Moran Center for 2026 Certificate of Rehabilitation Program Date: January 26, 2026 Recommended Action: Staff recommends City Council adoption of Resolution 9-R-26 authorizing the City manager to execute an agreement between the City of Evanston and the James B. Moran Center for Youth Advocacy (1900A Dempster Street, Evanston IL 60201) to provide legal services for not less than 20 Evanston residents to secure Certificates of Rehabilitation, expungement and criminal records sealing in an amount not to exceed $40,000. Funding Source: Funding for this agreement is budgeted in Health and Human Services, Youth and Young Adult Engagement Division (Account 176.24.3215.62509), which has a FY 2026 budget of $40,000 toamount Costs agreement. this to of $40,000 balance YTD a and prior approximately $2,000 per participant. The City of Evanston shall be financially responsible for advancing the program. The James B. Moran Center would be responsible for handling the payment of direct and indirect costs for not less than 20 Evanston residents (@ $2,000 each); which include legal services, filing fees, supportive materials, transportation fees and assistance with child care on days that such assistance would be necessary. Council Action: For Action Summary: The Youth and Young Adult Division staff perform outreach in the community and have identified individuals who would greatly benefit from this program. This agreement for services is to implement year nine of the “Certificate of Rehabilitation Program”. The program intends to obtain Certificates of Rehabilitation or Good Conduct, expungement, or the sealing of non-violent felony convictions from the Circuit Court of Cook County, pursuant to 730 ILCS 5/5-5.5-5 et seq., for qualified ex-offenders residing in Evanston, IL.
