King, Water Production Bureau Chief Subject: Copper Tubing Purchase Date: June 26, 2025 Recommended Action: Staff recommends the City Manager approve the purchase of Type K copper tubing from Mid-American Water (1125 N. Old Rand Road, Wauconda, IL 60084 ) in the amount of $17,257.60. Funding Source: Purchase of materials will be funded from the Water Fund, Account 510.40.4540.65055 The FY 2025 budget has an allocation of $230,000.00, with a YTD balance of $91,693.25. Summary: The water distribution system consists of 156 miles of water main. The distribution division manages the repair and replacement of Evanston’s water service pipes that are connected to the water mains. The City currently has 14,625 water service connections of which 11,471 are lead and 194 galvanized steel. The City offers a program where the City will share the cost of replacing a lead service line with property owners. Under this program, the property owner must replace the portion of the water service from their home to the valve located in the parkway at their own expense. Once this work is completed, the City will replace the portion of the water service from the parkway to the water main located in the street at no expense to the property owner. In addition, the following City of Evanston Code amendment was approved on January 10, 2022, and states the following: 7-12-4-3. – REPLACE IRON OR LEAD OR STEEL SERVICE PIPE WHEN REPAIRS OR MAJOR RENOVATIONS ARE REQUIRED. (A) Repairs. Service lines of iron, lead, or steel pipe material shall be replaced in their entirety from the home to the water main whenever any repairs to the line are needed. Such new pipes shall be of the design, type and quality as required by the provisions of this Code and other ordinances of the City in effe ct at the time of such replacement. Where there exists any lead service pipe, it shall be the duty of the owners of the property to provide a minimum of seven (7) feet of clearance from all permanent or temporary obstacles excluding foundation or exterior walls.
