EXPANSION OF EXISTING ERUV WITHIN THE
CITY OF EVANSTON
WHEREAS, Orthodox Jewish law forbids carrying on the Sabbath, except
when done within an enclosed area; and
WHEREAS, in the furtherance of Jewish religious tradition, in order to enable
increased observance of the Sabbath, the Evanston Eruv, Inc. have requested the
establishment of an “Eruv”, a ritual neighborhood enclosure, to establish a
comprehensive eruv encompassing the entirety of Evanston, facilitating the
observance of religious practices and supporting the broader community's needs.; and
WHEREAS, an Eruv is symbolic in nature and does not contravene any federal,
state, or local law, and will not violate any existing property rights; and
WHEREAS, Eruvs have been used for 2,500 years by countless communities--
including the City of Evanston which has previously established an Eruv; and
WHEREAS, establishment of this additional Eruv would necessitate the
placement of a wire across designated streets in Evanston and the installation of
necessary utility poles, together with the required hardware and appurtenances, to
complete the requirements of an Eruv.; and
WHEREAS, following permission from the City, Evanston Eruv, Inc. will apply to
the City for all necessary permits and provide all of the required information for the
installation and on-going maintenance of the Eruv; and

WHEREAS, the Mayor and City Council of the City of Evanston deem it to be in
the public interest that this additional Eruv be established.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the foregoing recitals are hereby found as fact and
incorporated herein by reference.
SECTION 2: That the City of Evanston declares that an Eruv is hereby
established that creates a neighborhood enclosure, to establish a comprehensive eruv
encompassing the entirety of Evanston, facilitating the observance of religious practices
and supporting the broader community's needs, as proposed in Exhibit A.
SECTION 3: Be it further proclaimed that the City of Evanston grants to
the Evanston Eruv, Inc. the rights requested in order to define the Sabbath bounds for
the purpose for "carrying" on Sabbath and other Jewish holy days ; however, nothing
shall prohibit the City or any utility from moving, burying, modifying any poles, structures
or appurtenances affecting the Eruv.
SECTION 4: That this Resolution 5-R-25 shall be in full force and effect
from and after its passage and approval in the manner provided by law.

Dear Members of Evanston City Council,
On behalf of the Evanston Jewish community, Evanston Eruv Inc (Est. Feb 2023), hereby requests that Evanston City
Council pass a resoluƟon granƟng permission for an “Eruv” to be established around the city of Evanston as specified in
the aƩached map. This new version of the Eruv will incorporate the enƟre City of Evanston (as suggested by the former
city council several years ago) except the very Southern Eastern part of the city. This will enable our enclosure to be
buƩress to Chicago, Skokie and WilmeƩe.
What is an Eruv and Why is it Needed?
An Eruv is a ritual enclosure that allows observant Jews to carry items on Shabbat (the Jewish Sabbath) in areas
considered “semi-public” by Jewish law. The proposed Eruv in Evanston would enable Jewish families to carry items
between their homes within the city and also to neighboring areas such as Skokie, and Chicago, and to the local
synagogues. It would also make it easier for residents to visit loved ones and bring much needed items to the hospitals
and senior faciliƟes. AddiƟonally, the Eruv ensures that handicapped members of the Jewish community can leave their
homes on Shabbat without worrying about violaƟng their tradiƟons, promoƟng equity and inclusion for all Jewish
residents in the city. By fostering a more inclusive environment, the Eruv enhances the sense of community and
accessibility for all residents of Evanston, regardless of their faith.
What is Needed to Construct the Eruv?
1. Install a variety of 20’ poles connecƟng with an aerial wire between the poles (as described in the aƩached
diagrams).
2. Repair the fence that run along the North Shore Channel River.
The funding for and conƟnued maintenance of this project will be paid for by Evanston Eruv, Inc.
AddiƟonal InformaƟon
The CTA and Union Pacific have granted condiƟonal approvals.
Evanston Eruv Inc will cover all costs and secure requisite insurance.
There will be no financial burden on the City of Evanston.
In the past, Evanston City Council has approved two eruv projects.
1) June 1992 for the eruv inside the city limits of Evanston for the Chicago Eruv Inc project.
2) August of 2022, with the approval of the Eruv between the Chicago Mitzvah campaign’s hospitality suite on
Central Street and the Evanston Hospital.
We will be using the boundaries of these already approved Eruv projects for this new Eruv.
Conclusion
Evanston Eruv Inc respecƞully requests the Evanston City Council to pass a resoluƟon approving this Eruv. Your favorable
consideraƟon will posiƟvely impact members of the Jewish community in Evanston as well as those that visit our city.

Subject: Permission Request for the Evanston Eruv Project to Cross Chicago Transit Authority
Tracks
The Chicago Transit Authority (CTA) has received a request from the Evanston Eruv Project
seeking permission to cross CTA tracks as part of the establishment of an eruv boundary in the
Evanston area. We are committed to working with the Evanston Eruv Project team to ensure that
the proposed crossing of CTA tracks is done in a safe and responsible manner, with minimal
impact on transit operations.
As part of this process, the CTA requires the Evanston Eruv Project to adhere to all necessary
safety and operational guidelines, including but not limited to:
1.Compliance with safety protocols: Ensuring that no interference occurs with CTA train
operations and that appropriate clearance and protections are established.
2.Coordination with CTA staff: Working directly with CTA engineers to review and
approve any proposed installations or adjustments along the tracks.
3.Maintenance and oversight: Establishing a clear plan for ongoing inspection and
maintenance of the eruv to prevent damage to CTA infrastructure and avoid any potential
disruptions to service.
4.Permitting: Securing any required permits and ensuring compliance with local, state, and
federal regulations.
We are currently in discussions with the Evanston Eruv Project team to refine the plans and

RE: Evanston Eruv Project Review
To Whom It May Concern:
Union Pacific Railroad (“UP”) received a request from the Evanston Eruv Project to install wireline
crossings over UP’s Kenosha Subdivision main line near Mulford Street and Chicago Avenue, as
well as Green Bay Road and Livingston Street, in the City of Evanston.
Union Pacific’s project review process includes submission of a wireline crossing application, which
must include information demonstrating such a crossing will not interfere with train operations. In
addition, the project must meet all UP safety, operational, engineering, and real estate standards,
requirements and approvals.
This includes, but is not limited to, 23’ vertical clearance, insurance, indemnification, and ongoing
construction and maintenance requirements. Of note, it must be understood that granting installation
of wirelines or utilities over UP’s tracks does not, in any way, grant any person access to its right-of-
way.
Once an application is received, Union Pacific will commence project review. Please do not hesitate
