Subject:Approval for the Purchase and Upfitting of One (1) Piece of Fleet
Equipment (New Vehicle #90) for the Evanston Police Department

Recommended Action:
Staff recommends the City Council authorize the City Manager to enter into a purchase
agreement with Currie Motors (10125 W. Laraway, Frankfort, Illinois, 60423) for a 2026 Ford
E-Tranist-350 Electric Cargo Van for the replacement of existing vehicle #30 for the Evanston
Police Department and a single source purchase agreement for the required upfitting cost to
install required emergency equipment completed by MPC Communications & Lighting (1910
Willow Road, Northbrook, IL). A single-source purchase requires a two-thirds vote of the City
Council.
Funding Source:
Funding for this vehicle purchase will be from the 2026 Equipment Replacement Fund
(601.19.7780.65550) in the amount of $54,475.00, which has a FY 2026 budgeted amount of
$2,000,000.
Funding for this vehicle's upfitting will be from the 2026 Equipment Replacement Fund
(601.19.7780.65550) in the amount of $14,516.85, which has a FY 2026 budgeted amount of
$2,000,000.

Summary:
Facilities & Fleet Management (FFM) staff carefully weigh multiple variables to determine
which vehicles to replace and repurpose. In an effort not allow the fleet’s overall age to
become imbalanced, staff focus on a steady plan of bringing in newer and less-worn
equipment as needed rather than holding onto older, antiquated vehicles, which will absorb
more time and more funds to repair and maintain over time. The current replacement strategy

focuses on mileage, engine time, age, reliability, maintenance cost, and the operational
environment the equipment is subjected to. In addition, as the City continues to implement
the City’s Climate Action Resilience Plan, staff is striving, when applicable and available, to
replace existing vehicles with electric, hybrid, or other environmentally friendly options that
will reduce CO2 emissions primarily while driving or idling. All of these variables are
considered when determining which vehicles should be replaced and when. At this point,
charging infrastructure and limited electric options for these types of vehicles prevent us from
pursuing electric solutions for many of these pieces of equipment.
The vehicle being replaced at this time will either be auctioned or repurposed to a less
strenuous operation. Staff determines which vehicles are surplus due to new vehicles being
placed into service or to vehicles being taken out of service for safety reasons, with the
intention of eventual replacement. Staff work hard to ensure vehicles are sold only when it is
determined they are not in usable condition or when they would bring in peak revenue at
auction, thereby generating additional revenue for future purchases.
New vehicle #90 will be a Ford E-Tranist-350 electric cargo van and will be utilized by the
Evanston Police Department. This vehicle will be purchased under the Suburban Purchasing
Cooperative, contract #207. It will replace vehicle #30, a 2009 Ford E150 van. Vehicle #30
was totaling repairs, 37had vehicle has $16,001.00. for 2009 in purchased The
approximately $25,878.94, including maintenance and in-house/outside vendor repairs. The
existing vehicle will be sent to auction or repurposed within the City. This new vehicle will be
upfitted of andpersonnelpolice transportation for more enabling use, police efficient
equipment. MPC Communications & Lighting specializes in the upfitting and customization of
emergency vehicles. To maintain consistency with similar vehicles assigned to the Evanston
Police Department, Facilities and Fleet Management collaborated with Evanston Police
Department and MPC that determined equipment personnel all select to required
Communications & Lighting was the preferred vendor to complete the upfitting.
Staff other or hybrid, electric, withexisting replacing tocommitted are vehicles
environmentally friendly options to reduce CO emissions in accordance with the City's goals.
Facilities & Fleet Management staff have added several electric vehicles over the past year
and will continue to do so, carefully considering our electrical infrastructure capacity. The
Facilities & Fleet Management team is working on the next steps to build out adequate
electrical infrastructure and services to accommodate additional electric vehicles. Staff will
then continue to move forward first with the types of electric vehicles that have been on the
market for a while and are proven to sustain the operations for which they were purchased.
Eventually, as heavier equipment is developed and proven, staff will then move forward with
purchasing those types of vehicles. It is essential to note that with the continued shipping
delays/supply chain issues and rise in costs, it would be advantageous for the City to move
forward with all of these purchases, whether electric or fossil-fueled, at this time, to ensure
that a regular replacement plan continues while additional electric options and infrastructure
become available.
