HomeMy WebLinkAbout2023 Utilities Commission Goals City of Evanston U li es Commission 2023 Goals PURPOSE: To protect and promote the public health, safety and welfare of the citizens, businesses and institutions of Evanston, it is necessary to participate in the planning and improvement of electrical, natural gas, telephone, water and sewer services in Evanston to insure reliable and competitive service. Members of the Commission will listen to citizens' concerns. (49 0-93) (103-0-93) (89-O-10). COMMITTEE COMPOSITION: The Mayor appoints commission members with the advice and consent of the City Council. In making appointments, the Mayor may consider an individual's engineering or finance experience and their familiarity with utilities industries and regulations. Members must be residents of the City or work in the City. PERIODIC REVIEW OF ACCOMPLISHMENTS: Pursuant to the requirement of the ordinance creating the Utilities Commission, the following is prepared to communicate the future goals of the Commission including any change in functions, proposed programs for the year and any budgetary requirements. Number of Members: Seven (7) members appointed by the Mayor. Term: Four (4) year terms, Members may serve no more than two (2) terms. Mee ng Dates: 2nd Friday of each month at 7:15 A.M. Recruit two addi onal members so that the Commission is at a full complement 2. Prepare a written summary of accomplishments for 2022 3. Prepare a written set of goals for 2023 4. Package the 2022 summary and 2023 goals into an easily digestible medium for easy communication to residents (consider Instagram or Tik Tok etc.) 5. Prepare a simple cheat sheet on utility costs for the least expensive levels of service (e.g. what ratepayers should expect to pay for water, power, gas, internet, phone, etc.) 6. Provide a simple cheat sheet of availably utility savings programs 7. Work with the city to develop an industry leading set of lead service line replacement programs 8. Complete the micro study to understand the risk, barriers and opportunities for the water department on water main based geothermal heating and cooling 9. Evaluate ways to support geothermal 10. Position the City to effectively address the PFAS issues associated with drinking water and the forthcoming legislation/regulations 11. Support the implementation of the CARP, in a manner that is sensitive to residents’ ability/willingness to participate 12. Prepare a written set of goals for 2024 Budgetary Requirements: The Commission has asked for a micro study to be completed to understand the risk, barriers and opportunities for the water department on water main based geothermal heating and cooling. It is of the opinion of the Commission that such a study could be essentially ‘off the shelf’ and cost no more than $10,000.
