HomeMy WebLinkAboutContract - Whole Woman's Fitness- Pathways to Wellness Agreement Memorandum To: Honorable Mayor and Members of the City Council From: Sarah Flax, Director of Community Development CC: Hitesh Desai, CFO, Ike Ogbo, Health & Human Services Director Subject: Funding Realignment for the Evanston Pathway to Wellness Program, using Human Services Funds Date: June 9, 2025 Recommended Action: Staff recommends that the City Council approve the reassignment of $400,000 of ARPA funding allocated for the Pathway to Wellness Program to the ARPA-funded Reimagining Public Safety project for operating expenses of the C.A.R.E. Team. This would make $400,000 from the Human Services Fund available for the Pathway to Wellness Program. Council Action: For Action Summary: The Evanston Pathway to Wellness is a one-year pilot program designed to improve health outcomes for Evanston's most vulnerable populations, with a specific focus on hypertension. The City Council approved ARPA funding for it on September 23, 2024. Changing the source of funding to the Human Services Fund will allow additional time to develop and implement the Pathway to Wellness program, which is challenging due to the December 31, 2026, expenditure deadline for ARPA funds. Legislative History: The Evanston Pathway to Wellness program is a one-year pilot designed to address hypertension and improve health outcomes for Evanston's most vulnerable populations. This controlled study aims to demonstrate the effectiveness of our interventions, with the ultimate goal of establishing a sustainable, ongoing program. Health Director Ike Ogbo has been coordinating the program planning and implementation with Whole Woman Fitness, Onda Collective, and Dr. Elizabeth B. Lynch, Director of Community Health in the Department of Family and Preventive Medicine, and co-lead of the research arm of the Rush BMO Institute for Health Equity. ARPA funding was allocated to the Reimagining Public Safety project, which contributed to the development of the C.A.R.E. Team, a program funded by the Human Services Fund. This swapping of funding sources facilitates the timely expenditure of ARPA funds and extends the timeframe to complete the development and implementation of the Pathway to Wellness program.
