King, Water Production Bureau Chief Subject: Geovision Electronic Door Access System Date: February 24, 2026 Recommended Action: Staff recommends the City Manager approve the single source purchase of the Geovision Electronic Door Access System with Shield Communications (3102 Starling Lane, Rolling Meadows, IL. 60008) in the amount of $12,491.25. Funding Source: Funding in the amount of $12,491.25 will be from the Water Fund account number 510.40.4210.62245, which has a FY 2026 budget allocation of $100,000.00. This account has a year-to-date balance of $100,000.00. Background: This project includes the installation of the Geovision electronic door access system at three key locations: the 1965 Filter Plant Building, the entrance door from the filter building into the mailroom, and the stairway providing access to the lower filter building pipe gallery. The system will enhance security and strengthen access control at these critical areas. The City’s Risk and Resilience Assessment also recommended transitioning to a comprehensive electronic access control system throughout the treatment plant and at the standpipe locations. An electronic system allows for the immediate deactivation of individual credentials when necessary, significantly improving security and operational control. This system has already been successfully implemented in several areas of the treatment plant and has demonstrated consistent, reliable performance. Shield Communications has installed the electronic door access system in multiple locations within the treatment plant, and their performance has been excellent.
