HomeMy WebLinkAboutLease Agreement - Sauna Club - Dempster St. Beach Parking Lot 12.9.24-3.31.25 Memorandum To: Honorable Mayor and Members of the City Council CC: Members of Administration and Public Works Committee From: Tim Carter, Recreation Manager CC: Audrey Thompson, Director of Parks and Recreation Subject: Resolution 88-R-24 Authorizing the City Manager to Enter into a Lease Agreement with the Sauna Club located at the Dempster Street Beach Parking Lot Date: December 9, 2024 Recommended Action: Staff recommends that the City Council approve Resolution 88-R-24, authorizing the City Manager to enter into a four-month lease agreement for driveway space within the Dempster St. Beach Office parking lot with Sauna Club (1629 Florence, Evanston, IL, 60201). Funding Source: Revenues are deposited into the Beaches Business Unit - 100.30.3080.53565. Council Action: For Action Summary: Sauna Club is a mobile hot sauna offering wood-burning sauna experiences. The sauna is on a trailer that is 10' wide x 20' long (including the trailer tongue), which can be easily moved by the business owner. The City has reached an agreement with the Sauna Club to lease a designated portion of the Dempster St. Beach Office parking lot. During the winter months, the lot is underutilized. The lease term will extend from December 9, 2024, through March 31, 2025. This arrangement will not interfere with the beach or City operations. The Parks and Recreation Department worked in collaboration with the Fire, Legal, Parking, and Public Works departments, all of which have expressed their support for this agreement. Doc ID: 587c63db580ab6940023e5681b916d2cbc2c40ab The agreement permits the business to operate during the following hours:  Wednesday through Friday: 6:00 AM to 3:00 PM  Saturday and Sunday: 9:00 AM to 3:00 PM  No sales or consumption of alcohol are permitted.  Sauna Club agrees not to advertise, encourage, endorse, or permit its patrons to swim in Lake Michigan under any circumstances.  Patrons are required to park on Lake Shore Blvd. or Dempster St. and, if applicable, pay parking meter fees.  The sauna unit will be equipped with built-in heating systems, temperature controls, and proper ventilation to ensure user safety.  The sauna must not block or obstruct any driveway, sidewalk, or lakefront path.  The sauna must be removed if the City of Evanston declares a snow emergency.  The lease includes a monthly rent of $750.00.
