HomeMy WebLinkAboutContract- The Bus for Outdoor Access Teaching BOAT- Youth & Adult Outdoor Adventure Programming (RFP #24-58) 1.1.25-12.31.25 (1) Memorandum To: Honorable Mayor and Members of the City Council CC: Members of Administration and Public Works Committee From: Audrey Thompson, Parks & Recreation Director CC: Margaret Isaacson, Division Manager Subject: Approval of a Contract with The Bus for Outdoor Access & Teaching for Youth and Adult Outdoor Adventure Programming (RFP 24-58) Date: December 9, 2024 Recommended Action: Staff recommends that City Council authorize the City Manager to execute a contract with The Bus for Outdoor Access &Teaching (3276 N Gordon Place, Milwaukee, Wl 53212) to provide Winter, Spring, and Fall outdoor adventure programming for both youth and adults. The contract will run from January 1, 2025, through December 31, 2025, with the ability to renew for one additional one-year contract through December 31, 2026. Funding Source: Revenue Account, Fund General theinto deposited is registrations program from Conservation and Outdoors Division Business Unit 100.30.3605.53565, and instructional expenses Unit Business Division Outdoors paid Conservationfromare and allocation. 100.30.3605.62505 (Instructor Services), which has a $5,000 budgeted Compensation for the vendor is based on the following amount of revenue collected: Program Vendor Revenue City Revenue Day Trips 70% 30% Overnight Trips 70% 30% For 2025, the staff is projecting $46,850 in revenues and approximately $32,795 in expenses with maximum enrollment. Registration fees will cover expenses. Council Action: For Action Summary: The Bus for Outdoor Access & Teaching (BOAT) would provide nature excursion trips for the 2025 Winter, Spring, and Fall seasons. The BOAT staff are also certified in Wilderness First Responder and receive extensive training on the guidance of multi-day expeditions. In order to help ensure such growth, the City has established a 25% M/W/EBE subcontracting participation goal for general contractors. With regard to the Contract for the Fitness Programming at the Levy Senior Center, RFP 24-58, with approximately $32,795 in expenses, the primary contractor The Bus for Outdoor Access & Teaching (BOAT), has requested a waiver for the M/W/D/EBE participation goal. The PRCS program precludes subcontracting opportunities and BOAT is a non-profit organization and holds no certification. The waiver explanation was reviewed and approved to be valid by the Project Manager.
