32-R-26
A RESOLUTION
Approving the 2026 List of Special Events Contingent Upon
Compliance of all Requirements as Set Forth by the Special Event
Policy & Guidelines
WHEREAS, the City of Evanston allows special events on City owned property
each year; and
WHEREAS, Outdoor events requested on City property, including streets,
sidewalks, parks, and/or those that are deemed to significantly impact the City are
considered special events and therefore require City approval; and
WHEREAS, Special events that require City Council approval include lakefront
park events of 150 participants or more; non-lakefront park events of 250 participants or
more; and non-park events with 250 participants or more requiring a street closure (with
the exception of block parties); and
WHEREAS, the 2026 special events include four additional events including
Concert in the Park, Skylight Summer Sidewalk Sale and Vintage Market, Bike Ride for
Clean Air and French Fest Evanston.
WHEREAS, the Evanston City Council believes it is in the best interests of the
citizens of Evanston to allow for the attached list of 2026 Special Events to be approved
contingent on compliance with all requirements as set forth by the Special Event Policy
and Guidelines,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: The City Council approves the 2026 Special Events, attached hereto
as Exhibit A, subject to compliance with all requirements as set forth by the Special Event
Policy and Guidelines; and
SECTION 2: This Resolution shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.

Description of Event Respiratory Health Association has hosted a bike ride beginning at
Gurnee Mills for the last 30 years. We are excited to transform
and move this ride to the Chicagoland area!
We are expecting 275 riders. Mileage options will begin and end
at the park in Evanston. Mileage options will be a 100, 75, 50, 25,
and 10 mile route. Will work with local businesses and/or other
park locations to create a couple rest stops. Routes to come and
will take necessary steps to secure permits and street
crossings/closures.
At the park, we will have a start and finish line with several booths
(10 x 10 tents, estimating 20) to check in riders, sell merchandise
and raffle, host sponsor tables, music, and provide a post-event
celebration meal.

Bike Ride Route Concept
Respiratory Health Association at Elliot Park
Overview
Route distance options: 100, 75, 50, 25, and 10 miles. Staggered
start for riders from 6 – 10 AM. Cyclists riding a farther distance to
leave earliest.
The map and turn-by-turn directions are a very rough idea of a
potential 100-mile route based oA similar rides. The 75, 50, 25,
and 10 Mile routes would cut oA earlier and turn back south.
Upon confirmation that Elliot Park and Evanston would have
interest in hosting the ride, we will move forward with hiring a
professional to design the route, and we will have our network of
cyclists test it. We will share the final route in Summer 2026 for
the ride in August 2027.
RHA will provide Safety and Gear (SAG), mobile mechanics, and
medical support for cyclists. RHA can also add signage and
wash-away chalk as allowed by Evanston. We hope to work with
Evanston on traAic control. No road closures but help with
crossing as needed.
