Subject: Approval of a Single-Source Contract with Eagle Environmental
Consultants, LLC for IEPA Stage 1 Investigation Associated with the
Service Center Fuel Island Replacement Project

Recommended Action:
Staff recommends approval of a $31,950.00 single-source contract with Eagle Environmental
Consultants, LLC (3809 Illinois Avenue, Suite 300, St. Charles, Illinois 60174) to provide
IEPA-required Stage 1 Investigation services for the Service Center Fuel Island Replacement
Project. A single-source purchase requires a two-thirds vote of the City Council.
Funding Source:
Funding is provided from the Capital Improvement Fund (Account 415.40.4124.62145-
623007), which has an approved FY 2024 budget of $1,700,000 and a YTD balance of
$114,138. The IEPA is expected to reimburse roughly 80% of the costs associated with these
services.

Summary:
On February 12, 2024, the City Council approved an award of the Service Center North Fuel
Island Replacement to Stenstrom Petroleum Services Group. Construction on this project is
complete, and it is currently being closed out.
As a subcontractor to Stenstrom, Eagle Environmental Consultants, LLC (Eagle) has
provided environmental engineering services for the subject project, including IEPA-required

soil testing and reimbursement processing for storage tanks and contaminated soil removal
through the Leaking Underground Storage Tank Fund. On October 1, 2024, the IEPA issued
a letter requiring the City to conduct additional environmental services (Stage 1 Investigation)
to evaluate potential lead/gasoline and diesel contamination at the Service Center based on
the facility’s age and potential historical use of the underground storage tank system. The
IEPA’s letter requires the City to complete the Stage 1 Investigation within 90 days.
