Home My WebLink AboutContract- Axon Enterprise Inc. - EFD Worn Camera Program $5,848,836.78 2026-2032 Memorandum To: Honorable Mayor and Members of the City Council From: Schenita Stewart, Police Chief CC: Jody Wright, Deputy Chief of Police; Louis Gergits, Manager of Budget and Finance Subject: Approval of Contract with Axon Enterprise Inc. for the Evanston Police Body Worn Camera Program Date: December 8, 2025 Recommended Action: Staff recommends the City Council authorize the City Manager to execute a contract with Axon Enterprise Inc., 17800 N. 85th Street, Scottsdale, AZ 85255, for the Evanston Police Body Worn Camera Program in the total amount of $5,848,836.78 for the next seven years (2026, 2027, 2028, 2029, 2030, 2031, and 2032). Funding Source: Funding for this program in 2026 will be provided by the Service Agreements/Contract Account item line This Administration. of Department's Policethe in Office (100.22.2260.62509) has an approved 2026 budget of $712,828. The Police Department has specifically designated $575,000 of the budgeted amount for the Axon agreement. For 2027 through 2032, it is recommended that the annual cost be paid from Police Department funding, augmented each year to cover any increase in pricing. CARP: Municipal Operations Council Action: For Action Summary: In 2017, Evanston was one of the first Illinois municipalities to equip its officers with body- worn cameras. In 2017, the City entered into a contract with Axon Enterprises, Inc., following a trial period of their body-worn and fleet camera systems and an examination of storage options by the City's Information Technology (IT) division. It was determined that Axon had a robust system capable of implementing a complement of 120 body-worn cameras, as well as fleet cameras for the patrol division, with future expansion allowing unlimited storage and minimal IT staff requirements. The system allowed for the extensive storage required to Doc ID: 62397f31d96d8411aeae4b809bf3a347cf4d6be0 comply with the Illinois Body Worn Camera Act. The officer's feedback was that the system was easy to use, user-friendly, and facilitated compliance with court requirements. The Cook County State’s Attorney’s Office is also an approved partner for using Axon technology, specifically Evidence.com, a cloud-based storage platform.  Programs Analyzed: 3 distinct program frameworks were thoroughly reviewed, with eight iterations of each to refine alignment with operational and community needs.  Hands-On Validation: The process included 4–5 demonstration sessions, flight days, and field trials, ensuring solutions were tested in real-world conditions.  Outcome: Through this rigorous process, the joint team arrived at a recommendation being presented to the City Council. In addition, the new contract would include integration with the Axon Fusus Real-Time Crime Center (RTIC) platform to more efficiently and effectively support our response to critical incidents. Expanding technology solutions under a new contract will enable the Police Department to enhance officer and community safety, and efficiency,operational improve awareness, situational strengthen increase community impact.
