AN ORDINANCE
Amending Title 9, Chapter 2, Section 3 (B) “Fees Charged” to
Amend Ambulance Fees
WHEREAS, the current fee for ambulance transport service is $2,000.00
and $15.00 per mile; and
WHEREAS, the actual cost to the City of Evanston (“City”) per ambulance
transport service is approximately $3,000.00; and
WHEREAS, the City is part of the Ground Emergency Medical
Transportation (GEMT) program that provides supplemental Medicaid reimbursement for
services. The program pays the City the gap between the Medicaid reimbursement and
the actual costs of providing the transport service.
WHEREAS,the City annually submits a Cost Report to the Illinois
Department of Healthcare and Family Services (HFS)to determine the cost of
transporting a patient. The Department determined that the 2025 GEMT rate was
$2,862.22 for BLS and $2,917.04 for ALS.
WHEREAS, the City has been informed that in the near future, the GEMT
program may only cover the gap between what Medicaid pays and the City’s current
ambulance rate of $2000, not the gap between what Medicaid pays and the GEMT rate.
WHEREAS, changing the ambulance rate to match the approved GEMT
rate aligns with other municipalities.

WHEREAS, Evanston residents will not see an increase in what they owe
for ambulance transports, as the City will continue to waive the remaining balance after
receiving payment from insurance/Medicare/other payors.
NOW BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS, THAT:
SECTION 1: Section 9-2-3 (B) of the Evanston City Code of 2012, as
amended (“City Code”), is hereby amended as follows:
9-2-3 FEES CHARGED
(B) Both nonresidents and residents of the City of Evanston who have been provided
emergency ambulance transport service by the City shall be required to pay a fee to
the City for each incident. All persons requiring transport to a hospital by the
Evanston Fire Department (or its designees) and related services hereafter defined,
shall MedicalEmergencyGroundtheasfollowspercharged,be person,
Transportation (GEMT) rate determined by the Illinois Department of Healthcare and
Family Services for BLS and ALS transport, and a $15.00 per mile/mileage fee.

ALS Transport $2,000.00
ALS2 Transport $2,000.00
Mileage $15.00
SECTION 2: All ordinances or parts of ordinances in conflict herewith are
hereby repealed.
SECTION 3: If any provision of this ordinance or application thereof to any
person or circumstance is held unconstitutional or otherwise invalid, such invalidity shall
not affect other provisions or applications of this ordinance that can be given effect without
the invalid application or provision, and each invalid provision or invalid application of this
ordinance is severable.
