A RESOLUTION
ADOPTING COMPREHENSIVE PLAN
WHEREAS, the City Council is empowered by the Illinois Municipal Code,
(65 ILCS 5/11-1 et seq.) to adopt, update, and amend from time to time, a
Comprehensive Plan for the City of Evanston; and
WHEREAS, the City of Evanston has not updated its Comprehensive Plan
since 2000; and
WHEREAS, the City of Evanston Community Development Department
prepared a draft Comprehensive Plan (the “Plan”) for the future development and
redevelopment of the City; and
WHEREAS, after conducting numerous hearings to receive input from
Evanston residents, the Land Use Commission reviewed the Plan and recommended
adoption of the Plan with amendments; and
WHEREAS, the City Council conducted additional public hearings and
made additional amendments to the Plan; and
WHEREAS, the City Council finds that the recommended Comprehensive
Plan satisfies the requirements of City Code and applicable law, that the provisions
thereof effectively serve and promote the public interest, and that the public health,
safety, and welfare are served by its adoption by the City of Evanston.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: The foregoing recitals are hereby found as fact and
incorporated herein by reference.
SECTION 2: The Comprehensive Plan, dated ________, attached hereto
as Exhibit A with minor modifications as described by Councilmembers at the January
26, 2026 meeting of the Evanston City Council and incorporated by reference, is
hereby adopted as the official Comprehensive Plan of the City of Evanston, thereby
replacing the previous Comprehensive Plan adopted by Ordinance 46-O-00.
SECTION 3: Said Comprehensive Plan shall be placed on file and the
City Clerk is hereby authorized and directed to make said Plan available for posting on
the City of Evanston’s website, for inspection and copying in accordance with the
standing procedures of the Clerk’s office.
SECTION 4: The City Clerk is hereby authorized and directed to file a
Notice of Adoption of the Comprehensive Plan with the Office of the Clerk of Cook
County, Illinois, as soon as may be practicable after adoption of this Ordinance by the
City Council.
SECTION 5: That this Resolution 8-R-26 shall be in full force and effect
ten (10) days after the date of filing of the Notice of Adoption as provided in Section 4
hereof.
