HomeMy WebLinkAbout73-O-24 An Ordinance Setting Compensation for the City Clerk Following the Report and Recommendations of the Compensation Committee8/26/2024 73-O-24 AN ORDINANCE An Ordinance Setting Compensation for the City Clerk Following the Report and Recommendations of the Compensation Committee WHEREAS, pursuant to Section 1-7-5 of the City Code, the compensation of the Clerk was reviewed by a non-aldermanic compensation committee, and all municipal officers’ salaries must be fixed by ordinance pursuant to 65 ILCS 5/3.1 -50-5; WHEREAS, this compensation committee submitted a report and recommendations to the City Council, such recommendations which specified a salary increase of 26.5% for the City Clerk, a yearly cost of living adjustment and a cash payment for any elected official who opts out of the City’s health insurance . This increases the City Clerk’s salary from $64,120 to $81,000; and WHEREAS, the City Council accepts the report and the recommendations of the compensation committee. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That Section 1-7-5 of the Evanston City Code of 2012, as amended, is stricken and replaced in its entirety, and is to read as follows: 1-7-5: COMPENSATION: The compensation to be paid to the City Clerk elected April 2025 and taking office in May 2025 is as follows: (A) Effective May 1, 2025 and for the time period of May 1, 2025 through April 30, 2029, the Clerk will receive an annual salary of eight-one thousand dollars ($81,000). Beginning in May 2026, the Clerk’s salary will be increased yearly to implement a cost of living adjustment passed on the prior year’s increase in Doc ID: bafe06952a4f6d7b7447f8788b78d0a228c4281cDoc ID: b6a5e5418e4a5412d6ae7b536dba4af81a88c57b ~2~ the Consumer Price Index (“CPI”) and the amount of the adjustment be the lessor of the August 1st CPI or three percent (3%). The salary adjustment effective May 1, 2025 will be prospective only. The Clerk’s salary cannot be adjusted by Council action until the requirements of subsection C below are complied with. (B) The Clerk may choose to receive medical benefits. If the Clerk opts out of the City’s health insurance plan, the Clerk will be given a monthly cash payment of two hundred eight dollars and thirty-three cents ($208.33). equivalent to the same incentive amount offered to city employees as referenced in the Employee Handbook. (C) The Clerk’s compensation structure must be reviewed by a non- councilmember committee every four (4) years. This committee must submit a report and recommendation to the City Council no later than two hundred forty (240) days prior to the next regularly scheduled municipal election. SECTION 2: All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3: The findings and recitals contained herein are declared to be prima facie evidence of the law of the City and shall be received in evidence as provided by the Illinois Compiled Statutes and the courts of the State of Illinois. SECTION 4: This ordinance shall be in full force and effect from and after its passage, approval, and publication in the manner provided by law.
