HomeMy WebLinkAboutResolution 33-R-26, Approval of a Contract for Security Services at Various City of Evanston Facilities (RFP 25-28) with Benford Protection Group (1) (1)03/23/2026 33-R-26 A RESOLUTION Authorizing the City Manager to Execute an Agreement with Benford Protection Group for Security Services at Various City of Evanston Facilities (RFP 25-28) WHEREAS, the City of Evanston utilizes security guard services for various City owned properties and events where liquor is serviced on city owned properties; and WHEREAS, the Evanston City Council believes entering into an Agreement with Benford Protection Group is in the best interests of the citizens of Evanston, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the City Manager is hereby authorized and directed to sign, and the City Clerk is hereby authorized and directed to attest on behalf of the City of Evanston, an Agreement between the City and Benford Protection Group. SECTION 2: That the City Manager is hereby authorized and directed to negotiate any terms of an Agreement as may be determined to be in the best interests of the City. STAFF SUPERVISION - Security Operations is the uniformed security service department of BPG. The Security Operations Department provides security services with a detailed focus on project safety, security, respect, quality service execution and teamwork at the service location. Guard of Security Management, Operations department consistsThe Security Operations and Guard Support. Within the Security Operations department, specialized sections address the needs of Contract compliance, Customer Service care, Security Training, Investigations, Threat and Risk Assessments. The mission objectives are: 1. Conducting all tasks with Customer Service Standards. 2. Detecting unsafe working conditions. 3. Reduction of loss of client assets. 4. Monitoring &recording access control activities into and out of the area of operations (office building/warehouses; industrial facility; commercial/residential properties and mobile patrol units). 5. Respond to security incidents such as Emergencies (Fire, terrorism, that may unsafe working conditions other disasters, etc.)natural or result in property loss, property damage and/or danger to human life. 6. Director of Security Operations i. The Director of Operations is responsible for the management of the Security strategic Guard Operation, setting its mission objectives, its and tactical goals in conjunction with and by directives of the City of Evanston (COE) and its appointed Compliance team. ii. The Director of Operations is responsible for the implementation of policies and procedures. The Director of Operations is responsible for achieving the objectives set by COE management in conjunction with the contractual obligations mutually agreed between both parties. iv. The Director of Operations is responsible for conducting Risk againstpresent actual threat(s)perceived of assessments and/or COE and provide timely and effective solutions for COE management to mitigate effectively. v. The Director of Operations is responsible for the compliance of set directives by COE at all times, supervising the performance of the security personnel deployed to all posts and their performance while on duty. b. Account Managers i. The Account Manager is responsible for the day-to-day operations of all accounts assigned to their area of operations. ii. Responsible ensuringfor compliance operating in full isBPG according to the terms and conditions of the COE service agreement. iii. Conducts supervisory functions and guides Field Supervision Team to maintain efficiency and professionalism. iv. Conducts with the regular scheduled meetings COE management team to discuss BPG’s service execution performance. c. Field Operations Supervisors (Captain or Lieutenant) i. The Field Operations Supervisor is responsible for the security operations of all assigned security personnel deployed in the Area of Operations of COE. ii. The Field Operations Supervisor is responsible for the attendance, deployment, and day-to-day operations of the BPG Security Guard Operations for COE. iii. The Field Operations Supervisor is responsible for accountability and accuracy provided to the of data recorded, documented, and COE end-users. iv. The Field Operations Supervisor is responsible for achieving the objectives set out by COE. v. The Field Operations Supervisor is supported in his/her tasks by the Operations Support Team. d. Operations Support Team Team 24/7 Scheduler, a of Support CustomerOperationsThe consists Service Care Line, Operations Administration, and Training Compliance. The Workflow (figure 7.) of the Operations Department consists of: 1) Officer at the Post enters time-in time-out data in Attendance Application (Track- Tik). 2) Officers enters activity data into Digital Reporting Tool (Track-Tik): Daily Activity Report (DAR); Incident Reports (IR) & Patrol Tour Activity. 3) Duty Dispatch verifies attendance (In Track-Tik). 4) Field Supervisor visits each site to monitor each Officers’ compliance to Post Orders and records site visits in the DAR. 5) All Reports are delivered (via Track-Tik) in real time to Client management and Benford Protection Group management. 6) Duty Dispatch (24hrs.) receives alarms or calls for assistance and coordinates with Field Supervisor or Operations Manager who defines actions to be taken. 7) Operations directs Actions to either Investigations, Operations or Management to be informed, approved or actions taken without further management directive. 8) In case of emergencies at Client site, BPG management & Client Management must always be informed immediately for further actions. 9) Operations Administration Section compiles analytic data from Daily Activity Reports (DAR), Incidents Reports (IR) and Maintenance Reports and generates a bi-weekly and/or monthly summary report highlighting notable site incident activity. These summary reports are reviewed in detail during our BPG Monthly Service Execution meetings with our Client. 10) In the event of call-offs from Officers, the Duty Dispatch will fill the opening with an Officer from the BPG Flex-Officer pool, which is a list of trained and qualified standby Officers. The City may also require Consultant to provide copies of the Additional Insured Endorsement to said policy (ies) which name the City as an Additional Insured for all of Consultant’s Services and work under this Agreement. Any limitations or modification on the certificate of insurance issued to the City in compliance with this Section that conflict with the provisions of this Section shall have no force and effect.
