A RESOLUTION
Designating that por tion of Har var d Ter race between Bar ton Avenue
and Ridge Avenue with the Honor ar y Street Name Sign,
“Patricia A. Vance Way”
WHEREAS, Patricia A. Vance is the former Evanston Township
Supervisor, where for twelve years she exercised responsibility and leadership authority
to implement new programs and services for Evanston Township and was also able to
implement budget priorities to eliminate the Township’s deficit and achieve a budget
surplus; and
WHEREAS, in addition to her work as Evanston Township Supervisor,
Patricia A. Vance served for twenty-six years as the Community Development Area
Director for the Community and Economic Development Association of Cook County
(CEDA), working to address the needs of low income and under-served households
while developing and implementing programs based on community need to assist low
and moderate income residents of Evanston and Northern Cook County; and
WHEREAS, Patricia A. Vance has worked tirelessly for the Evanston
community, serving as the Chair of the Evanston Substance Abuse Coalition,
Community Outreach; as board member of the Evanston McGaw YMCA; as Director of
the Forrest E. Powell Foundation; and as Treasurer, Financial Secretary, and President
of Alpha Kappa Alpha Sorority, Inc., Delta Chi Omega Chapter; and
WHEREAS, Patricia A. Vance has been a pillar of the community and has
spent years serving the people of Evanston.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS, THAT:
SECTION 1: The foregoing recitals are hereby found as fact and
incorporated herein by reference.
SECTION 2: On behalf of the entire citizenry of the City of Evanston, the
City Council hereby expresses appreciation for Patricia A. Vance by designating that
portion of Harvard Terrace between Barton Avenue and Ridge Avenue with the
Honorary Street Name Sign, “Patricia A. Vance Way.”
SECTION 3: This Resolution 60-R-25 will be in full force and effect from
and after the date of its passage and approval in the manner provided by law.

Honorary Street Name Sign Application Form
PURPOSE OF PROGRAM: The Honorary Street Name Sign program was established to allow
citizens the opportunity to honor people who have contributed greatly to the City of Evanston
through cultural, historic, or humanitarian acts. Request for an honorary designation has to
originate with an Alderman and each Alderman may have one honorary designation approved
each year.Honorary street name signs are displayed for a period of ten-years and the portion
of a street so designated is one block long. The program is administered by the Parks and
Recreation Board through the Parks and Recreation Department. Final approval is granted by
the Evanston City Council. The honorary designation expires ten years after its passage by City
Council, at which time the signs will be removed (Resolution 52-R-01).

For 12 years Patricia served as the Township Supervisor. In this role, she exercised full
responsibility and leadership authority to implemented new programs and services for the
Township. She collaborated with non-profit agencies for the delivery of service to general
assistance clients. Patricia implemented budget priorities to eliminate a $400,000 deficit. She
achieved a $1.7 million fund balance in twelve years.

__X_ HUMANITARIAN EFFORTS:
For 26 years, Patricia served as the Community Development Area Director for the Community
and Economic Development Association of Cook County. She oversaw and administered the
North Cook County office of CEDA, including the non-profit annual budget of $209 million.
Patricia worked with community partners to advocate and address the needs of low income and
under-served households. She developed and implemented programs based on community
need to assist low and moderate income residents of Evanston and Northern Cook County.

Patricia has worked tirelessly in the community. She has served as the Chair of the Evanston
