AN ORDINANCE
Amending Title 2 Chapter 17 of City Code Concerning the Reparations
Committee Term Limits
WHEREAS, the Reparations Committee is currently comprised of at-large
committee members appointed to three year terms, with no more than two full terms;
and
WHEREAS, the Reparations Committee has deemed that continuity is
integral to the work of the Committee and therefore it has been determined by the
Evanston City Council that it is in the best interest of the City to stagger the terms of the
Reparations Committee.
NOW BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS, THAT:
SECTION 1: Title 2, Chapter 17 of the Evanston City Code of 2012, as
amended (“City Code”), is hereby amended as follows:
CHAPTER 17 – REPARATIONS COMMITTEE.
2-17-2. - MEMBERSHIP.
The Committee consists of seven (7) members who serve without compensation and
are residents or business owners in the City of Evanston. The members must include
the following:
(A) Three (3) members who are Councilmembers Aldermen representing Wards
Two (2), Five (5), and Eight (8); and
(B) Four (4) at-large members.
A member may meet more than one qualification. No member may be a full -time or
part-time employee of any agency, facility, or service that receives funds from the City.

2-17-3. - TERM.
Beginning in April 2024, o ne at-large committee member shall be appointed to a one-
year term. One at-large committee member shall be appointed to a two -year term.
Two at-large committee members shall be appointed to three year terms. At the
conclusion of the terms set in 2024, all members shall be appointed to three -year
terms. At-large committee members are appointed by the Mayor with the advice and
consent of the City Council. At-large committee members are appointed to three (3)
year terms and Councilmembers Aldermen are appointed to four (4) year terms by the
Mayor with the advice and consent of the City Council. Non -aldermanic council
members may serve for not more than two (2) full terms.
SECTION 2: All ordinances or parts of ordinances in conflict herewith are
hereby repealed.
SECTION 3: If any provision of this ordinance or application thereof to
any person or circumstance is held unconstitutional or otherwise invalid, such invalidity
shall not affect other provisions or applications of this ordinance that can be given effect
without the invalid application or provision, and each invalid provision or invalid
application of this ordinance is severable.
