Ordinance 78-O-24:City of Evanston 2024 Tax Levy Staff recommended the introduction of Ordinance 78-O-24,
Levying taxes in the City of Evanston for the Fiscal Year
Beginning January 1,2025,and Ending December 31,2025.
Ordinance 78-O-24 will levy the annual property tax for General
Operations,the Human Services Fund,the Illinois Municipal
Retirement Fund (IMRF),Police and Fire Pension Funds,and
the Solid Waste Fund totaling $34,912,720 as extended
(including a 2.50%loss factor).This represents an increase of
0.4%over the 2023 levy of $34,783,403 as extended.

Levy
Staff recommended the introduction of Ordinance 79-O-24,which

Ordinance 80-O-24:Library Fund 2024 Tax Levy Staff recommended the introduction of Ordinance 80-O-24,the
property tax levy for Evanston Public Library.The Library Board
is expected to formally vote on November 20 to increase the
gross levy to $8,845,484 as extended.Per ordinance 80-O-24,
the annual property tax for the Evanston Public Library in the
amount of $8,845,484 will be extended for the tax year 2024
(including a 2.50%loss factor).This represents a 4.50%increase
over the 2023 levy as extended.

Staff recommended that the City Council authorize the City
Manager to execute an agreement with Air Comfort LLC (2550
Braga Drive,Broadview,IL 60155)to provide desiccant
dehumidification system installation services for the West Filter
Plant in the not-to-exceed amount of $247,786.00 from
November 1,2024,to December 31,2026.
Funding is provided by the Water Depreciation,Improvement &

which has a FY 2024 budget request of $300,000.00 for this
project,all of which is remaining.

Staff recommended City Council authorize the City Manager to

S.First Road,LaPorte,IN 46350)in the amount of $387,160.00,
Polydyne Incorporated (One Chemical Plant Road,Riceboro,GA
31323)in the amount of $42,000.00,USALCO LLC (2601
Cannery Avenue,Baltimore,MD 21226)in the amount of
$215,885.88,and Carus Corporation (315 Fifth Street,Peru IL
61354)in the amount of $274,400.00,for the period of January
1,2025,to December 31,2025,for the purchase of water
treatment chemicals (Bid 24-36),for a total amount of

Funding will be provided by the Water Production Bureau

Staff recommended the City Council authorize the City Manager

purchase of the Envirosight RovverX Lateral Launch System in
the amount of $133,910.A sole-source purchase requires a
two-thirds vote of the City Council.
Funding is provided by the Water Fund (Account

$54,004,000 and a YTD balance of 48,220,113.67.

Systems (LPR)for Parking Division Operations
Staff recommended the City Council authorize the City Manager
to execute a purchase order with Minuteman Security &Life
Safety (8200 W.185th St.,Tinley Park,IL 60487)in the amount
of $63,600.00 to upgrade two (2)existing mobile LPR units with
a new AutoVu SharpZ3 LPR unit.A sole-source purchase
requires a two-thirds vote of the City Council.
The funding for this purchase will be equally split between the
General Fund,Parking Enforcement &Tickets Division,Service
Agreements/Contracts (Account 100.19.1941.62509)and the
Fleet Services Fund,Fleet Maintenance,Materials to Maintain
Autos (Account 600.19.7710.65060).Each account has an FY
2024 budget of $4354,000.00 and $1,700,000.00,respectively.
