HomeMy WebLinkAboutOrdinance 67-O-25 Amending City Code Sections 10-11-10 Limited Parking, 10-11-18 _Residents Parking Only Districts_, and 10-11-22 Evanston Resident Only Parking Districts (1)9/29/2025 67-O-25 AN ORDINANCE Amending Title 10 of the City Code Concerning Permit Parking Districts WHEREAS, the Evanston City Council determined that parking regulations within certain parking districts do not adequately address the parking needs for residents in those districts; and WHEREAS, certain modifications to the City Code can help to address the residents’ concerns in those areas, and WHEREAS, the Evanston City Council finds that it is in the best interest of the City of Evanston to amend the parking restrictions in these areas; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: Schedule X(F)(1) of City Code Subsection 10-11-10, “Schedule X; Limited Parking” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-10. – SCHEDULE X; LIMITED PARKING. SCHEDULE X (F) 1.: Those residents having a legal address upon the streets or portions of streets listed above are eligible to apply for and receive permits for residential exemption parking district B. Also, residents having a legal address on Chicago Avenue between Dempster and Lake Streets, on Sherman Avenue between Lake and Greenwood Streets, and on Forest Avenue between Lake and Davis Streets, and residents of 1722 Judson Avenue are eligible to apply for and receive district B permits. 1 of 7 67-O-25 . SECTION 2: Schedule X(F)(2) of City Code Subsection 10-11-10, “Schedule X; Limited Parking” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-10. – SCHEDULE X; LIMITED PARKING. SCHEDULE X (F) 2.: Those residents having a legal address upon the streets or portions of streets in the area defined below are eligible to apply for and receive permits for residential exemption parking district C: Greenwood Street from Chicago Avenue to the alley east of Judson Avenue; alley east of Judson Avenue from Greenwood Street to Lee Street; Lee Street from the alley east of Judson Avenue to Chicago Avenue; and Chicago Avenue from Lee Street to Greenwood Street; 940 Judson Avenue. SECTION 3: X(F)(Schedule 3 of ) 10SubsectionCodeCity-11-10, “Schedule X; Limited Parking” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-10. – SCHEDULE X; LIMITED PARKING. SCHEDULE X (F) 3.: Those residents having a legal address upon the streets or portions of streets listed above are eligible to apply for and receive permits for residential exemption parking district M. Also, residents having a legal address on Church between Asbury and Ashland, and residents located at 1800 Ridge Avenue, 1830 Ridge Avenue,1834 Ridge Avenue, 1625 Asbury, 1629 Asbury, and 1633 Asbury are eligible to apply for its.and receive district M parking perm SECTION 4: Schedule X(F)(6) of CodeCity 10Subsection-11-10, “Schedule X; Limited Parking” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-10. – SCHEDULE X; LIMITED PARKING. 2 of 7 67-O-25 SCHEDULE X (F) 6.: Those residents having a legal address upon the streets or portions of streets listed above shall be eligible to apply for and receive a permit for Residential Exemption Parking District A. The following residents are eligible to apply for and purchase permits for District A: 1. Those residents having a legal address on the streets or portions of streets listed above. 2. Those residents having a legal address on the South Side of Colfax, between Orrington and Sheridan Rd 3. Those residents located at 2332 & 2342 Ridge 4. Those residents having a legal a ddress on Noyes from Sherman Ave West to the CTA tracks. SECTION 5: Schedule X(F)(7) of City Code Subsection 10-11-10, “Schedule X; Limited Parking” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-10. – SCHEDULE X; LIMITED PARKING. SCHEDULE X (F) 7.: Those residents having a legal address upon the streets or portions of streets listed above shall be eligible to apply for and receive a permit for Residential Exemption Parking District F. The following residents are eligible to apply for and purchase permits for District F: 1. Those residents having a legal address on the streets or portions of streets listed above. 2. Those residents having a legal address on Dempster, between Sherman and Maple. SECTION 6: Schedule X(F)(8) of City Code Subsection 10-11-10, “Schedule X; Limited Parking” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-10. – SCHEDULE X; LIMITED PARKING. SCHEDULE X (F) 8.: Those residents having a legal address upon the streets or portions of streets listed above are eligible to apply for and receive a permit for residential exemption parking district G. The following residents are eligible to apply for and purchase permits for District G: 1. Those residents having a legal address on the streets or portions of streets listed above. 2. Those residents having a legal address on Noyes, from Ridge Ave East to the CTA tracks. 3 of 7 67-O-25 SECTION 7: Schedule XVIII(M) of City Code Subsection 10-11-18, “Schedule XVIII; Residents Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-18. – SCHEDULE XVIII; RESIDENTS ONLY PARKING DISTRICTS. SCHEDULE XVIII (M) .: 1. Those residents having a legal address on the portions of streets listed above. 2. Those residents having a legal address on Green Bay Rd. between Foster and Simpson SECTION 8: Schedule XVIII(F)(1) of City Code Subsection 10-11-18, “Schedule XVIII; Residents Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-18. – SCHEDULE XVIII; RESIDENTS ONLY PARKING DISTRICTS. SCHEDULE XVIII (F)(1) .: 4. Those residents having a legal address on the 1200 and 1300 block of Isabella Avenue. 5. Those residents located at 2603 and 2607 Broadway . SECTION 9: Schedule XVIII(F)(2) of City Code Subsection 10-11-18, “Schedule XVIII; Residents Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-18. – SCHEDULE XVIII; RESIDENTS ONLY PARKING DISTRICTS. SCHEDULE XVIII (F)(2) .: Chancellor Street North Side Dead end (west) to Bryant Avenue Asbury Avenue Chancellor Street Both Sides Asbury Avenue to Bryant Avenue 4 of 7 67-O-25 SECTION 10: Schedule XVIII(G) of City Code Subsection 10-11-18, “Schedule XVIII; Residents Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-18. – SCHEDULE XVIII; RESIDENTS ONLY PARKING DISTRICTS. SCHEDULE XVIII (G) .: 5. Those residents located at 2675, 2679, and 2683 Stewart. SECTION 11: Schedule XVIII(H) of City Code Subsection 10-11-18, “Schedule XVIII; Residents Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-18. – SCHEDULE XVIII; RESIDENTS ONLY PARKING DISTRICTS. SCHEDULE XVIII (H) .: 2. Those residents on Lake Shore Boulevard, west side, from Greenleaf Street Lee Street north to Hamilton Street. SECTION 12: Schedule XVIII(I) of City Code Subsection 10-11-18, “Schedule XVIII; Residents Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-18. – SCHEDULE XVIII; RESIDENTS ONLY PARKING DISTRICTS. SCHEDULE XVIII (I) .: 2. Those residents having a legal address on Oakton, between Callan and Custer 3. Those residents having a legal address on Hull Terrace, From Custer to the dead end East 5 of 7 67-O-25 SECTION 13: Schedule XXII(A) of City Code Subsection 10-11-22, “Schedule XXII; Evanston Resident Only Parking Districts” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-22. – SCHEDULE XXII; EVANSTON RESIDENT ONLY PARKING DISTRICTS. SCHEDULE XXII (A) .: Those residents having an address on the streets or portions of streets described above are eligible to obtain a permit for District E-1 in accordance with the regulations contained in Subsection 10-4-5-2(C) of this Title. The following residents are eligible to apply for and purchase permits for District E - 1: 1. Those residents having a legal address on the streets or portions of streets listed above. 2. Those residents having a legal address on Main Street between Sherman and Elmwood 3. Those residents having a legal address on Chicago between Keeney and Kedzie SECTION 14: Schedule XXII(B) of City Code Subsection 10-11-22, “Schedule XXII; Evanston Resident Only Parking Districts ” of the Evanston City Code of 2012, as amended, is hereby further amended as follows: 10-11-22. – SCHEDULE XXII; EVANSTON RESIDENT ONLY PARKING DISTRICTS. SCHEDULE XXII (B) .: Those residents having an address on the streets or portions of streets described above are eligible to obtain a permit for District E-2 in accordance with the regulations contained in Subsection 10-4-5-2(C) of this Title. The following residents are eligible to apply for and purchase permits for District E - 2: 1. Those residents having a legal address on the streets or portions of streets listed above. 2. Those residents having a legal address on Ridge Ave between Howard St and Mulford St. SECTION 15: All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 16: If any provision of this Ordinance 67-O-25 or application 6 of 7 67-O-25 thereof to any person or circumstance is held unconstitutional or otherwise invalid, such invalidity shall not affect other provisions or applications of this Ordinance that can be given effect without the invalid application or provision, and each invalid application of this Ordinance is severable. SECTION 17: Ordinance 67-O-25 shall be in full force and effect after its passage and approval. SECTION 18: The findings and recitals contained herein are declared to be prima facie evidence of the law of the City and shall be received in evidence as provided by the Illinois Compiled Statutes and the courts of the State of Illinois.
