HomeMy WebLinkAboutContract - Chicagoland Paving- 2025 Pavement Patching Program $700,000Memorandum To: Honorable Mayor and Members of the City Council CC: Members of Administration and Public Works Committee From:William Reed, Project Management Supervisor CC:Noel Rodriguez, Public Services Bureau Chief Subject:Approval of a 2-year Contract with Two 1-Year Extensions with Chicagoland Paving Contractors for the Pavement Patching Program Date: May 12, 2025 Recommended Action: Staff recommends that the City Council authorize the City Manager to execute a two-year contract with the option of two 1-year extensions with Chicagoland Paving Contractors, Inc., (225 Telser Road, Lake Zurich, Illinois 60047) in the amount not to exceed $700,000 annually. This contract award is part of a bid led by the Municipal Partnering Initiative (MPI). Optional contract extensions will be executed by staff as long as contractor performance and pricing are satisfactory. Funding Source: Funding is provided in the (MFT) Motor Fuel Tax Fund (200.40.5100.62509), which has a FY2025 budget of $970,000 and a current balance of $940,000. CARP: Municipal Operations Council Action: For Action Summary: The Pavement Patching Program is an annual program that typically involves removing the top two inches of compromised surface and replacing it with new asphalt. The Street Division keeps the asphalt grindings as aggregate and repurposes them during alley maintenance operations. Roads that are patched under this program typically have a surface life extension of 5 - 8 years, making this cost-effective compared to full resurfacing. Doc ID: 01705768b6295b1a7bf7de8b65dbf5f3922c9be9 In March 2025, the City of Evanston participated in the Municipal Partnering Initiative (MPI) to attempt to secure lower per-unit pricing for a two-year contract that includes two additional 1- year extensions. As shown in the bid table below, Chicagoland Paving Contractors emerged as the successful responsive bidder. A preliminary map of patching locations for 2025 is enclosed. Additional locations may be added or removed as conditions require and budget allows. Staff will cap the contract at $700,000 annually. Optional contract extensions will be executed by staff as long as contractor performance and pricing are satisfactory. This contract award is part of a bid led by the Municipal Partnering Initiative (MPI). Optional contract extensions will be executed by staff as long as contractor performance and pricing are satisfactory. Funding Source: Funding is provided in the (MFT) Motor Fuel Tax Fund (200.40.5100.62509), which has a FY2025 budget of $970,000 and a current balance of $940,000.
