Members of the Commission will listen to citizens' concerns. (49 0-93) (103-0-93) (89-O-10). COMMITTEE COMPOSITION: The Mayor appoints commission members with the advice and consent of the City Council. In making appointments, the Mayor may consider an individual's engineering or finance experience and their familiarity with utilities industries and regulations. Members must be residents of the City or work in the City. PERIODIC REVIEW OF ACCOMPLISHMENTS: Pursuant to the requirement of the ordinance creating the Utilities Commission, the following report is prepared and presented to the City Council through the Administration and Public Works Committee as a summary of the accomplishments of the Commission. Number of Members: Seven (7) members appointed by the Mayor. Term: Four (4) year terms, members may serve no more than two (2) terms. Meeng Dates: 2nd or 3rd Friday of each month at 7:15 A.M. Locaon: Evanston Water Treatment Plant (555 Lincoln St.) Reports to: Administrave and Public Works Commiee Staff Contact: Darrell King, Water Producon Bureau Chief Stephen McComb (Chair) 02/14/2026 Council Liaison: Council Member Jonathan Nieuwsma 2024 Planned Meeng Dates: January 12 July 19 February 9 August 16 March 8 September 20 April 19 October 18 May 17 November 15 June 21 December 20 2024 Cancelled Meengs: The following meengs were cancelled: - 1/12/24– Lack of quorum - 4/19/24– Lack of quorum - 10/18/24 – Lack of quorum In 2024 the Evanston Ulies Commission met nine (9) mes to discuss ulity issues including the following items on a regular basis: - Electric system outages, basement backups, water main breaks and repairs - Water and sewer fund capital improvement projects, including the replacement of the 1909 intake In addion, the Commission discussed the following issues: - Discussed the city’s stormwater master plan and specific opportunies idenfied in the plan. - Reviewed materials and discussed the concept of renewable heang and cooling opportunies including the Illinois Commerce Commission Thermal Energy Networks Report1 and engaged with engineering consultants and service provides including Noventa and Egg Geothermal. - Reviewed and submied comments to the city on its dra Lead Service Line Replacement plan. - Discussed addional concepts to incenvize privately iniated lead service line replacements on private property within the city. - Discussed communicaon of water issues to all users including those in condos and apartments who may not receive a bill directly. - Introduce the concept of using water department energy assets to generate revenue from electricity markets. - Review and support for the Illinois Stretch Energy Code for new construcon. - Review and condionally support the dra Healthy Buildings Ordinance. 1 hps://www.ilga.gov/reports/ReportsSubmied/4748RSGAEmail10049RSGAAachThermal%20Energy%20Networ k%20Report%202024.pdf Finally, the Commission saw one (1) departure of an exisng member and onboarded two (2) members leaving the year with a full complement of seven (7) possible members. Budgetary Requirements: The Commission sought no funds in 2024.
