(1166 Lake Avenue, Woodstock, IL 60098) for the Evanston Fountain Square South Plaza (Bid No. 25-45) in the amount of $593,362.00. Funding Source: Funding for this project will be partially provided from the American Rescue Plan Act (ARPA) (Account 170.99.9924.62490 – 524008) in the amount of $500,000.00. This account has a year-to-date (YTD) 2025 remaining balance of $1,974,885.23. The remaining $93,362.00 will be funded through the 2026 Project Bonds (Account 415.40.4126.65515 - 524008), which are part of the 2026 budget proposal. Approval of this project will require funding to be included as part of the 2026 adopted budget. Council Action: For Action Summary: The Fountain Square South Plaza, located in the heart of downtown Evanston, serves as a central public space for pedestrians and community gatherings. Since opening in 2019, the plaza has been heavily used for dining, festivals, and civic events. The south plaza originally featured an evergreen tree for the annual holiday display, but the tree has since been removed. The site is now temporarily covered with grass, as it was determined that the location is not suitable for the species due to street runoff, road salt, heat, and wind. The intended passive green space has also deteriorated over time due to dog waste.
