King, Water Production Bureau Chief Subject: Contract Award with Continental Electrical Construction Company for the Filtration Plant Motor Control Center (MCC) Mobile Generator Connection Panel Installation Services Date: August 22, 2024 Recommended Action: Staff recommends City Council authorize the City Manager to execute an agreement with Continental Electrical Construction Company (550 W. Van Buren, Suite 1410, Chicago, IL 60607) to provide electrical construction services for the installation of the filtration plant MCC mobile generator connection panel in the not -to-exceed amount of $24,994.00. Funding Source: Funding is provided by the Water Fund (Account 510.40.4220.65085), which has an approved FY 2024 budget of $115,000 and a YTD balance of $36,178.36. Background: The Filtration Division manages the water treatment process, including chemical addition, sedimentation, filtration, and disinfection. This involves operation and maintenance of five chemical feed systems, four settling basins, twenty -four filters, and numerous pipes, valves, instrumentation, and electrical systems. MCC stands for Motor Control Center, which is a type of electrical switchboard that controls electric motors from a central location. MCCs are made up of multiple enclosed sections that share a common power bus (a point where electrical devices like generators, loads, and transmission lines are connected. It's like a junction or a node where electricity flows in or out). Each section contains a combination starter, which includes a motor starter, fuses or circuit breakers, and a power disconnect. MCCs can also house pump controls and generator automatic transfer switches. Staff is recommending this work be performed due to le ssons learned during the electrical/flooding incident that occurred on November 3, 2023. Power was rerouted to the filter MCC through a redundant transformer (T4). This resulted in the filtration plant operating with only one transformer to supply power. Should another incident result in the catastrophic failure of both T3 & T4, that would render the filtration plant inoperable. The addition of MCC Connection Panel Installation will provide an additional layer of redundancy to the filtration plant’s operation. Additional redundancy will be provided once the Water Plant 4160V Electrical System Reliability Project (RFP #22-30) is completed in 2027. Electrical system improvements included in the project include: two new 1000KW 4160 volt natural-gas generators, 4160-volt switchgear, 480 volt switchgear, building expansion, miscellaneous reliability improvements throughout the water plant, and the capability to incorporate electric vehicle chargers and solar power in the future.
