A RESOLUTION
Authorizing An Extension of the Moratorium on Issuance of New
Vacation Rental Licenses until March 9, 2026
WHEREAS, the conversion of traditional rental units to short-term, or
vacation, rentals decreases the availability of rental units and affordable housing for
permanent residents of the City of Evanston; and
WHEREAS, a moratorium on the issuance of new vacation rental licenses
will allow the City of Evanston (“City”) to assess the impact of short-term rentals on the
housing market, adjoining and nearby properties, and the general public health, welfare,
and safety, and will allow the City to modify and improve the Vacation Rentals code to
regulate properties effectively; and
WHEREAS, the moratorium on new Vacation Rental Licenses currently in
effect, pursuant to 70-R-25, will expire on December 8, 2025, before the City has
completed such modification of the Vacation Rentals code.
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1. The City Council hereby adopts the foregoing recitals as its
findings, as if fully set forth herein.
SECTION 2. The City Council hereby authorizes an extension, through and
including March 9, 2026, of the moratorium on the issuance of new vacation rental
licenses to properties that have not yet applied for a license beginning with adoption of
this Resolution 115-R-25 by City Council.

SECTION 3. This resolution shall be in full force and effect from and after
the date of its passage and approval in the manner provided by law.
