Recommended Action:
Staff recommends that the City Council authorize the City Manager to execute an agreement
with Schroeder & Schroeder, Inc. (7306 Central Park, Skokie, IL 60076) for the Sidewalk
Improvement Program (Bid No. 25-09) in the amount of $292,730.00.
Funding Source:
Funding (Account Fund Bond Obligation General 2025 thefrom provided is
415.40.4125.65515 – 425012) in the amount of $292,730.00. This account has a FY 2025
budget of $350,000.00, all of which is remaining.

Summary:
On October 10, 2022, the City Council adopted and placed on file the Sidewalk Improvement
Program Plan, which outlines sidewalk replacement criteria and sidewalk improvement
phases. This project includes the removal and replacement of the sidewalk meeting the
following replacement criteria, as identified by the City Code and federal Americans with
Disabilities Act (ADA)/PROWAG requirements for sidewalk:
Vertical Displacement. A shifting in the underlying base causing an unevenness of
pavement between sidewalk panels. Sidewalk squares that have sunken or risen to a
height difference of 1/2-inch or more to the adjacent sidewalk square shall be
replaced.

Sloping. An abrupt change in the slope of the whole sidewalk square.
Cracking. A separation of the sidewalk pavement caused by cracks forming in the
concrete. Sidewalk squares that are broken and/or separated into three or more
pieces with cracks equal or greater to one-fourth inch in width shall be replaced.
Spalling/Scaling. The flaking away of the hardening concrete. Sidewalk squares that
have spalling or scaling to 33% or more of the surface shall be replaced.
Sidewalk squares that require improvement to meet the ADA guidelines.
The City is currently in Phase 1 of the Sidewalk Improvement Program, focusing on
sidewalks along school walk routes and senior living facilities. This phase prioritizes areas
used by vulnerable populations, including children and seniors. A map of the remaining
Phase 1 sidewalk locations is attached. Phase 1 is targeted for completion by the end of the
2027 construction season, subject to available funding.
Analysis:
This bid was advertised on Demandstar and in the Pioneer Press. Bids for the project were
received and publicly read on March 25, 2025. Three contractors submitted bids for this
project as follows:
The submitted bid cannot be withdrawn or canceled for sixty (60) calendar days following the
bid opening. Bridget Nash, Senior Project Manager, reviewed the bids. The bid tabulation
showing the detailed bid results is attached.
Schroeder & Schroeder, Inc. is requesting a full waiver of the 25% utilization goal for the
City’s M/W/D/EBE program because they will be self-performing all work on this project, and
therefore, no sub-contractor opportunities exist.
Schroeder & Schroder, Inc. has completed various similar projects for the City of Evanston,
and staff have found their work satisfactory. Therefore, the staff recommends that the
contract be awarded to Schroeder & Schroeder, Inc.

The goal of the Minority, Women, Disadvantaged, and Evanston Business
Enterprise Program (M/W/D/EBE) is to assist such businesses with opportunities
to grow. To help ensure such growth, the City has established a 25%
M/W/D/EBE subcontracting participation goal for general contractors.
Regarding the Contract for the Sidewalk Improvement Program Bid No 25 -09,
total bid amount of $292,730.00, the contractor, Schroeder & Schroeder Inc., has
requested a full waiver for the M/W/D/EBE participation goal. Schroeder &
Schroeder, Inc. provided sufficient documentation that outlined their attempt to
sub-contract various DBE contractors in the trade industry and their partners on
the project.
