 $3,624,840.00. Funding Source: Funding is provided from the Capital Improvement Fund, 2025 Project Bonds in the amount of $2,624,840, and a Department of Commerce and Economic Opportunity (DCEO) Grant in the amount of $1,000,000. The memo below includes a detailed summary. CARP: Transportation & Mobility, Urban Canopy & Green Space, Green Infrastructure Council Action: For Action Summary: Beck Park is a 5.6-acre park located east of the North Shore Channel between Emerson Street and Lyons Street. The property is owned by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) and leased to the City of Evanston through May 31, 2032. In 2017, the 2.4-acre MWRDGC-owned property immediately south of Beck Park (between Lyons Street and Church Street) became available for lease. This property had previously housed Shore School. In 2018, the City executed a lease agreement with the MWRDGC for these additional 2.4 acres, allowing for a significant expansion of Beck Park. The expanded park area is leased through January 31, 2068. Per request of the APW Committee, the following provides additional information regarding the proposed pavilion at Beck Park, the grant, schedule and breakdown of costs. Purpose of Pavilion: As important community assets, each of the City’s other canal parks (Harbert-Payne, Butler, and Twiggs) contain pavilions. Beck Park is the only canal park without this feature. The proposed Beck Park pavilion is intended to create a centralized shelter and gathering space for this community park. If constructed, the pavilion will be located between a proposed ages 2-5 / 5-12 play space and a proposed ages 13+ play space. Excavation 2. Site preparation 3. Foundation systems 4. Prefabricated steel structure 5. Glulam beams and rafters 6. Standing seam roofing system (including a 30-year warranty) 7. Four tapered limestone columns 8. Three limestone seating walls 9. Concrete paving (2,600 square feet) 10. Stormwater connections 11. Electrical conduit/wiring from pumphouse at Church Street to pavilion location 12. Security lighting in ceiling 13. Accent lighting at columns 14. Electrical outlets 15. Four picnic tables 16. The contractor’s deduct alternate is $454,072 (14% less than the consultant’s estimate). A breakdown of the consultant’s estimate (provided by the landscape architect, not the contractor) on the pavilion line item is as follows: Item Estimated Cost Excavation $5,724.18 Electrical / lighting $75,600.00 Stormwater utilities $6,300.00 Concrete paving $43,374.24 Landscaping $11,738.16 Prefabricated pavilion $277,200.00 Limestone columns $50,400.00 Site furniture $14,238.00 Limestone seat walls $42,336.00 Total $526,910.58 The shelter could be bid separately but that is unlikely to result in a lower price without redesign and elimination of some of the custom features such as the limestone columns and seatwalls or the electrical/lighting. The pavilion is identified in the DCEO grant budget as a State funded item at $300,000. Staff would need to reach out to DCEO to determine if that budget amount could be reassigned to another scope item. If not, then the grant would be reduced by $300,000. This discussion with DCEO will be lengthy, and there is not a way to complete the discussion prior to deciding to award the project, with or without the pavilion. Schedule Considerations: The current substantial completion deadline for this project is 06/26/26. The current end date for the DCEO grant is 04/01/26. Delays in award beyond the 05/27/25 council meeting will likely require a one or two month contract extension (end of July or August 2026). Please be advised that this bid will expire on 06/28/25. At that point, the City will need to rebid the project (a 2-3 month process) if it is desirable to continue to construction. The City would not be able to meet the timeline for the grant and may lose access to that funding. Line Item Breakdown of Bid: A request was made to have a breakdown of the costs by line item. Unfortunately this was a lump-sum bid, and this information is not available. When a contract is bid, the City is required to take the lowest responsive, responsible bid if the contract is going to be awarded. It is not legal to negotiate with the contractor. The information on bid alternates was included in the City Council packet as a table on Page. 84 of 184. There are two types of bids: unit price and lump sum. Unit price contracts itemize their costs by line item; these are generally used for transportation work. Lump sum contracts are usually submitted as one price for the entire project; these are generally used for parks, facilities and water plant improvements. The choice of contract type is determined by the industry, not staff. In this case, the contract was submitted as a low- bid, lump-sum contract, so no additional information was provided other than the specified alternates.
