A RESOLUTION
Authorizing A Moratorium on Issuance of New Vacation Rental
Licenses for 90 Days
WHEREAS, the conversion of traditional rental units to non-owner occupied
short-term, or vacation, rentals decreases the availability of rental units and affordable
housing for permanent residents of the City of Evanston; and
WHEREAS, the reduction in supply of long-term rental housing may also
cause an increase in real estate prices, as short-term rental investors bid up prices to
acquire properties for short-term rentals; and
WHEREAS, a moratorium on the issuance of new vacation rental licenses
will allow the City of Evanston (“City”) to assess the impact of investor-owned short-term
rentals on the housing market, adjoining and nearby properties, and the general public
health, welfare, and safety, and will allow the City to modify and improve the Vacation
Rentals code to regulate both owner-occupied and investor-owned properties effectively.
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1. The City Council hereby adopts the foregoing recitals as its
findings, as if fully set forth herein.
SECTION 2. The City Council hereby authorizes a moratorium on the
issuance of new vacation rental licenses that have not yet applied for a license beginning
with adoption of this Resolution 70-R-25 by City Council for a period of 90 days.

SECTION 3. This resolution shall be in full force and effect from and after
the date of its passage and approval in the manner provided by law.
