Recommended Action:
Staff recommends the City Manager’s approval of a single source agreement with
Mitzen’s Umpires (3548 Davis St Evanston, IL 60203) to provide Softball Umpires for
the 2025 Spring and Fall softball season. The agreement term is April 16, 2025 through
October 31, 2025.
Funding Source:
Revenue from program registrations is deposited into the General Fund Account,
Robert Crown Community Center Business Unit 100.30.3030.53565 and contracted
expenses are paid from Robert Crown Community Center Business Unit
100.30.3030.62505 which has a $82,000 budgeted allocation. Compensation for the
vendor is based on the following:
Program Vendor Revenue
Softball Umpire Services $55 per game, 182 games
For 2025, staff is projecting $21,696 in revenues and approximately $10,010 in
expenses.
Summary:
Mr. Mitzen and his crew of Evanston community members provide officiating staff for
the City of Evanston Adult Softball season and tournament play. His services extend
from youth leagues to adult leagues for a variety of sports organization within Evanston.
Mr. Mitzen was able to provide his services in Fall 2023 and has had continued success
throughout 2024 where he met every need of services tha t was required. His

organization promotes and supports employment for both the youth and adult
community members in the sport environment.
