King, Water Production Bureau Chief Subject: 2525 Gross Point Road Private Side Water Service Installation Date: December 2, 2025 Recommended Action: Staff recommends the Public Works Director approve the single source purchase to install a 1.0” Type K copper water service line from the b-box to the house plumbing connection at 2525 Gross Point Road including all necessary interior restoration and piping changes from Bill’s Plumbing & Sewer Inc. (1855 Holste Road, Northbrook, IL 60062) in the amount of $11,560.00. Funding Source: Funding in the amount of $11,560.00 will be from the Water Fund account number 510.40.4225.62410, which has a FY 2025 budget allocation of $440,500.00. This account has a year-to-date balance of $132,549.00. Background: The following City of Evanston Code amendment was approved on January 10, 2022, and states the following: 7-12-4-3. – REPLACE IRON OR LEAD OR STEEL SERVICE PIPE WHEN REPAIRS OR MAJOR RENOVATIONS ARE REQUIRED. (A) Repairs. Service lines of iron, lead, or steel pipe material shall be replaced in their entirety from the home to the water main whenever any repairs to the line are needed. Regardless of the location of the leak, the City of Evanston will be responsible for the replacement of the service line from the service valve to the water meter. Such new pipes shall be of the design, type and qua lity as required by the provisions of this Code and other ordinances of the City in effect at the time of such replacement. Where there exists any lead service pipe, it shall be the duty of the owners of the property to provide a minimum of seven (7) feet of clearance from any and all permanent or temporary obstacles excluding foundation or exterior walls.
