Normal Ave., Niles, IL 60714) for the Mechanical Shades – Robert Crown Center South Hallways (Bid 25-42) in the amount of $102,850. Funding Source: Funding is provided from the Capital Improvement 2025 Project Bonds (Account HVAC Hallways Room/SW Kiln Crown 625045), item line - 416.40.4160.65515 for Improvement. This line item has an approved FY 2025 budget of $200,000, all of which is remaining. CARP: Municipal Operations Council Action: For Action Summary: The City has received complaints from users of the Robert Crown Center regarding the overheating of the south-facing first and second floor hallway outside of the Dance and Art rooms and preschool wing, as well as heat buildup in the 2nd floor kiln room. Staff sought recommendations from the building’s original architect and mechanical engineer for how to address this problem. The design consultants agreed that the hallway overheating is primarily due to solar heat gain through the south-facing windows and recommended that the best solution would be to install automated mechanical roller shades. It also appeared that the heat buildup is more on the 2nd floor, so that a 2nd-floor solution needs to be prioritized. To help ensure such growth, the City has established a 25% M/W/D/EBE subcontracting participation goal for general contractors. Regarding the Contract for the Mechanical Shades at Robert Crown South Hallways, Bid 25-42, total bid amount of $102,850.00, the primary contractor, JTP Electric, has requested a waiver for the M/W/D/EBE participation goal. JTP Electric is a certified expert in the installation of motorized shading systems. To maintain the specialized nature and consistency of work with this specialized product and the quality, they will self-perform all work on this project.
