King, Water Production Bureau Chief Subject: Point of Use Pitchers and Replacement Filters Purchase Date: November 30, 2023 Recommended Action: Staff recommends the City Manager approve the purchase of 300 10 Cup point of use pitchers and 600 replacement filters from Zero Water (7 Neshaminy Interplex Suite 116, Trevose, PA 19053) in the amount of $18,249.13. Funding Source: Funding for this purchase is provided by the Water Fund account, 510.40.4225.62410, which has a FY 2024 budget allocation of $125,000.00. This account has a YTD balance of $125,000.00. Background: As part of the 2024 water main replacement project, the City of Evanston is offering a full lead service line replacement from the street to the water meter in the home at no cost to the property owner. Due to concerns regarding risks for elevated lead levels following both partial and full lead service pipe replacement activities, the AWWA recommends customers use a point-of-use (POU) filter or consume bottled water until lead sample results indicate that their drinking water lead levels are less than the regulatory guideline of 15 parts per billion. As a result of AWWA’s recommendation, the City of Evanston’s Public Works Agency (PWA) is willing to provide a POU filter pitcher and six replacement filter cartridges to those properties where partial or full lead service line replacements oc cur in conjunction with the 2024 Water Main Improvement Project. The PWA has been distributing POU water filter pitchers and replacement filters since 2017. The Lead Service Line Replacement and Notification Act requires filters be provided for at least one fixture supplying potable water for consumption following an emergency repair until the entire service has been replaced.
